Attention: Mr. Michael Trotta
Superintendent of the Department of Public Works
Re: Old Shepard Street Dam
Evaluation, Design and Permitting Budget
Canton, MA
Ladies and gentlemen:
Stephens Associates Consulting Engineers, LLC (SA, we, our or us) has prepared this letter at request of Mr.
Michael Trotta, Superintendent of the Department of Public Works, Town of Canton Massachusetts (Town,
Client, you or your) regarding budgeting for evaluation, design, and permitting of repairs to Old Shepard
Street (Dam). SA prepared a Phase I Inspection/Evaluation Report dated September 14, 2012 in which we
described potential Town goals and alternatives to repair and/or improve the Dam. We understand that the
Town has not selected an alternative, but it is unlikely to pursue decommissioning. Based on that Report, we
recommend that the Town budget $75,000 in 2015 for evaluation, design and permitting of repairs, which we
anticipate would accommodate most alternatives, except decommissioning. If the Town changes approach and
chooses to decommission the dam, significant additional budget would be needed for evaluation (e.g.
environmental exploration/evaluation, etc.), design and permitting.
We trust that this recommendation is sufficient to meet your current needs for budgeting. We can consult with
the Town to assist in selecting a course of action for Dam repairs in consideration of the Town's goals, and
prepare a proposal to evaluate, design and permit the selected alternative. If you have any questions, or
require clarification, please call us.
Sincerely,
Stephens Associates Consulting Engineers, LLC

Hi Jim,
I talked to committee chair and the number will be between 250 and 260. I put 260 on the form for now. As
soon as the committee has nailed down a spec, I can give you the details on the truck. Probably won't be
ready until December.

Ilk RE: Concepts for Water Department Building Improvements
WOODARD 44 Pine Street, Canton
8.1.CURRAN
We have compiled our thoughts and recommendations for the possible improvements to the Water / Sewer
Department Building at 44 Pine Street in Canton. This memo outlines the concepts, discussion points, and
planning level costs for the potential improvements. We would like to meet with you both to discuss this memo in
early December.
Prior to the site visit, W&C reviewed the available record information from the construction of 44 Pine Street in
the mid-1990s via a design by Anderson-Nichols and constructed by Cape Building Systems, Inc., with
substantial completion in 1997. In general, W&C reviewed and discussed the following goals for improvements
during our September 4, 2014 site visit:
1. Create dedicated space for staff locker areas, with appropriate amenities,
2. Add heat into the vehicle bays, and
3. Create a second lavatory for staff use.
W&C recommends that the Town consider the removal of most of the usable space in Bay #1 to create a CMU
block locker room with mezzanine storage above. The locker room will house about 16 lockers with tables for
break space. The space is expected to be about 350 square feet (14' x 25' roughly) situated in two possible
configurations in Bay 1. The proposed space is anticipated to include the following:
• 350 square feet (14' x 25' roughly, depending on configuration) with vinyl or VCT flooring
• Approx. sixteen (16) lockers, 18 inches wide, with fixed benches equivalent to the DPW locker room at
150 Bolivar Street
• To the extent possible, break tables and chairs will be included
• Dependent on configuration, sink facilities, mirror and shelves, but no shower facilities
• Access to cable TV for watching the news during storm events
• Upgrade existing building systems for compliance with Massachusetts Building Code as
required per ASHRAE 62.1 2007, Ventilation for Acceptable Indoor Air Quality
• Improved hot water heater for expanded water demand
• Mezzanine space sufficient for a 40 psf live load for storage with railings and kick plates per code
For adding heat into the vehicle bay, W&C has carried concept cost for modifying the heating system to be in
compliance with ASHRAE 90.1 2012 (Energy Standards for Buildings Except Low Rise Residential Buildings)
and the International Energy Code as adopted by the Commonwealth of Massachusetts. This will include
additional unit heaters and additional disbursement fans within the bay. It is expected that a natural gas service
will need to be extended from the Bolivar Field portion of Pine Street to the site at 44 Pine Street, given that the
existing three (3) LP gas tanks may not provide sufficient volume for the heating demand.
W&C recommends converting the existing storage room into a Men's lavatory. The existing single lavatory will
remain ADA accessible and will become a Women's Room with locker accommodations for female staff. The
new men's room will include a toilet, urinal and sink which will connect into existing feed and waste piping in the
adjacent wet wall, with some slab modifications for waste piping required. We strongly recommend a meetingSource page 154
with the Building Inspector and Plumbing Inspector to discuss the viability of modifying this space without
triggering occupancy limitations, ADA, and other possible "new construction" code issues that cannot be fully
accommodated in the existing space.
In addition to the core three (3) improvements, additional building improvements may be included in the project
as funding allows:
• Upgrade water service with a Reduced Pressure Zone (RPZ) Back Flow Preventer in accordance with
Ailk •
requirements of the Massachusetts Plumbing Code (248 CMR)
Add railing and kick plates to the existing mezzanine storage areas
WOODARD • New tool corral area with modern storage and work bench space (equivalent to the Lappens'
&CURRAN equipment at 150 Bolivar Street)
• Egress modifications at the man doors from the existing occupied space into the garage area
• General painting and housekeeping improvements to the existing occupied space
We understand the Town's desire to self-perform notable portions of the work with existing licensed and capable
staff. We do not anticipate any specified category of work to exceed $20,000; therefore, we do not recommend a
General Contractor procurement with filed sub bids under MGL Chapter 149. Based upon these concepts, we
recommend that the Town include an Annual Town Meeting article for $230,000 to be expended by the DPW for
these improvements.
Recommended next actions in preparation for Town Meeting:
1. Meeting with gas company about serving 44 Pine Street
2. Meeting with Building Inspector and Plumbing Inspector about concepts and code compliance with any
potential improvements.
3. Review this proposed scope of work with existing Water 7 Sewer Staff to solicit any additional input or
thoughts.
Thank you for the opportunity to give you our thoughts and concepts on how to meet your goals for this building.
We look forward to continuing the discussion about the potential project.

