DESCRIPTION:
Record Data Management
PURPOSE AND JUSTIFICATION:
The Canton Police Department has been utilizing the same record management system for
the past 15 years. The IMC system has become outdated and does not interface with any of
the other current systems that we use. In addition, it is not compatible with many other
technologies that have become are industry standards such as E-citations, Crew Sense
(scheduling) and some other government maintained programs. This is due to the company
being bought, sold and merged several times.

Dear Information System Mgr. Louis Jutras,
On behalf of ProPhoenix Corporation, we are pleased to present this proposal for various components of the Phoenix Public Safety Solution
Suite. The attached proposal details the required software modules and associated support services in order to successfully implement the
proposed solution. If hardware is being proposed and/or recommended, please take note of the specific operating requirements outlined in the
Proposal Notes and/or Terms section.
Phoenix represents a major “paradigm shift” in the value provided to Public Safety agencies throughout the United States. There are several
differentiating benefits realized by an agency when implementing Phoenix Software. Highlights include;
✓ Deep horizontal and vertical integration throughout the entire software suite
✓ Integration of 3rd party tools which are transparent to the end user
✓ A complete, end-to-end, Public Safety lifecycle suite deployable throughout the entire agency
✓ Complete design, development, deployment, and maintenance conducted by ProPhoenix personnel
✓ Fiscal responsibility for both the initial procurement as well as ongoing sustainability
✓ An “all-inclusive” module philosophy within the major application offerings, e.g., CAD, RMS, Mobile, Fire, Corrections
✓ Continual incorporation of the latest in tools and technology to stay ahead of the technology curve
✓ Business Intelligence (B/I) capabilities providing “actionable insight” for enhancing decision making in support of Intelligence Led Policing
(ILP) initiatives
✓ Adherence to National information sharing standards, e.g. National Information Exchange Model (NIEM) based of Global Justice Extensible
Mark-up Language (GJXML)
The Phoenix Public Safety Software Suite embraces our “i3” design philosophy of “Integrated, Intuitive, Innovative”. By implementing these
tenets, our goal is to maximize an agency’s effectiveness and optimize its efficiency through the use of our software. We are confident in our
ability to exceed your operational expectations, and are grateful for the opportunity to compete for, and earn your business. Should you have
any questions, please do not hesitate to contact us.
Please have an authorized officer sign below and return a copy to me. Upon execution by both parties, this
proposal and its terms and conditions will become a binding agreement.
Acceptance:

This item will be for development of text to CAD if not done through the 911 phone vendor. If done through the phone vendor this interface will accept the phone vendor text data. Interface - Enhanced RapidSOS E911 CAD Interface RapidSOS provides life-saving multimedia, health profile, and real-time incident data from connected devices directly to 9-1-1 and first responders. RapidSOS works closely with mobile device manufacturers such as Apple and Android to get accurate location information along with emergency data when a 9-1-1 cell call is made. Automatically show RapidSOS data in a separate browser when a 9-1-1 call is received. Retrieve current device coordinates (Latitude and Longitude) from RapidSOS using a web service. Plot the incident location on the map in CAD and Mobile using the obtained coordinates. Set up an automatic rebid process with CAD to continuously update the location on the map such as while riding with Uber. Phoenix Enhanced CAD Interface Capabilities offers integration with Phoenix CAD. Emergency data associated with the cell number is sent to Rapid SOS, retrieved and stored from within CAD as part of the call. Pertinent data field will be saved and searchable. Please see https://info.rapidsos.com/prophoenix for more information. Interface - Key Global Information Sharing KGIS.Net interface provides the access to share certain information securely among other Phoenix users without duplicating the data (including index replication). Customer will have to open read-only access to Company KGIS Server. Customer has some options to limit the amount of detail information that can be shared. Data communication is based on GJXML schema. Interface - Massachusetts e Crash Reporting Form generation, Phoenix RMS Traffic Module population, and electronic submission to the State of Massachusetts. Customer must assist with the form creation, and if available for electronic submission, assist with the submission testing and data certification with the state. Massachusetts Registry of Motor Vehicles (RMV) implemented a process for submitting these Motor Vehicle Crash Police Report forms electronically. This allows for the automated submission of these reports and significantly reduces the effort and inevitable errors that are associated with making these submissions manually. This benefits both the RMV and the individual law enforcement agencies because manual processes are currently involved on both sides of the submission. It also should reduce the number forms that are sent back for reprocessing due to errors or insufficient information Copyright © ProPhoenix Corporation Page 7 of 10 Proprietary - use or disclosure of information contained on this sheet is subject to the restriction on the title page of this proposal

