FINANCE DEPARTMENT —ACCOUNTING DIVISION
.

To: Jim Murgia, Finance Director
~~~ ~.
From: Kathy Butters, Town Accountant ~~ "
Date: November 26, 2019
Please find attached Dept 135, Accounting Budget for FY21.
a m requesting an annual increase of $37,493 to my budget for staffing changes and increases.
During the FY09, the accounting staff was restructured and downsized by 19 hours. This was done because a 30
hour per week A/P person took another position in the town, with different a department. Instead of replacing
the 30 hour A/P person, it was decided to increase the payroll position 11 hours from 24 hours to 35. The intent
was to have the payroll person to share A/P responsibilities and the Accounting Senior Specialist would have to
complete the balance of the A/P warrant.
There was turnover with the Town Accountant's position at that time as well. The first Town Accountant under
this new format remained with the town for only 7 months. I have been the second Town Accountant under this
format. I believe this format does not work for this town or department. I am going on 10 years with Canton
a nd I have never once been caught up and I am always having to fill in for staff turnover, I believe in part to the
a mount of work and the many, many recurring deadlines-weekly, monthly, quarterly, fiscally and calendar. With
the previous format the Accounting Senior Specialist had many duties which now must be done by myself due to
the fact the A/P warrant must be completed weekly and tales up at least 3 full days of their position. This is
why I wish to have the part-time A/P position reinstated. I, along with HR Director Jody Middleton and Town
Administrator, Charlie Aspinwall met with the AFSCME union during negotiations of their current contract(FY19-
FY21) to remove the Accounting Senior Specialist position from the union and replace it with the 20 hour part
time A/P person. The union agreed to our request.
With the removal of the Senior Accounting Specialist and the addition of an Assistant Town Accountant, the
town will have a position to be able to fully back up the Town Accountant in their absence. As of right now, by
Mass General Laws there is no other person within the town who is able to sign the warrants in the absence of
the Town Accountant. The Assistant Town Accountant's position will have all the original responsibilities ofthe
Accounting Senior Specialist without the regular A/P processing. This allows for additional job tasks and to be
fully supportive of the remaining positions within the Accounting Department. This position will be expected to
become a Certified Governmental Accountant will be able to be promoted the Town Accountant eventually,
with the looming retirements.
Thank you.Source page 50
M odular by design, this service can grow with your needs in a predictable and cost-effective manner! If you only require
support for your traditional core infrastructure such as servers, storage, and networking infrastructure we've got it
have working on your behalf!
r ,
Our monitoring platform was designed from the ground up to streamline and simplify the process of remote monitoring
w hen action is truly needed, saving countless hours that would have otherwise been spent parsing through data. Tickets
are classified based on alert status and severity so that our attention is always focused where it needs to be. The system
is always up to date using aggregated data, so if we've seen it elsewhere, we are already monitoring for it in your
environment. Real issues are fixed faster because our team is empowered with meaningful insights efficiently.
The HUBCare Network Operations Center (NOC), acts as an extension of your IT team and provides proactive problem
resolution on your behalf 24x7x365. We organize our support staff into account-centric teams who possess the skillset
your environment calls for. We give them the bandwidth to become familiar with your operations, assets, and their
respective nuances so that you receive the highest service possible. We're continuously monitoring our own
performance to ensure our teams are staffed to absorb the routine work of day-to-day activities which enables you to
recognize support staff scale at no additional cost.
SNMP and Network Availability Monitoring
We unify network device management through SNMP monitoring of network devices such as printers, UPSs, firewalls,
a nd routers. If one or more network devices at a site is unreachable, our monitoring platform will consolidate alerts into
a single "device down" ticket enabling our NOC team members to respond quickly with valuable insights.
Patching
The HUBCare team extensively tests and researches Microsoft Security Patch Rollups to understand and identify any
conflicts with common business applications. Once testing is complete, our NOC will publish a detailed report that lists
a ny issues they've identified and provides steps to avoid or remediate the issue (if applicable). Patch policies can also be
established to automate the deployment of Microsoft non-security patches, Apple patches, and patches for a variety of
third-party applications.
Backup Monitoring
We monitor essential backup information, including backup status and last backup time from select third-party backup
platforms. This provides a more complete picture of the critical operational activities occurring in your environment.
We have the flexibility to work with most backup vendors of your choice. Additionally, if you leverage our backup and
disaster recovery platform, we integrate monitoring and support by our NOC, providing you with an increased level of
consistent support and control.
Endpoint Protection
Security is paramount and every device should have protection in place. For that reason, at no additional cost we offer
business-class endpoint protection in the form of SecureAnywhere Business Endpoint Protection from Webroot for
supported desktops (Refer to Appendix — Webroot Supported Systems &Browsers). It just makes both of our jobs a lot
easier and it will save you money. If you choose to retain your own endpoint solution, no problem! We'll schedule
a ntivirus installation checks and definition updates for many antivirus applications to make sure you're up to date with
the latest. If need to expand protection to your servers and virtual servers we can cover those as well for an incremental
nominal cost.
Ciient Communicator
The Client Communicator is an app that runs in the system tray of end user devices and improves support
communication —allowing us to send instant messages and provide users with self-help tools to fix common problems
on demand. Additionally, if your contract includes our Help Desk service users can request help via chat rather than
over the phone.
Because all environments have nuances, "off-the-shelf" doesn't always work. We have amassed an extensive library of
clever script templates that we use to automate tasks and monitor systems. This gives us the flexibility to deploy to a
single machine or across multiple sites on-demand or on a scheduled basis. We can use scripts to standardize user
configurations across any desktop running our monitoring and management software or download application installers
directly from the Internet or deploy locally to consolidate Internet bandwidth.
We provide our customers with a variety of reports and data insights, including technical systems information, asset
collection, preventative maintenance, performance and application monitoring and more. With our reporting capability,
you can quickly and efficiently understand the value we provide to you.
Executive Summary
The Town of Canton (hereafter referred to as "Town") is considering the cost benefits of enlisting the assistance of a
third-party managed services organization to provide expert levels of ongoing IT support for their deployment of
i nformation technology.
Like many organizations, the Town is challenged with the meeting the ever-growing baseline of required IT support
activities, technical tool investments, and correlating skillsets to ensure a complex deployment of information
technology continues to serve the organization as intended. Whether the increased demands for IT service delivery are
being driven by the pursuits of the organization or due to external factors, the fact remains there's a need to employ
efficient and cost-effective solutions to meet the needs of the organization.
Louis Jutras, Director of IT has depicted a need to provide continuous monitoring and maintenance services for various
components of core IT infrastructure that supports the business operations, and in broader terms, the technology that
supports their mission to serve the community.
Collaborative dialogue between HUB Technical Services, LLC (hereafter referred to as "HUB Tech) and the Town have
concluded with an indication the programs within the HUBCare portfolio of services offered by HUB Tech deliver an
a ppropriate and cost-effective solution for consideration.
W hile distinct start/stop dates have not been agreed upon, this proposal is being put forth with an "Initial Period" of one
(1) year of service delivery,
This line also includes a 2~45o EMT Stipend for the Fire Chief. Thus,the request should have been $2,450. Paramedic Training Overtime —This line should have been increased by 3% to keep pace with the FY 21 salary increase. (3%). I have made these corrections on the attached budget request spreadsheets.