ec ki Way Sewer Replacement
TOTAL PROJECT / EQUIPMENT COST:
$250,000
DESCRIPTION:
Replace 180 feet of sanitary sewer in Esty Way. Pave street upon completion of sewer work.
PURPOSE AND JUSTIFICATION:
TV inspection of existing 8 inch sanitary sewer in Esty Way found the pipe to be in poor condition,
cracked, broken, with much of the pipe invert substantially below deigned self cleaning grade. Most of
the pipe joints have opened allowing ground water and gravel into the pipe. The pipe needs to be
replaced to remove excess ground water infiltration, reestablish grade, and lessen pipe cleaning and
maintenance.

DESCRIPTION:
A 5 year plan to implement a data driven integrated approach to managing the Town's water,
wastewater, and storm water infrastructure that utilizes technologies to deliver a sustainable
Asset Management System. Asset Management can be identified as a data driven practice that
weighs asset related decisions and activities to achieve a balance of cost, risk, and
nprfnrman
PURPOSE AND JUSTIFICATION:
The Integrated Water Resource Management Program is designed to use a risk based approach that will
allow the Town to make smarter investments, achieve greater efficiency, and be less vulnerable to
regulatory risk or "management by crisis". The initiative will keep Public Works focused on abandoning
the traditional reactive way of conducting operation and establishing a culture of asset management
that is centralized, automatized, efficient, and sustainable.

Mechanic Street and Vicinity Water Main Replacement
The 2011 Water Master Plan identified 12,400 linear feet of water main in need of replacement in the area of
Mechanic Street, as listed below. The project area was further identified as "high risk" in the Integrated Water
Resource Management Plan — Year 1 report. These 6-inch pipes are among the oldest in the Canton water
system. The water main is proposed for replacement with larger, 8-inch diameter pipe. Replacement of these
water mains will improve water supply reliability for residents served in this area, improve fire protection, reduce
the Town's water losses resulting from leaks, and will reduce the maintenance burden on Water Department
staff.
Location Description
Mechanic Street Replace 4,100 feet of 6-inc water main with 8-inch water main
Rockland Street Replace 2,700 feet of 6-inch water main with 8-inch water main
Howard Street Replace 360 feet of 6-inch water main with 8-inch water main
Belcher Street Replace 340 feet of 6-inch water main with 8-inch water main
Walnut Street Replace 1,400 feet of 6-inch water main with 8-inch water main
Messinger Street Replace 1,300 feet of 6-inch water main with 8-inch water main
Beverly Hill Replace 800 feet of 6-inch water main with 8-inch water main
Walnut Knolls Replace 1,400 feet of 6-inch water main with 8-inch water main
Budget Recommendation: $2,630,000
Budget Basis: Linear foot cost estimate developed as part of the November 2011 Water Master Plan,
increased by 8.7% to match Engineering News-Record construction cost index change from 2011 to October
2014. Linear foot cost includes permitting, design, public bidding, construction, and construction inspection.