Attention: Steven Choiniere, Supervisor of Facilities
Reference: Memorial Hall Exterior Masonry Investigation, Recommendations
Dear Steven:
On Monday, August 17 I visited the Canton Town Hall to conduct an aerial lift inspection of the
exterior masonry. The following is a summary of my findings and recommendations:
GENERAL DESCRIPTION
The Canton Town Hall is a large, three story structure with a full basement and a compound hip
roof. Floors are framed of sawn lumberjoists and timbers supported on a mix of brick and wood
stud bearing walls, and the roof is of conventional sawn lumber stick frame and timber
construction.
The exterior walls are of multi-wythe red brick construction with brown sandstone (Longmeadow
brownstone) and painted brick accents over an exposed fieldstone foundation.
Window and door openings are commonly spanned with brick and/or sandstone arches.
Prominent to all elevations are multi-level brick lancets that contain stacked windows at the first,
second and third floor levels between recessed brick panels. The main entrance, which is at the
west elevation, consists of a two double-leaf door openings separated by corbelled brick piers
that support a cantilevered entablature consisting of large granite slabs.
NOTED CONDITIONS AND RECOMMENDATIONS
The following conditions were noted, and are accompanied by our recommendations
and a degree of urgency for repair noted in (), according to:
Level 1 - Immediate threat to public safety and/or stability of the structure- must be
addressed within 0 to 2 years.
Level 2 -Eventual threat to structural stability and/or public safety and will result in a
"Level 1" condition of not corrected- must be addressed within 2 to 5
years.
Level 3 -Will worsen to "Level 2" or cause other problems if not corrected- shouldSource page 226

be addressed within 5 to 10 years.
REPETITIVE ITEMS
~ Minorly to Moderately Weathered Mortar Joints(Designated "U1" in the cost estimate):
Areas of brick masonry have mortar joints that have eroded, pocked and/or cracked due to
normal weathering. This has occurred in broad areas, locally and in a scattered manner. In
several places I found that the mortar pointing was relatively thin and the mortar behind it
relatively soft. In other areas, I found that the pointing was a bit sloppily applied, particularly
within the complex brickwork that can be seen along the cornice, with protrusions and
holidays.
The eroded mortar joints should be cut and repointed with a compatible mortar. Generally,
where more than 15-20 percent of the mortarjoints within an area are in need of repainting,
the entire area should be repainted for consistency of appearance and overall longevity. It is
for this reason that we recommend that the entire structure be cut and repainted, however if
funds are not available for this measure, the scope of repainting could be reduced to include
only noticeably eroded and sloppily pointed areas, or about40% to 50% ofthe exterior. Mortar
should be a compatibly "soft" material containing sufficient amounts of lime. (Urgency Level
3).Source page 227
Canton Town Hall Exterior• Masonry Evaluation Structures North
Canton, MA 5 November 2020
• Deeply Weathered and/or Cracked Mortar Joints (Designated "U2" in the cost estimate):
Several areas of brickwork have deeply damaged mortar joints that have eroded, cracked
and/or softened, softened and in some places undergoing early stages of freeze-thaw
expansion. Most commonly these areas occur at the upper reaches of the walls, at
downspouts and at projecting corners.
The deeply weathered mortar joints should be cut and repointed with a compatible mortar.
Where deterioration is deep enough to allow bricks to loosen during the cutting process,
the loosened bricks should be re-set. (Urgency Level 2)
Materially Sound but Debonded Brickwork (Designated "U3" in the cost estimate): There
are several areas where the mortar joints appear sound or have been repointed and the
brickwork is planar (flat), but has debonded from the back-up construction due to failure of
the collar joint. Tapping of these areas rung a dull thud rather than a tight ring, and
3Source page 228
Canton Town Hall exterior Masonry Evaluation Structures North
Canton, MA 5 November 2020
occasionally the bricks would move inward with repeated tapping.
Debonded brickwork with sound mortar bed and head joints can be stabilized in place with
dry-set helical ties and jet-cleaning and grouting the collar joint to re-bond it. These are
stainless steel pins with spiral fins that are vibrated into drilled holes and hold the brick in
place.
Please see the image on the next page.
• Loose and/or Shifted Facebrick (Designated "U4" in the cost estimate); In some areas the
mortar joints have deteriorated to the point that they have expanded and shifted the
brickwork outward and allowed it to structurally detach from the back-up wall construction.
The expanded, detached zones have collar joints that are filled with unbinded sand, and the
bricks move slowly inward as they are tapped lightly with a hammer. Most of this occurs
below the roof eaves and at cantilevered projections.
All loose and shifted facebrick should be dismantled and re-set to its original geometry. In
order to minimize moisture growth incompatibility, it is recommended that the original bricks
be re-used wherever possible.(Urgency Level 1).
4Source page 229

