CWSRF Planning Project: Massapoag Brook Flood Mitigation Alternatives &
Smart Reservoir Management, Town of Canton
Town Contact:
Michael Trotta, Director of Public Works, mtrotta@town.canton.ma.us
Consultant Contact:
Courtney Eaton, Project Manager, Kleinfelder, ceaton@kleinfelder.com
A. Project Objective and Need:
The Town of Canton recently completed a flood modeling and climate resiliency assessment which found
that these catchments are vulnerable under current and future climate scenarios. A recent storm event
nearly caused flooding at new $5.9M pool facility adjacent to Bolivar Pond; it was avoided only by;
impromptu actions at Forge and Bolivar Pond reservoirs to remove flash boards. The resiliency assessment
recommended Active (Smart) Reservoir Management, as well as green infrastructure (Gl) and nature
based solutions (a Clean Water SRF Priority) as strategies for mitigation. This planning project would
evaluate existing site conditions and feasibility and develop conceptual plans for green infrastructure.
This project would also support MS4 compliance and help the Town meet objectives (water quality,
recharge) within Canton's MassDEP-approved Watershed-Based Plan1 which recommends identification
and implementation of additional stormwater BMPs in these catchments.
B. Scope of Work:
Task 1 - Site Survey and Field Investigation
Kleinfelder will retain a Massachusetts Registered Professional Land Surveyor to provide base survey
plans of the proposed project area within the Bolivar Pond / Messenger Park sub-catchment area
(approximately 3 acres). The boundary for this area will be depicted by Assessors Maps only. The field
survey will be conducted to produce plans at 1" = 20' with 2' contours and including invert elevations
on any drainage and sewer infrastructure within the project limits and wetland resource boundary
delineation. Surveyor will provide:
• Conduct research at the Town's Assessor's for locus and abutters information to add to the plan.
• Establish a survey baseline on the project site by means of GPS on the respective datums.
• Conduct an on the ground field survey to locate the following features: edge of pavement,
curbing, buildings, walls, fences, utilities, signs, striping, individual trees, light poles, walkways,
etc.
• Obtain finish floor elevations at any doorway abutting the project limits

• Surveyor will be provided the utility plans for this site and will best place them based on physical
evidence or best interpretation. They will be shown as approximate.
• Locate wetland flags, flagged by wetlands subconsultant.
• Set temporary benchmarks on site for future construction.
• Obtain inverts on any drainage (i.e., catch basins / outfalls) and sewer structures found within the
project limits; Collect pipe invert elevations near historic flood areas with undersized drainage
(Rockland-Mechanic-Howard Streets), and 2 upstream neighborhoods (Century Drive/High
Street, Walnut Knoll)
• Final Product for the topography will be delivered in AutoCAD Civil 3D 2018 and delivered in
electronic format on a sheet size of 22" x 34".
Kleinfelder will work with the Town to confirm the location of below grade stormwater infrastructure
as well as other utilities information that will be added into the survey map. Record drawings as well
as the Town's GIS system will be used as the source of initial data and spot confirmed in the field.
Kleinfelder will also conduct site visits to perform existing condition assessment of outlet control
structures at Bolivar Pond and Forge Pond.
Task 1 Deliverables
Draft and Final Site Survey Map, in electronic format.
Task 2 - Refinement of Town's 2D Hydrologic & Hydraulic Model
The drainage model developed for the Town of Canton, during a previous Climate Resiliency Study, will
be refined for this sub-catchment area (near Rockland-Mechanic-Howard Streets) to include more details
in terms of smaller pipes (the Town-wide model was based on pipes of 18-inch diameter or greater),
associated manholes and catchbasins. Additional pipe from two nearby neighborhoods (Century Drive /
High Street and Walnut Knoll) will be added into the sub-catchment area as well. A review of the Bolivar
Pond dam structure stage discharge will be conducted as well as to further understand current operation
and opportunities for upgrade.
In addition, the Task includes a higher resolution 2-D model for this area to better simulate overland
flooding. Site survey information from Task 1 will be included in the 1- and 2-D model refinement. The
Task allows for running up to 4 storm scenarios, expected to be for the 10- and 100-year storms for the
2030- and 2070-time horizons, as well as short-duration storm events not previously modeled. The model
will also be used to develop Massapoag Brook flow profiles (including Old Shepard's Pond, Silk Mill Pond
and Bailey Court Conservation Area) to further refine how storm events impact water levels in these
impoundment structures both in 2030 and 2070.
The model will also be used to determine preferred sites for potential green infrastructure, nature-based
and/or sub-surface storage solutions.