INTEGRATED WATER RESOURCES
MANAGEMENT / CAPITAL
IMPROVEMENTS PROGRAM,
TOWN OF CANTON, MA
DRAFT, rev. 10/1/2014
0.0 Executive Summary & How to Use this Document
This document provides an introduction, project need, project approach, and regulatory context for
Canton's Integrated Water Resources Management and Capital Improvements Program (IWRM-CIP).
The IWRM-CIP builds on prior planning efforts for the water and wastewater systems of Canton and
incorporates a newly developed Stormwater Master Plan. Canton intends to implement this program
using a risk-based asset management approach developed over a 5-year period.
Canton's Integrated Water Resources Program is designed to align with the components of IWRMPs
required for regulatory purposes, but also to identify needs and rank recommendations on the basis of
1) reducing risks and 2) maintaining Canton's desired Levels of Service for its water, sewer, and storm
drain systems. Canton has used a 'triple bottom line' approach, which considers the public, the
environment, and economics.
Year 1 (January—October 2014) implementation has included two major components: 1) a Stormwater
Master Plan and 2) Year 1 of the 5-year IWRM-CIP asset management plan. Year 1 tasks focused on the
Stormwater System as this system has the least well developed capital planning framework and the
most imminent regulatory compliance demands.
The electronic version of this document has been provided as part of an IWRM-CIP Library, with a folder
structure that includes the various component Master Plans and associated reference documents, which
cross reference each other via hyperlinks either within the library, or to external resources on the
Internet. The document, and the capital planning tool, is designed to be updated annually along with
the Town's fiscal planning cycle. In future years, certain components will be integrated via the Town's
Asset Management software modules.
The components and folder that make up the IWRM-CIP Library are shown below:

The Town intends to store this Library on a common server for multiple Departments to access and to
add to. The management of documents and data related to the IWRM-CIP will be a focus for Year 2 of
the project. The reader is referred to the Canton Asset Management Program-CIP folder for details on
the implementation of asset management and capital planning for Year 1. The reader is referred to the
other Master Planning folders for the individual detailed plans for each system.
1.0 Introduction
Over the past 10-plus years, the Town of Canton Department of Public Works has worked to address a
number of water resources needs and regulatory requirements that often compete with each other (and
with other public works projects) for very limited funds. While various stormwater and water
withdrawal offset and conservation projects have been undertaken periodically, and partially advanced,
funding and staff time has not been available to quantify the effectiveness of these efforts, nor to follow
through on all of them. Following through on many of these projects and others would provide
environmental benefits and implement measures consistent with multiple regulatory drivers. However,
it becomes difficult to justify spending on watershed restoration efforts when their benefits are
unknown.
The vision that was formed by the Canton Public Works leadership was an integrated program that met
overlapping regulatory challenges related to drinking water, stormwater and wastewater, but that did
so in a proactive, logical, and cost effective way that was best for Canton's citizens, businesses, Town
infrastructure, and environment. In order to be successful, the Program must be dynamic; it must be
updated and informed by new data and changing conditions, and must be re-evaluated periodically for
effectiveness as it goes forward.
This Integrated Water Resources Management Program (IWRMP) is designed to use a risk-based Asset
Management approach that will allow the Town to make smarter investments, achieve greater
efficiency and be less vulnerable to regulatory risk or "management by crisis." Implementation of the
Program is planned to be phased over a five year period, with this document representing the progress
made during Year 1. The Canton Asset Management Program (CAMP) Year 1 Implementation Report
includes a Capital Improvements Plan (CIP) and associated ranking tool to help the Town prioritize
