TOWN OF CANTON FORM B - FISCAL 2022 CAPITAL PROJECT / EQUIPMENT REQUEST DEPARTMENT: SUBMITTED BY: Fire Department Chief Charles Doody PROJECT / EQUIPMENT TITLE: Turnout Gear TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000): $20,000 DESCRIPTION: Purchase 6 sets of structural firefighting gear (turnout gear) which includes boots, pants and coat. PURPOSE AND JUSTIFICATION: Multiple studies have demonstrated that firefighters have a statistically higher rate of multiple types of cancers than the general public. In addition to washing turnout gear, it is necessary for firefighters to have a second set of structural firefighting gear that can be worn while the primary set is being cleaned so that they may remain in service. The intent of the turnout gear replacement program is to purchase 6 sets per year which enable department members to have a primary and back up set of gear and avoid the department requesting a large capital purchase of gear every 5 years. PURPOSE AND JUSTIFICATION: The radio master box system transmits fire alarm activation signals from a property to the Canton Fire Department. The system replaced the old wired system that served Canton for many years. We have discovered that due to topography and folliage, there are certain times of year that radio signals are interfered with and not received by our fire alarm system. Installation of an additional reapeater will boost the signal and enusure its reliable and timely tranmsission. GENERAL COMMENTS / INSTRUCTIONS
I stopped by once again to inspect for termites, drain flies, and ants. I was allowed in through the Sherman Street entrance by Tony. I then sanitized, put gloves on, and took
my temperature with a handheld unit. It was 97.5.
There has been continued termite swarmer sightings in the same area as experienced in previous seasons. Drain flies have also been seen in the sump closet next to the
elevator. Hundreds of dead flies can be seen here. Small ants are said to be seen in various in the basement, including the main stairs, the janitorial supply room, and
elsewhere.
Termites continue to be seen coming out between the wooden floor boards and concrete slab in the front-most area of the building, near the dome. The floor boards here are
sunken, having been affected by rot and termite damage.
I still recommend that we treat the area directly below here once floorboards have been removed and the structure underneath has been exposed. This would cost $795, and
would have to be done on a Friday when staff are not present and after the boards have been removed.
This would only cover you for this area, and would not prevent activity in other areas. My recommendation is that we install termite bait stations along the exterior perimeter of
this part of the building, and ideally the rest of the building.
Installing stations around this section of the building would cost $2,000. If you choose to have this service done, I would reduce the cost of the interior treatment to $395.
Having the exterior stations, however, would make treating inside unnecessary if damaged wood is replaced.
If you wish to have stations installed around the entire building, we could do so for $4,500.
In order to maintain a warranty against termites, we would have to check the stations on a yearly basis. This could be done for $295 for the one section of the building, and for
$595 for the entire building a year after station installation.
I found signs of pavement ants in the basement. This is mostly a nuisance pests, and does not cause structural damage. I treated by applying ant gel bait to cracks and
crevices. No need to keep away from treated areas. This was done as a courtesy at no charge.
The flies are a challenge, as I am limited in my ability to control them. Drain flies deposit their eggs on damp material in drains. In order to eliminate the breeding sites, the
sump drain and various floor drains will have to be cleaned of this built up material. We don't have the ability to clean the sump drain next to the elevator, though we could
treat bathroom floor drains with a microbial product that will eat away at this material.
This is the issue we have the least ability to affect, so we can't offer any systemic solutions to resolve the issue at large.

2021 Ford Super Duty F-550 dump truck with plow package
PURPOSE AND JUSTIFICATION:
The Department had a 2020 Ford F250 (Truck #40) that was involved in an accident this
summer and was determind to be a total loss. A replacement is needed and a dump truck is a
more practical vehicle for the department. The Department has a 2008 dump truck that will
need to be replaced. The purchase of this dump truck which will assist with everyday work,
will improve our ability to do annual projects such as top dressing, playground repairs and
will offer much greater towing capabilities. In addition to normal departmental duties the
dump truck will be used for plowing in the winter months.

DESCRIPTION:
This multi-purpose machine is designed to maintain grounds over four seasons with
attachments for rough cut mowing, snow removal, athletic field maintenance and a boom
mower. The technology provides safe operation on a 30% grade for maintenance of terrain
on steeper slopes.
PURPOSE AND JUSTIFICATION:
The Department is responsible for the maintenance of the Paul Revere Heritage Park which
has areas that need to be mowed including the diversion channel. This machine will allow
the staff to safely keep the vegetation down on the sloped areas as well as the areas on the
perimeter of the property which can't be cut with a traditional mower.The boom attachment
will make the maintenance of these areas manageable and will require less man hours to
complete the job.

PURPOSE AND JUSTIFICATION:
The additional zero turn mower will provide the Department the ability to reduce stress on
aging equipment and enable the Department to mow multiple fields and parks on a daily
basis during the busiest months.

The additonal mower will allow the Department to designate a mower to the Paul Rever
Heritage site so we will not be cross contaminating the turf at the PRH site from other areas
in town. It will also provide staff the equipment and flexibility needed to care for the
property without interupting other tasks including athletic field maintenance.

The Canton Police Department is requesting $168,000 in fiscal year 2022 to continue with
the established vehicle replacement program. As we have stated before, we feel that this is
the most fiscally responsible way to manage the Canton Police Department fleet. Our patrol
cars operate 24 hours a day, 7 days a week and must be dependable to ensure a safe
response to all different emergencies.
