Kleinfelder Project No.: 20201065.004A

Mr. Michael Trotta
Superintendent of Public Works
Town of Canton
801 Washington Street
Canton, MA 02021

SUBJECT: Water Main Improvements Design, Estimate for Capital Request
Contract 4 - Pine, Sanford, Sherman, and Fuller

Dear Mr. Trotta:

In 2018, Kleinfelder prepared a Water Master Plan which identified a 5-year plan of capital
improvements for water main upgrades. To date, two contracts (Contract 1 and Contract 2)
have been constructed. Contract 3 is currently finishing up the design phase.

Under the ongoing 2022 Water Master Plan update project, Kleinfelder has completed an
update of the hydraulic model and is in the process of preparing the report with full
recommendations for a new 5-year CIP. In recognition of your FY24 budgeting deadline, we
have prepared this letter to to present a summary and design budget for the next priority set of
improvements in Canton’s Water Main CIP (Contract 4).

As will be described in the forthcoming 2022 Water Master Plan document under preparation, a
5-year capital improvement program (CIP) of water main improvements will recommend
improvements to fire flow at hydrants and replacement of aging water mains with frequent break
history and/or mains that have outlived their estimated service life.

SCOPE OF PROPOSED WATER MAIN IMPROVEMENTS - CONTRACT 4

Contract 4 will consist of approximately 8,000 feet of aging main replacement on Pine St,
Sanford St, Sherman St, and Fuller St. The Contract 4 water main improvements consist of:

Street Section Age of Water Main Proposed Improvement
Pine Street from Pleasant 1888 Replacement of 1,600 feet of

raw water supplies and in the course of its use loses effectiveness over time. There are
certain indicators when GAC is reaching the end of its useful life, those indicators are
beginning to appear at Neponset. Therefore, to ensure that the Neponset WTF continues to
operate as designed the filter media should be replaced.

Chris,

| apologize for the delay in getting this pricing over to you. | can finally say that $203,400 would be a good
price to budget for a 2023 GAC exchange of 90,000 lbs of virgin F300.

If you have any questions at all about the above price, please let me know.

Re:

Dear Mr. Trotta:

Bristol Engineering Advisors, Inc. (Bristol) has prepared the following statement in support of
the Town's warrant for the replacement of granular activated carbon at the Neponset Water
Treatment Facility.

The Neponset Water Treatment Facility was designed to include the use of granular
activated carbon (GAC) as an instrumental component of the treatment process. GAC is
used for the removal of many natural and man-made compounds present in many raw
water streams, and in the course of its function, over time loses its effectiveness. There
are certain indicators that GAC is reaching the end of its useful life, and those indicators
are beginning to appear at the Neponset facility. GAC has become a very sought-after
commodity due to its effectiveness at removing a wide range of compounds from water,
and thus lead-time on delivery has increased dramatically. Therefore, to ensure that the
Neponset water treatment facility continues to operate as designed given the supply
chain constraints currently being encountered, it is essential that we proceed with
securing replacement GAC for this facility.

We appreciate the opportunity to be of service to Canton, and as always please feel free to
contact me with any questions.

Respectfully,

Hi Renee,

Looking in our records, it seems to be about 90,000 lbs of F300 would run you about $150,000 current
budgetary costs. I hope this helps?

David,

We are trying to get some very loose numbers together in anticipation for a potential carbon replacement in FY 2023/24
depending on our latest test results. Based on our last install, what are we looking at based on todays pricing for the
Filtrasorb 300M product?

Thank you,

DATE : 10/21/2022
SUBJECT: Inflow / Infiltration (l/l) Rehabilitation Appropriation for FY24

1.1 BACKGROUND

Based on recommendations resulting from the comprehensive Infiltration and Inflow (l/l)
Study in 2021, the Town of Canton Department of Public Works conducted a subsequent
Flow Isolation and CCTV (closed-circuit television) Study (in 2022) to further investigate
the l/l in specific sewersheds that exhibited higher than expected flow during the 2021
study. This Flow Isolation testing focused on Meter Areas 7, 16, 18, 22, 24, and 27 with
subsequent CCTV inspection of the majority of Meter Area 27.

The results and outcomes of this subsequent infiltration investigation are detailed and
summarized in the Sewer System Flow Isolation and CCTV Inspection Report, October
2022 (Draft) provided to the Town for review.

