TOWN CLERK
I n the Assistant Town Clerk's salary line item, I am requesting a five (5%) percent step increase for
twenty years of service with the Town, as stipulated in the Human Resources Policy —Compensation
Plan.
The remaining adjustments are decreases in the Town Clerl< budget. Because election related matters
will dominate in fiscal year 2021, I believe that the Clerk's budget can afford a slight decrease to help
offset a request for an increase in the Elections budget.
ELECTIONS AND REGISTRAR'S
have attached a copy of MGL Chapter 41, Section 19G concerning the compensation of a Town Clerl<
w ho also serves as a member of the Board of Registrars of Voters which states that a Clerl< may "receive
the sum of fifty dollars, and, if the number of registered voters exceeds one thousand, an additional fifty
dollars for each additional thousand of registered voters or major fraction thereof..." There are four
m embers on the Canton Board of Registrars, each receiving an annual stipend of $600. Although the
n umber of registered voters has steadily increased, there has been no change in the amount of
compensation for over twenty years. Although the statute refers to the Town Clerl<, specifically,
believe that it is fair that each member should receive the same compensation, therefore, I am
requesting that each of the four members of the Board of Registrars receive an annual compensation of
$850 based on the current number of registered voters in the Town. Attached is a printout of a "Voter
Total Sheet" as evidence of the current number of registered voters.
There are three scheduled elections in fiscal year 2021, the State Primary in September 2020, the
Presidential Election in November 2020 and the Annual Town Election in April 2021.
As mandated by the state, early voting will once again be available during the two weeks prior to the
Presidential Election and it is rumored that one week of early voting may be implemented prior to the
State Primary.
I n fiscal year 2017 the cost of conducting three elections combined with two weeks of early voting
resulted in an expense of approximately sixty thousand dollars ($60,000). Since that time, salaries have
increased, the cost associated with printing election ballots, coding tabulators, postal rates, etc. have all
increased. In order to meet these anticipated costs, I am requesting that the Elections budget be
i ncreased to sixty-six thousand dollars ($66,000).
