PURPOSE AND JUSTIFICATION:
Engine 2 is a 2005 E-One Typhoon class fire engine. It is housed at Station 2 and functions as
our front line fire engine on all calls in District 2. The life span of a fire engine is 20 years. It
has been the policy of the Town to refurbish our emergency apparatus at the half life to
ensure that the truck reaches it's full anticipated service life and maintains it's reliability. The
policy has worked well in maintaining our fleet and keeping the trucks on the road while

Canton, Ma. 02021
RE: Engine 2 Refurbishment
Dear Chief Doody,
Thank you for the opportunity to provide you with a budget figure to refurbish your 2005 E-
One Custom Pumper. Refurbishing an apparatus can be a financially beneficial alternative to
apparatus replacement when done under the right circumstances.
New custom pumpers are approaching and in some cases even exceeding $500,000 making
refurbishment a worthwhile alternative. Apparatus refurbishment increases fire fighter safety,
can increase the ancillary capabilities, and extend the apparatus' operational life without
incurring the high cost of purchasing new!
Based on our discussion, my apparatus inspection, and a review of the related data, I have
itemized a list of recommended repairs, updates, and procedures for your project as follows:
Inspections/Services/Tests
• Pre-refurb inspections.
• Steam clean complete apparatus.
• Chassis Service.
• Transmission Service.
• Pump Service.
• Test and inspect the 12 VDC electrical system (includes the alternator, regulator, battery
conditioner, batteries, related wiring, and terminals).
• Pump Service Test.
Chassis
• Media blast corroded areas of the chassis and related components.
• New front and rear brakes (includes: front pads, rotors, rear shoes, drums, seals, and
hardware kits).
• New front and rear chassis springs, u-bolts, pins, and bushings.
• Replace On-Spots.
• Re-core radiator and replace upper and lower radiator hoses.
• Clean and evaluate oil leak at the liside front of the motor.
• Remove and reinstall fuel tank to allow access for chassis repairs.
• New wheel hub & lug caps.
• New chassis air tanks and brackets (3).
• Recondition battery trays and compartments.

• New gaskets for all exterior hardware and accessories.
• NFPA required hose retention straps/flaps for the front preconnect tray, crosslay,
speedlays, r/side step tray, and hosebed.
• Repair corrosion and refinish the speed lay slide out mechanisms (2).
• Replace the seized body folding steps (4).
• Repair upper rear body hosebed stainless plates as related to rust jacking.
• Clean all apparatus components and accessories that will be reinstalled.
• Replace damaged rear body rubrail.
• Replace corroded cab and body grab-rail stanchions.
• New compartment drip rails.
• Replace corroded wheelwell SCBA storage tube door latches (4).

Paint/Finishing
• Refinish chassis and related components using POR15
• Remove corrosion and prepare cab/body exterior for refinishing
• Complete refinishing of cab and body exterior as original
• Apply ECK corrosion prevention treatment on cab and body mounted components
• Prepare and refinish cab door window frames
• Refinish/Undercoat front and rear wheelwells
• Prepare and refinish body compartment interiors.
• Detailed cleaning of entire apparatus.
• Lettering of the cab and body to match Dept's newest apparatus design.
• NFPA Striping.
• One year warranty on updates and repairs.
A base budget number to perform these procedures would be $158,000. However, we
strongly recommend an additional 10% be budgeted for possible issues/defects that may be
discovered during the refurbishment process that fall outside the scope of repairs described
above. We estimate that it will take 4-5 months to perform the repairs detailed above provided
reasonable OEM component lead times.
Once again, thank you for the opportunity to provide budget pricing for this project. If you
choose to proceed with this project we would happy to assist in generating a detailed
specification. Feel free to contact me if I can be of further assistance.

John Regan

45 Body Cameras
Total Project / Equipment Cost:
Purpose and Justification:
The Canton Police Department is requesting funding to purchase 45 body cameras for all
uniformed personnel in fiscal year 2016. Body cameras have proven to be a useful tool
in contemporary policing. First and foremost, they are a safety feature for officers on car
stops or calls. They memorialize information that might not otherwise be available, if for
instance the officer was fatally shot in the act of duty. Secondly, they help to offset large
numbers of untruthful complaints against officers, thereby saving a lot of money for
communities defending frivolous and false lawsuits. And last but not least, they increase
transparency for civilians outside of the department and have had great success in
increasing the confidence in the law enforcement profession overall. Although the initial
cost might be steep, it will come back to us as a savings over and over in lawsuits
averted.

Deputy,
Here is an update to our capital discussion on possible cruiser video recording systems. Bottom line is that we
would he close to $48,300 to equip 8 cruisers with cameras. Installation cost is $400 per cruiser, systems need
additional memory $3200 in total, 2 days of training - $2400, 8 camera systems - $39,400. We do not need to upgrade
the systems to windows 7 as we are doing that upgrade right now,
Thanks

Subject: Data911>Video System Quotes
Hello Louis,
Sorry that it took a bit to get these quotes to you in regards to the video systems. There are many things to
consider and several quotes needed for this type of equipment purchase. I have attached all necessary quotes
and included the needed information below, in order to run these systems.
As we discussed, the Verus video system is our new in car video system, which replaced our MD Vii systems. I
have attached a quote for all 8 Verus systems. In order to run these systems, I have also attached a Verus
Minimum Requirement document in order to help assess what needs to be done in order to run these systems
with the M6's. I did notice that your M6's have the Core2Duo processors, which will run the Verus system. The
RAM will need to be upgraded though in order to operate the system. You will also need to run Windows 7.
I have attached a quote for the RAM upgrade and Windows 7 licenses. These RAM upgrades include parts,
labor, and shipping back to your department. We will just need you to ship them in and notify us when doing so.
1Source page 107
The third quote I have attached is for the on site training of the Verus system and the Server setup. There is a
day allotted to each of these items. This is not a requirement, but is highly recommended. If you need assistance
with finding out what size of server you will need, please dial our main line at 510-865-9100 and press option
3. One of our DV Support Specialists can assist with a server assessment. If you then need a quote for a server I
can provide one if necessary; however, I recommend departments to contact one of their own direct suppliers as
they will probably be able to provide a better price point on these.
Please note that this does not include the installation. Do you have a preferred installer or would you like me to
get you in contact with an installer?
Please let me know if you have any questions. I am more than happy to assist in any way possible.
Thank you,
Josh Laidlaw

Re: Bolivar Pond Dam

Canton, MA
Ladies and gentlemen:
Stephens Associates Consulting Engineers, LLC (SA, we, our or us) has prepared this letter at request of Mr.
Michael Trotta, Superintendent of the Department of Public Works, Town of Canton Massachusetts (Town,
Client, you or your) regarding routine inspection of Bolivar Pond Dam (Dam). The Dam is classified as
Significant Hazard by the Massachusetts Department of Conservation and Recreation, Office of Dam Safety
(DCR ODS) and requires routine visual inspection and preparation of a Phase I Inspection/Evaluation Report
every 5 years under DCR ODS regulations. SA last inspected the Dam in October 2010 and prepared a Phase
I Report. The Dam is due for inspection in 2015. We recommend that the Town budget $8,000 for SA to
inspect the Dam and prepare a Phase I Report according to DCR ODS requirements in 2015.
We trust that this recommendation is sufficient to meet your current needs for budgeting. SA can prepare a
proposal to complete the inspection and reporting at your request. If you have any questions, or require
clarification, please call us.
Sincerely,