Task 3 - Massapoag Brook Flood Mitigation Alternatives Analysis
In collaboration with the Town, Kleinfelder will develop several alternatives for flood reduction within
three general categories including green infrastructure, nature-based and/or sub-surface storage
solutions. The areas of likely focus will include:
Messinger Park - nature-based solutions
Sub-watershed distributed green infrastructure focused in two neighborhoods - Century Drive /

Grey infrastructure improvements (improved conveyance via increased catch basins, double
grated catch basins, pipe upsizing, etc.)
Identify flow rate needed for stormwater pump station(s) or additional catchment storage
volume to be effective
o at Old Shepard and Shepard's Pond,
o at Rockland, Mechanic, and Bolivar Streets (culverted channel)
o upstream diversion (increase flow to Bailey St Conservation Area; added storage
upstream of Shephard's Pond)
Kleinfelder will develop up to 6 alternatives using a combination of possible strategies noted above that

will provide site-specific flood reduction benefit as estimated through the refined flood modeling.
Alternative development will include considerations such as site infiltration feasibility, desktop
assessment of potential utility conflicts, site concept grading, sub-surface drainage needs, etc.
Kleinfelder will evaluate the identified alternatives using criteria that consider economics, environmental
and community metrics and priorities, resulting from Town input.
Task 3 Deliverables
Draft and Final Alternatives Evaluation Technical Memo including updated flood maps, evaluation and
recommendations.
Task 4 - Site Infiltration Feasibility & Evaluation
This task will serve to determine the feasibility of infiltration of stormwater at a select number of
preferred locations (as determined through the modeling effort) within the Messinger Park Project Area.
The analysis will determine both surrounding sub-surface soil conditions and the potential groundwater
mounding.
Task 4a - Preliminary Site Screening
Preliminary site evaluation shall be performed to assess up to five pre-determined sites suitable for the
construction of a stormwater BMP. The preliminary site suitability evaluation will incorporate the
following fieldwork, soil characterization, and geotechnical soiltesting:
Field Work
• Advance up to five (5) total soil borings. Soil borings will be used for soil classification, to
identify any restrictive layers, and to determine groundwater depth. One boring at each
location will be completed as a monitoring well.
• All soil borings will be advanced to a depth of twenty-five (25) feet below ground surface
or until auger refusal is encountered. Soil samples will be collected at 5-ft intervals with
split spoon sampler.
» Soil boring samples to undergo geotechnical laboratory testing include two (2) soil
samples from each site. One (1) soil sample will be collected at the bottom elevation of
the proposed infiltration BMP, and one (1) soil sample will be collected at the bottom of
the soil boring.
• Upon completion of groundwater monitoring well installation, Kleinfelder will develop
the monitoring well in preparation for hydraulic conductivitytesting.
• Kleinfelder will utilize the monitoring wells to perform Slug Testing in accordance with
ASTM D4044, to determine the hydraulic conductivity at each groundwater monitoring
well location.
• Prepare soil boring logs and monitoring well construction logs.
Geotechnical LaboratoryTesting
Geotechnical laboratory testing will include thefollowing:
o Particle size analysis (ASTM D422)Source page 265

