CAPITAL PROJECT / EQUIPMENT REQUEST
DEPARTMENT: SUBMITTED BY:
Finance Dept / MIS Division Randy Scollins
PROJECT / EQUIPMENT TITLE:
Financial Chart of Accounts Redesign and Implementation
TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000):
$34,000
DESCRIPTION:
Engage the Town's financial software provider, Tyler, and a Chart of Accounts redesign
consultant to migrate the Town's 246 different funds into a chart with no more than ~48
funds. Municipal finance is managed with fund accounting.
PURPOSE AND JUSTIFICATION:
The Town of Canton's Financial Chart of Accounts (general ledger) is decades old, extremely
cumbersome and not intuitive. There are currently 246 different funds contained within the
Chart. A Chart of Accounts with no more than ~48 funds would streamline transaction
entry and reporting. This is accomplished by grouping like funds into a single fund and
segregate at the account level. As an example, rather than having federal and state grants
mingled with no useful organization within the Chart, a Federal Grant fund would be
established for both School and Municipal (2 funds) and each grant would have a unique
account within the respective funds. The same can be done for State Grants. All accounts
would be reindexed from the current COA structure to the new COA structure, with account
history being moved accordingly. A project like this takes months of planning and testing.
Given that the Town Accountant has plans to retire in about 2 1/2 years, it would be
optimal to complete this project while we still have access to her institutional knowledge.

Hassett Financial Services, LLC July 30, 2020 William R. Scollins, Finance Director Canton Town Offices 801 Washington Street Canton, MA 02021 Dear Mr. Scollins: In response to your request for a written quotation, Hassett Financial Services, LLC (HFS) is pleased to offer our services to assist the Town of Canton with the municipal finance and accounting services that your community requires. As we understand it, the Town of Canton wishes to engage a municipal finance- consulting firm to assist your financial team with the implementation of your new financial software applications. Our role will be to provide accounting and software implementation services to the Town of Canton; specifically, the development of a re- designed Town chart of accounts and a new, integrated School chart of accounts. The scope of services will include but not be limited to on-site professional services on an as-needed basis. Services shall be scheduled as needed based upon our availability. Our understanding is that Munis will provide us an Excel conversion workbook, from your current system’s general ledger, that includes all active accounts. You would like us to review the structure for conformity to current practices (DOR/UMAS and DESE), to improve the structure for improved analysis/reporting, and to address any concerns expressed by your independent audit firm. Further we understand that the School Department portion of the chart of accounts may require more effort, due to the increased reporting complexities required by the Massachusetts Department of Elementary and Secondary Education (DESE). The approach will be collaborative. We plan to work with designated staff from your office, the School Business office, the software firm, and others as you may designate. In brief, these services will include: e Segment Requirements & Account Design 8-12 hours e ORG Code Options 4-8 hours e Account Development — Town 24-32 hours e Account Development — Schools 32-40 hours e Conversion Workbook to Software Firm 4 hours e Review/Edit Account Exceptions 2-4 hours 82 Cottonwood Street, Fairhaven, MA 02719 (508) 944-1123 todd. hassett.hfs@gmail.com

Depending upon your level of participation and the extent to which changes are required, an initial estimate of our hours ranges from 74 to 100. As the project progresses, we can better refine that estimate. We propose that Todd K. Hassett will serve as our firm’s primary consultant for this engagement. Todd has extensive experience with chart of accounts development. His client work in this area includes (Munis clients highlighted in BISUE): ° tntezrated w/Schools - City of Waltham, City of Malden, City of Everett, [GWH . Based upon the initial estimate of service hours needed for this project, the cost is projected is estimated to be between $11,500 and $15,500. We are prepared to commence work upon receipt of a written notice to proceed from the Town. We recognize the importance of this assignment. Chart of Account Redesign Process
A typical Chart of Account (COA) Redesign process entails:
• Tyler provides analysis days to review the existing COA and the Client’s goals.
o Tyler will instruct the client on usage of the Munis COA Conversion Interface.
This program allows you to define the new COA structure and mapping of the old
General Ledger accounts to new.
o Tyler also provides a proposed timeline for the COA redesign project, including a
list of pre-conversion and post-conversion tasks the Client will need to complete.
• The Client is responsible for entry and cross-walking of all chart components to new
equivalents. Entry is completed in Live and is stored in new tables that do not interact
with any LIVE Munis processing. This is done to alleviate repeated entry in TEST or
TRAIN environments.
• Upon completion, the Client runs the validation process in the Interface program to
ensure that all account elements are properly defined and General Ledger integrity is
maintained.
• Professional Services writes a custom utility program which uses the COA Conversion
Interface mappings to rebuild the COA.
• The conversion process is scheduled to be performed in the Client’s TEST or TRAIN
database, following a refresh from LIVE.
o Pre-conversion tasks are completed by the Client prior to performing the
conversion in the TEST/TRAIN database.
• After completion of the first pass, the Client reviews the new COA structure and related
data in Munis and completes the post-conversion tasks.
• If any adjustments are identified, the COA Conversion Interface must be corrected and
validated in LIVE and then a second pass is processed in the Client’s TEST/TRAIN
database after it is refreshed.
o Pre- and post-conversion tasks are completed by the Client around the second
test.
• If further adjustments are needed, a third pass is scheduled, following the same process
as the second pass.
• If no further adjustments are needed, the final pass is coordinated for the LIVE
database.
o Pre-conversion tasks are completed by the Client prior to the final pass.
o Note: All users must be out of MUNIS and the LIVE database must be backed up
prior to running the conversion program in the LIVE environment.
Page 4 of 9Source page 140
• The Client is responsible for validating the results in the LIVE environment before
proceeding with any new processing in MUNIS.
Chart of Account Redesign Considerations
• The COA Redesign project starts and finishes within a single, consistent version of
Munis. This project will be scheduled prior to, or following an upgrade, but will not span
two versions of Munis.
• Please be aware that from the time of a COA Discovery Call, as much as 60 days, or
more, may be required by the Client to build the complete COA Conversion Interface
which will be used for the first test run. Additionally, there is an average of 8 weeks
required between completing the first test run to completing the COA Redesign process
in LIVE; this allows for COA Conversion Interface edits and validation, test runs, pre- and
post-conversion report comparisons, etc.
• Anywhere a full general ledger account is stored, it will be converted. This includes
accounts and their underlying transaction history, as well as setup such as allocations
and charge codes.
o Note: This process does not include conversion of codes that are not directly
related to the General Ledger account structure, or where a partial account
value is stored, for example: department codes, job class codes,
group/bargaining unit, general ledger data access, and segment related
workflow business rules. In these instances, the old account elements cannot be
deleted. Clients will need to manually update the partial account fields and
delete old account elements.
• If merging/splitting funds, the client is responsible for making any journal entries to
rebalance the funds.
• If splitting accounts, history related to the original account can only be converted to one
of the new accounts.
• A new entity with new funds cannot use this interface to build their new COA. This
process is not designed for this use. Its primary function is to crosswalk existing
accounts to new accounts. However, it will allow for a small number of new accounts to
be created within the new structure.
• This process is not designed to convert the Project Ledger. However, it does allow for
the conversion of the Project segment of a General Ledger account to be handled.