0 Failed fVlasonry Elements (Designated "U5" in the cost estimate): Several brick and stone
masonry elements, such as the corbelled piers at the front entrance and the upper portion of
the north elevation's chimney have deteriorated to the point that they have little or no
structural capability.
5Source page 230
Canton Town Hall Exterior Masonry Evaluation Structures Norti~
Canton, MA 5 November 2020
Unfortunately, the failed elements will need to be entirely dismantled and reconstructed.
The entablature over the entrance presents a particular hazard as bricks can be easily moved
by lightly tapping with a hammer and one can see the curvature of the horizontal (bed)joints
within the coursing that follow the deflection pattern of the masonry. The corbels will need
to be temporarily shored, the small parapets atop each side of the stone slab will need to be
dismantled, and the slabs lifted off. The corbels and piers will then need to be demolished and
reconstructed with reinforced cores. The entablature and the parapets would then be rebuilt
atop the reconstructed corbeled piers using as much of the original materials as possible.
An integralflashing and roofing system should be incorporated in the reconstruction in order
to better manage rainwater and snow,so that the same deterioration does not reoccur.
Given the extremely poor conditions over the well-traveled entrances, we recommend that the
temporary shoring be installed before the onset of winter. (Urgency Leve11)
The upper portion of the chimney at the north elevation has materially failed and must be
demolished and rebuilt to at least the eave line. Interestingly the very top of chimney appears
to have been reconstructed, however, the portion below the rebuilt section has continued to
deteriorate, negating the benefits of the rebuild above.(Urgency Level 1)
Damaged Stone Units (Designated "U6" in the cost estimate): Several of the stone trim units
have been damaged and require repair. Damage includes the following:Source page 231
Canton Town Hall Exterior Masonry Evaluation Structures North
Canton, MA 5 November 2020
Cracked Lintels must be temporarily supported within their span and the crack jet cleaned,
sealed and injected with a resin adhesive, and then reinforced with stainless steel pins set with
adhesive into drilled holes.(Urgency Leve12)
Cracked Trim should have the crack jet cleaned, sealed and injected with a resin adhesive.
(Urgency Level 3)Source page 232
Canton Town Hall Exterior Masonry Evaluation Structures North
Canton, MA 5 November 2020
Spalled or Deeply Eroded Stone Trim should have unsound material removed and square off
and should then befitted with custom fit stone patches(dutchmen). Small defects can befilled
with matching repair mortar. (Urgency Level 3)
o Open Doles and IVle~al Inserts in Brickwork (Designated "U7" in the cosf estimate): There
are several open holes and abandoned bolt inserts in the masonry where fire escapes were
likely attached. The embedded bolts will rust, expand, and crack the brickwork and openSource page 233
Canton Town Hall Exterior Masonry Evaluation Structures North

holes let water in.
The inserts should be removed by core drilling around them and pulling them out, and then
the holes should be patched with repair mortar or new brick, depending on hole size. (Urgency
Level 3)
Gaps at Stone Joints (Designated "U8" in the cost estimate): There are numerous cracked
mortarjoints at the ends of stone lintels and coping units that very hard to effectively repoint
d ue to their depths, and should be grouted instead.tj
Cracks (Designated "U9" in the cost
estimate): I encountered generally two
types of cracks in the brickwork. (Urgency
Level 3J
Stress Cracks occur at the heads of arches,
corners of windows and doors, and basically Stress crack above head of arch ry.,,.
w herever different sections of brickwork
meet that might tend to move differently
such as from thermal or moisture
movements. These should be re-toothed,
grouted and spanned with inserted stainless
steeljoint reinforcement(such as "Helibar"J.
Separation Cracks occur where different
planes of masonry are bonded together in a
"cold joint" without interlocking, such as
along intersecting walls that were not
constructed at the same time and
interwoven. These should be cleaned,
pointed and grouted, or alternatively --- ~,

an active bees nest in a vent hole on
the east elevation that needs to be

Tilting Clock Dormer: The clock high above the main entrance has a noticeable backward tilt,
w hich follows the apparent backward tilt of the entire dormer in which it nests. I entered the
attic to determine the
reason for the tilt and
found that the front
(west) face of the
dormer sits solid►y on
the west brick wall of
the building, while the
north and south return
walls of the dormer land
on wooden timbers
which run diagonally
and span from the
masonry wall to the
common rafter and
purlin framing of the
roof, which does not
appear to have been
properly sized or
laterally braced for the
dormer's load. It is
generally unaccepted
practice to support
masonry on wooden
framing, since the
framing can rot or burn,
and dimensionally
changes with the
seasons. Excessive
deflection in this
supporting framing are
what has caused the
tilting of the masonry.
We recommend adding supplemental steel beams, sfruts and braces below the supported
brick walls to supplement the wood framing, and then incrementally inserting steel relieving
shelves between the brick and the supplemental steel in order to transfer the load off of the
wood. An integral flashing system should be installed at the same time. (Urgency Level 2J

• Deteriorated Stone Column at Entrance: A carved brownstone column at the main entrance is
badly deteriorated at its base due to frequent water and salt contact which has caused the
stone surface to shale. The most long-lasting solution will be to replace the column with a new
replicated column of architectural cast stone.
