Proposal to reshingle front ol~l portion of the Police Station 1492 Washington Street. This is the 3 tab asphalt shingles on the front 4 oid portions. I n the spring of 2020 many tabs started being blown off during the windstorms that we had during that time causing leaks near the Chief's office. We replaced more than 45 tabs and there are probably more missing now W#~er~ replacing them we noticed many lumpy at~eas, upon inspection the original pine boards were noticed. Other areas were very flat making us believe that there may have been some plywood installed ors that section. To be safe I hive included a cost to cover the whole roof with plywood, If areas actually have plywood , we will deduct from the total cost. The small flat roof over the main en~r~nce is also is very bad condition, it has the original defective TPO rr~of. These are the last old areas on the roof, the rest of the building should be good for another 20 years, The cost to do this is: • $94,OdD.00 for stripping and reshingling • $20,23b.00 for adding a I~yer of plywood • $8,700.00 for new Tpa over main entrance Total Cost of project $122,930.00

DESCRIPTION:
Design and construction of drainage improvements to drainage swale along Greenlodge
Street. The work includes modifications to existing swale, collection pond, and paving.
PURPOSE AND JUSTIFICATION:
The existing swale adjacent to Greenlodge is undersized, water overflows Swale, sheet flows across
Greenlodge causing surface failure of the road. Additional seasonal flow seeps from side slopes on the
north side of Greenlodge contributing additional flow into Swale. Proposed swale will be able to collect,
hold, convey stormwater and seasonal groundwater seepage without over topping and discharging
water onto the road.

MEMORANDUM
TO: Michael Trotta, Superintendent of Public Works
CC: Jay Mello, Town Engineer
Lisa Grega, Assistant Town Engineer
FROM: Kirsten Ryan, P.G.(NH) and Brian Montejunas, P.E., Kleinfelder
DATE: October 06, 2020
SUBJECT: Canton Drainage Needs Assessment —Green Lodge Street
Background and Approach
The objective of the Green Lodge Street evaluation is to identify roadway drainage improvements
to alleviate seasonal street flooding and icing. This evaluation is intended to be a high level
analysis for the purposes of developing conceptual planning-level drainage improvement design
and construction costs. This memo provides the information needed for the town to budget for the
design and construction of the improvements in the future.
Green Lodge Street —Existing Conditions
Green Lodge Street Project Area begins approximately 700-feet east of Hemlock Drive and
continues approximately 1,000-feet west to an existing 24-inch culvert pipe that runs under Green
Lodge Street and conveys stormwater from the north side of Green Lodge Street to the south side
located on property associated with and owned by the Milton Hoosic Club golf course (see
attachment C-01). Stormwater runoff from Green Lodge Street discharges via sheetflow to the
south onto the Milton Hoosic golf course and to a paved roadside drainage ditch/swale to the
north. This ditch/swale leads to the culvert that discharges to the Milton Hoosic Club golf course.
The Bradley Estates property to the north provides approximately 65-acres of contributing
watershed to Green Lodge Street, the ditch/swale on the north side of the street and to the 24-
inch culvert. This contributing watershed consists of heavily forested area which slopes generally
from north to south and east to west with steep to moderate slopes. Soil within the Green Lodge
Street project area consists primarily of Canton fine sandy loam and Hinckley Loamy Sand
(Hydrologic Group A), with areas of Woodbridge and Paxton Fine Sandy Loam (Hydrologic Group
C). Kleinfelder conducted three test pits along the north side of the street on January 23, 2020.
Test Pit #1 (TP#1) was conducted across from Hemlock Drive, Test Pit #2(TP#2) was conducted
approximately 350-feet west of Hemlock Drive and Test Pit #3 was conducted adjacent to the 24-
inch culvert. Soil information from the three test pits are as follows:
TP#1 Soils observed are silty sand with estimated seasonal high ground water approximately
24-inches below roadway surface.
TP#2 Soils observed are silty sand with estimated seasonal high ground water approximately
24-inches below roadway surface.

~~,..,/
TP#3 Soils observed are sand and gravel with estimated seasonal high ground water
approximately 30-inches below roadway surface.
This area has ongoing icing problem due to excess water sheet-flowing onto the roadway surtace.
This is likely because the swale adjacent to the roadway is under sized and water over tops the
swale and flows onto the street. Another contributing issue, based on soil information and
estimated seasonal ground water observed, is groundwater breakout from the side slopes on the
north side of the road from the Bradley Estate property. Groundwater is shallow with poorly
draining soils in the higher elevations of Green Lodge Street closer to Hemlock Drive, which
causes groundwater to breakout from the side slopes during freezing conditions and flows into
the swale and onto the road and creates an icing condition.
The final issue observed on-site is the amount of leaf debris, branches, and fallen trees that
occupy space along the north side of the road and limits the capacity of the existing swale which
causes water to flow into the street, as opposed to staying within the existing swale. This will be
an ongoing issue moving forward in this area because of the heavily forested area at the Bradley
Estate property. The Town of Canton will need to provide ongoing maintenance to the north side
of the street to limit impacts to the proposed improvements to the swale and drainage
infrastructure in this area.
Green Lodge Street -Hydraulic Analysis and Proposed Conditions
Kleinfelder conducted a preliminary analysis of Green Lodge Street and the contributing
watershed from the Bradley Estate property to determine peak flows and to gain a better
understanding of the roadway and existing swale hydraulics. Kleinfelder used HydroCAD to
model the existing swale to determine the functionality and its capacity. We broke the swale into
five different segments to better analyze them and to adjust the size and configuration based on
site constraints to match existing conditions. Table 1 below shows the flow depth and remaining
freeboard within existing swales 1 through 5 for the 2-year, 5-year, 10-year, 25-year and 50-year
storm event. As you can see from this table the existing swale has limited capacity to convey
stormwater and groundwater to the pond/depression at the 24-inch culvert.