o Soil Porosity (ASTM D4404)
o Water Content (ASTM D2216)
o Textural Classification (USDA)
Note: Kleinfelder will review databases maintained by state and federal agencies for information on
releases of oil or hazardous materials (OHM) that could potentially impact environmental conditions
in the project area. This program does not include provision for environmental sampling and analysis
of soils. Results of the research will be incorporated in the deliverable noted below.
Task 4B - Selected Site Evaluation
This site evaluation will focus on assessment of the selected sites, as determined under Task 4A. The
site evaluation will incorporate the following fieldwork and geotechnical soiltesting:
Field Work
e A total of five (5) test pits will be performed at the site. (One test per 15,000 square feet
of proposed infiltration BMP).
o All five (5) test pits will be excavated to a maximum depth of 10-feet below ground
surface, or until bedrock or fully saturated conditions are encountered.
• Kleinfelder will record test pitting activities, and soil description in a test pit log for each
test pit.
© Hydraulic conductivity testing will be conducted at each of the test pit locations.
Hydraulic conductivity rates will be determined at the bottom elevation of the proposed
stormwater infiltration BMP, which is approximately 5-foot below ground surface. Field
test methods to assess hydraulic conductivity will follow ASTM D5126-
90 (2004) Standard Guide for Comparison of Field Methods for Determining Hydraulic
Conductivity in the Vadose Zone. Kleinfelder will utilize Compact Constant Head
Permeameter - (Amoozegar 1992) to perform thistest.
Geotechnical Laboratory Testing
Geotechnical laboratory testing will be performed on soil samples collected at each location; a hydraulic
conductivity test will be performed during the test pitting activities.
Task 4c - Groundwater Mounding Analysis
Prior to conducting the mounding analysis, Kleinfelder will estimate basement elevation of the
surrounding neighborhood utilizing Canton GIS Contour elevation and field observation of estimated
First floor Elevation. A groundwater computer model usingthe Hantush method will be developed by
Kleinfelder. This model will be capable of calculating the height of a groundwater mound model
resulting from the infiltration of a single storm water event. The goal of the mounding analysis in the
design of the tank is to confirm that the bottom elevation of the tank meets the groundwater
separation requirement in the Massachusetts storm waterguidelines.

Task 5 - Operational Plan Update (Active Reservoir Management) within
Massapoag Brook sub-catchment)
Kleinfelder will document the existing reservoir management procedures currently in place by
conducting operational staff interviews.
Kleinfelder will formalize stop log operational thresholds (for observed rainfall intensity-duration and
forecasted precipitation). Based upon review H+H model results performed in Task 2, Kleinfelder will
then determine outlet control elevations and/or outlet structure retrofits, that can achieve the
following:
Identify feasible Low-Flow Target (Ecological Thresholds & Odor Issues)
Tradeoffs (modeled performance, i.e., flood extents/depth reduction) vs. other pond uses
(recreation, ecological)
Kleinfelder will develop conceptual plans and estimate costs for the Town to implement Smart
Reservoir Management - Active Controls, including the addition of upstream flow monitoring
equipment (near border with Sharon at Massapoag Brook, near border with Stoughton at Steep Hill
Brook). Upon Town's review and input, Kleinfelder will then make recommended updates to the
Town's Reservoir Management Plan. Kleinfelder will support the Town with development of a Draft
MOU with the Town of Sharon.

A. Project Objective and Need:
The Town of Canton recently completed a flood modeling and vulnerability assessment which found that
green infrastructure (Gl) and nature-based solutions (a Clean Water SRF Priority) in the area of the Town's
Memorial Field could reduce downstream flooding in residential neighborhoods, as well as near key
transportation routes and the commuter rail hub. This planning project would evaluate existing site
conditions and feasibility and develop conceptual plans for green infrastructure on Town property. This
project would also support MS4 compliance and help the Town meet objectives (water quality, recharge)
within the MassDEP-approved Watershed-Based Plan ("Watershed-Based Plan for Pequit Brook and
Beaver Meadow Brook Watersheds within the Town of Canton", 2019), which recommends identification
and implementation of additional stormwater BMPs in these catchments.
The approximate project area is shown on Figure 1. The goal would be to intercept some flow from the
upstream drainage area (pink shaded area) from piped infrastructure within the study area (red box). If
stormwater could be held and infiltrated, it could mitigate overwhelming the channelized pinch points
located downstream.
