job search was
The position was originally funded at a flat $1,000, and the corresponding
year. Upon
i ntended to provide service for 10 hours per month for a total of 120 hours per
that at 10 hours per
hiring the administrative assistant in November, 2019, we discovered
hour)the actual
month (at the hourly rate the HR department found applicable of $21.76 per
hourly
cost of service amounted to $2,176 per year. Assuming a 2.5% COLA for FY2021,the
rate would be $22.30. (Please see Jody Middleton's email attached.)
However, the 10 hours per month assumption was unrealistically low, given the backlog of
work over the last 5 years when no administrative assistant was available and the anticipated
growth in upcoming activities as the Paul Revere Rolling Copper Mill (Second-Floor Preview
Room and No. Spy Restaurant), Paul Revere Museum of Discovery and Innovation (in the
Revere Barn) and associated open space become publicly available. The number of hours has
thus been increased to 20 hours per month for a total of 240 hours per year.
By way of comparison, the Community Preservation Committee's administrative assistant
position averaged 608 hours in FY19. At 20 hours per month, the PRHC's administrative
assistant's position represents approximately 39% of the CPA's administrative assistant's
average hours.
At the HR department's suggestion, we've also included $300 in annual office supplies.
The total of labor($5352) and supplies($300)amounts to $5,652.Source page 19

Hi Victor - Our phone lines are out and they are not sure when they would be back up so I am
following up on your voicemail with an email.
Currently Ruth is at $21.76 per hour. We can assume that there will be a 2.5% COLA for FY21
(that is what is negotiated with the unions). SO for FY21 her hourly rate would be $22.34.
did a look back on how many hours Kristen Phelps, CCPC Administrator, worked for FY19. She
averaged 608 hours. If you use that number for Ruth and the COLA her salary should be
budgeted for $13,582.72. I would also but in some money for office supplies.
Please let me know if you have any additional questions.

Thanks, Jim. As you'll recall, there are two revolving accounts that ATM authorized. The payments would
have to come from the BOS-controlled revolving account since the other(PRHC)controlled account is funded
or should be funded (at least for the moment)by gifts specifically intended by donors for capital improvements
to the second floor preview room,
The BOS-controlled revolving account would be large enough once the restaurant rent is deposited to it. That
should begin come February and later.

Thanks Vic. Instead of funding these expenses from an operating budget, could they be paid out of the new
revolving fund set up by the 2019 ATM? The revolving fund would need sufficient revenue to handle these expenses.

While last year the Commission's budget request when down from FY19, for FY21 the Commission is asking for slight increases from FY20 in Salaries and Wages. This increase is to support the addition of a few hours per week to current staff and a new part time administrative staff person which we feel necessary due to the high volume of work experienced by our department. It is our goal to provide excellent service to the taxpayers of Canton and to do so we sincerely appreciate the Select Board and Finance Committee's consideration of this request.