As you can see from Table 1 the existing swale has limited capacity to convey the stormwater
and any breakout groundwater that discharge from the Green Lodge Street watershed area to the
culvert. This information shows that even minor storm events will result in the swale to overtop
and have water spread out onto the roadway driving surface.
Kleinfelder recommends modifications to the existing swale and increasing the volume storage of
the swale. We are recommending two different swale configurations (see attachment C-01).
Swale Section 1 will be used in locations where there is limited space based on trees, walls and
topography. This swale will primarily be constructed at the higher elevations closer to Hemlock
Drive (see Locus Map on C-01 for swale section locations). Swale Section 2 is a wider and deeper
swale to be able to hold a larger volume of water that will prevent water from spilling over the top
of the swale and onto the road. Table 2, below, shows the flow depth and remaining freeboard
in proposed swales 1 through 5 for the same 2-year, 5-year, 10-year, 25-year and 50-year storm
events.

The proposed swales will be able to collect, hold and convey stormwater to the pond/depression
and culvert for the described storm events above without having the swales over topping and
discharging water onto the road.
We also recommend modifications to the existing pond/depression at the 24-inch culvert to allow
additional storage volume at the pipe entrance and culvert area (see Culvert Crossing Inset on
attachment C-01).

The proposed swale and pond improvements will result in a reduction in flow onto the roadway
(see Table 3). Stormwater and groundwater that is captured and conveyed in the swale and pond
will have greater storage volume and greatly reduce roadway flooding and ponding. By increasing
the pond size and volume capacity water stays in the pond and discharges through the existing
24-inch culvert up to the 25-year storm event. In the existing conditions, water is allowed to over
top the pond and swale and sheet-flow across the road to the golf course as depicted in tables 1
and 3. The result of these improvements shows an increase in flow through the pipe and a
reduction of flow onto Green Lodge Street with a total net reduction in flow to the golf course.
These proposed improvements will allow stormwater and groundwater to remain in the swales
and pond and keep it from accumulating on the roadway surface, which will greatly reduce unsafe
ponding on the road and icing conditions during the winter months.
Construction and Engineering Costs
Utilizing current topographic surveys, information obtained from the Town GIS, and information
obtained during a site visit on January 23, 2020, Kleinfelder has developed an Opinion of Probable
Construction Cost for the improvements using recent bid data from similar projects, as well as
published median bid data from MassDOT for all Massachusetts regions.
Assumptions made in the development of conceptual costs included the following:
1. All excavated material will be backfilled to the extent practical, and as such will not include
any soil disposal or other applicable soil management costs. If necessary, excess material
can possibly be reused on other town projects or stored at town owned facilities for future
use.
2. Police details required for traffic management are not included in the opinion of probable
project cost.
3. Mobilization costs were estimated at approximately 5% of the subtotal construction cost.
20201065.001A Page 4 of 6 October 06, 2020
O 2020 KleinfelderSource page 271
KLE/NFELOER
Bright People. Right Solutions.
4. Due to the current discharge to the privately owned golf course, it is assumed that
continued discharge to this property will be permitted.
5. Issues of Right of Way or property takings were not considered for the project area.
6. Based on a review of MassGIS Oliver data layers, there are no jurisdictional wetland
resources or mapped areas of priority habitat. However, the jurisdictional status of the
depression should be confirmed during design. For budgeting purposes, to be
conservative we have assumed one filing with the Canton Conservation Commission.
The assumptions made for this report support a conceptual level Opinion of Probable
Construction Cost and should be further evaluated based on additional detail available during
design of the drainage improvements in the Green Lodge Street project area.
Based on our analysis and recommended drainage improvements we estimate that the
construction casts to be approximately $494,000 to construct the proposed drainage swale with
filter fabric, crushed stone; pertorated pipe; sedimentation and erosion control; disposal of
construction debris, permanent trench paving; and milling and providing a new top wearing course
of pavement along the full width of Green Lodge Street in the project area. This includes
mobilization, traffic and pedestrian management and includes a 25% construction contingency.

We have estimated that engineering services to produce final engineering plans and
specifications suitable for bid purposes to be approximately $101,000. This fee includes plans,
specifications, preparing and filing a NOI with the Canton Conservation Commission (if needed),
attending two client coordination meetings, attending the prebid meeting, issuing two addenda,
attending the bid opening and reviewing the bids and preparing a recommendation of award letter
to the apparent lowest responsible bidder and providing construction administration and part time
oversight during construction. The total construction costs listed above is approximately
$494,000, including 25%construction contingency (conceptual level) and for design, construction,
NOI permitting (if needed), bidding and construction administration services is $101,000 for a total
of $595,000 project cost.
Based on our experience with similarly sized utility projects, we estimate the design and bidding
phase for the Green Lodge Street Improvements will require four to six months to complete. This
consists of a one month for preliminary design, one month for permitting, two months for final
design, one month for bidding, and one month for contract execution.