Based upon the findings from the flow isolation I CCTV study, Kleinfelder recommends
beginning a phased rehabilitation program to address infiltration starting with Meter Area
27 as Phase 1 and Meter Areas 22 and 7 as Phase 2.

1.2 ESTIMATED PROJECT SCOPE, COST AND SCHEDULE

1.2.1 Project scope by Phase

Phase 1 and 2 will consist of Cast-in-Place Pipe (CIPP) lining, cementitious lining of
manholes, and chimney seals of manholes shown in Table 1. As noted, Kleinfelder
recommends CCTV inspection and precleaning of Meter Areas 22 and 7 to understand

1.3 POTENTIAL FUNDING OPPORTUNITIES

The MWRA l/l Local Financial Assistance Program provides funding opportunities for
Canton as a member community. This funding is specifically available for l/l related work
including engineering and construction and is available in the form of grants (up to 75%)
and zero interest loans. The funds have been historically distributed in phases, and at this
point in time, Canton is eligible for funding from Phase 9 onward, as shown in Table 3
below. Based upon the estimated project costs of approximately $2.85M for Phase 1 and
2 for l/l related rehabilitation, MWRA funding should be considered for this work.

1.4 FY24 APPROPRIATION REQUEST

Based upon the proposed costs and schedule, Kleinfelder developed an appropriation
request with the assumption that Canton would pursue MWRA l/l Local Financial
Assistance funding for this work. Table 4 presents a summary of when Phase 1 and 2
costs would be expended relative to Canton’s fiscal year spending. Coupling this with
the MWRA l/l Program, Table 4 presents the split between grant and loan for each of
the funding years. FY24 project costs would carry through into Phase 12 of the available
l/l funding. Based upon Table 4 below, Kleinfelder recommends approving a
conservative appropriation for the sewer rehabilitation work related to l/l for FY24.

4.1.1 CCTV Inspection Results

EST provided 116 CCTV inspection videos (of 116 pipes) that were reviewed by Kleinfelder using the

software WinCanViewer. These reviews were focused on verifying EST's assessment and identifying

infiltration, structural, and maintenance defects. Examples of the worst defects identified from CCTV

inspections are shown in Figures 6 through 13 and mapped in Figure 14. Infiltration of this nature is

indicative of deteriorated pipeline infrastructure. The easement adjacent to Curtis Road was not CCTV

inspected as a part of this effort due to high water conditions. The Town should consider inspection of

that pipe but will need to plan for bypass of sewer flows around the pipe for a full inspection to take

place. This is discussed further in the recommendations section.

 DESCRIPTION:
Design and implement 20 new high impact MUNIS financial management reports for the
Finance, School, Water/Sewer and Executive departments.

  PURPOSE AND JUSTIFICATION:
The MUNIS chart of accounts is currently being redesigned and streamlined from the
cumbersome 246 fund structure to approximately 30 at a cost of $50K. The new chart is
expected to be live in October of 2023. The primary benefit of the new chart is to more easily
extract the data in the system in ways that are useful to management and inform decision
making. Therefore the logical next step is to develop impactful management reports. A
reputable vendor that only makes a market in writing MUNIS reports charges $1,000 per
report. Tyler, MUNIS's parent company, charges up to $5K per. Although our IT Director is
capable of writing reports it is not the best use of his valuable time given IT's thin staffing.
The reports will be written in SQL, rather than Crystal, which will allow for much more
sophisticated report writing.

CRS is a MUNIS reporting consultant that has been producing MUNIS Financials Reports since 2005.
Our experience over the years tells us that while all municipal and school organizations are similar, each
entity is different and requires custom reporting that meets regulations, ordinances and requests from
      governing bodies.

Report writing software like Crystal Reports and SSRS provide a direct connection to the MUNIS
database where tables and database views can be used to construct reports that are not available in
MUNIS. Along with detailed reports showing line-item information, these report writers use formulas and
expressions to produce custom groups. With sub-totals and rolled-up information needed by
administrators and officers, discussions lead to good decisions based on clear, accurate data.

produced dozens of reports for us since 2007 including month end
financial statements for our utility funds, reports for our budget book, and detailed
reports for our utility billing system. CRS has also helped tremendously with data
analysis to help ensure that our billing system data is accurate.”

—IT Department, City of Anderson, IN

CRS is a MUNIS reporting consultant that has been producing MUNIS Revenue Reports since 2005.
