Treatment Plant(and Other Vertical Assets) Inventory
Public Works is currently working to incorporate facilities into their asset management program. Recent
and on-going efforts include development of two water treatment facilities asset inventories in GIS and
Cityworks, developing a list of work orders and schedules, documenting levels of service and
regulatory reporting requirements, and developing workflows and tools to track data. These efforts will
advance the Town's goals of understanding the overall cost of operating and maintaining the water
facilities and making decisions that align with the Town's levels of service targets. To continue these
efforts of improving data collection, tracking, and reporting, Public Works requires a partnership with a
consultant to support the Town's process of incorporating asset management software, including
Cityworks, into existing water treatment facility workflows. Public Works would like to obtain consultant
services to advance all or a portion of the following activities:
• Reviewing and revising the existing asset inventory to reflect recent changes in design, further
populate data (such as manufacturer, year installed, size), and rectify differences in the naming
convention between the GIS and the SCADA system
• Supporting the implementation of inspections and work orders in Cityworks
• Incorporating personnel and their rates into the resource module in Cityworks (to track work
history, labor costs, and material use)
• Tracking equipment run-time, energy use, and material inventories, and unit costs
• Developing a dashboard that provides operational insights, trends, and the Town's status relative
to various levels of service targetsSource page 85

~~TIMQT~~ ~~~P~ OF ~~RUBC~~~
OVERVIEW
The Cityworks 3D Jump Start implementation approach has been developed for small to rrid-size utility
organizations desiring quick, efficient and cost-effective implementation services following industry
recognized best practices for asset and maintenance management systems deployed in support of asset
management programs. Improving on generic implementations, Black & Veatch's industry leading 3D
J ump Start configuration services are based on:
•Black & Veatch's intrinsic knowledge of water, wastewater, and stormwater utility business
processes and organizational needs and experience gained with 50+ Cityworks implementations
for utility organizations;
• Enhancements to Esri's ArcGIS Water Utilities geodatabase to support best practice asset
management program framework requirements identified by industry guidelines such as ISO
55000, WERF SIMPLE, and the International Infrastructure Management Manual (IIMM);
• Exclusive facilities data model for incorporation of wastewater treatment, water production, and
booster/lift/pump station vertical assets into the enterprise GIS data repository required by
Cityworks; and
• Black & Veatch's Plantworks add-on for Cityworks to provide a unique and friendly end-user
experience for utilization of Cityworks for facilities and vertical assets.
For this initial effort, Tasks 1, 2 and 3 below will be performed with the aim of getting work orders
functioning for the Town's two water treatment facilities and associated wells.

Contract 4 —Bolivar, Chapman, Getchell, Lincoln, Pine
Dear Mr. Trotta;
As described in the 2018 Water Master Plan, a 5-year capital improvement program (CIP) of
water main improvements was recommended to improve fire flow at hydrants and replace aging
water mains with frequent break history and/or that have outlived their estimated service life.
Year 1 of the Program consisted of the design of approximately 22,900 linear feet of main
improvements and is being split into two contracts for bidding and construction. Contract 1,
consisting of approximately 14,400 ft of improvements on Elm, Green Lodge, and Dedham
streets is underway. Contract 2 (approximately 8,500 ft)is scheduled to be bid this winter for
construction starting spring 2021. Improvements to water mains on Turnpike Street
(approximately 5,700 ft)were recommended in the Master Plan for Year 1, in order to take
advantage of the road reconstruction project that was planned by MassDOT. However, the
MassDOT project is on hold, so the recommended Turnpike Street improvements has been
deferred pending the reactivation of the MassDOT project.
The next two sets of improvements in Canton's Water Main CIP to be designed include Contract
3 —Randolph/South Streets and Contract 4 -Bolivar-Chapman-Getchell-Lincoln-Pine. Each
contract is described below, and a budget estimate is provided.
SCOPE OF WATER MAIN IMPROVEMENTS —CONTRACT 3 AND CONTRACT 4

Subject: Re: Canton's Upgrade to the Viewpoint Cloud Solution (time sensitive offer)
Louis and Linda,
Thank you again for your time yesterday on our call. I have updated the proposal and
found you another $10,000 in discounts which I hope helps the project to move forward.
We migrate you this year for the budget you have $15,000. The next budget cycle we would
sti l l offer you a "stepped" upgrade for the outstanding fees (with no compromise or reduction
i n product or service) and split the remaining balance of the current proposal over the
subsequent 2 years.
Year 2 (FY21) would be $39,358* (For the ~~annual recurring" product l ines on the
proposal/quote # 201904-691 ($24,780) + 50% of the unpaid portion of current quote
( $14,578))
Year 3 (FY22) would be $39,358* (For the ~~annual recurring" product lines on the
proposal/quote # Z01904-691 ($24,780) + 50% of the unpaid portion of current quote
( $14,578))
Does that help or allow you to take advantage of the Viewpoint Cloud migration sooner rather
than later?
* =Not including the annual increase
Please let me know if you have any questions. Thank you and have a great weekend!!
Respectfully,
Carl Anderson
