SUBJECT: Capital Budget Requests
Enclosed are forms needed to complete the town's Five-Year Capital Plan. Town by-law
stipulates that this capital plan be filed with the Capital Planning Committee (CPC) by
December 31st. To allow the CPC enough time to review the capital requests and
complete its deliberations, please submit your department's requests to the Finance
Department by Monday, November 10, 2014. The Finance Department will perform a
quality assurance review of all the submitted information before it is submitted to the
Board of Selectmen for the municipal departments, and CPC for all town agencies.
Capital requests have been separated into two groups — cash capital and debt capital.
Cash capital applies to smaller capital requests (at least $5,000) such as vehicles,
technology or departmental equipment with a useful life of at least three years. Debt
capital pertains to large capital items (at least $50,000) with a useful life of at least five
years.Source page 2
Capital Budget Requests
September 19, 2014
Page 2
1. Form A shows each department's capital requests for fiscal 2016 through 2019
which have been balanced to the amount available for each year. Fiscal 2020
includes any deferred requests that did not make last year's approved 5-Year
Plan.
Please review your department's Form A to confirm that the capital requests
should still be included, are appearing in the appropriate fiscal year, and that the
estimated costs continue to be realistic. Please make sure that Form A contains
all your 5-Year needs-based requests in order to avoid future surprises.
2. Form B should be completed to describe your department's fiscal 2016 capital
requests. Completion of this form requires you to provide sufficient supporting
detail for elected officials, Capital Planning Committee and Finance Committee to
evaluate the merits of your capital requests.
Please make sure that all fiscal 2016 capital requests (rounded to nearest
thousand) are accompanied by updated cost estimates and that each request is
"ranked" if your department has more than one capital request for fiscal 2016.
Form B is available on the S drive under the Excel workbook named "Form B-
Fiscal 2016 CPC".
For departments under the jurisdiction of the Board of Selectmen, the Board will review
those departments' capital requests. Once prioritized, the Board will present these
capital budget requests to CPC. The School Committee and Administration will
undertake their process to arrive at their approved plan, which will be forwarded to the
Finance Department who will submit it to the CPC.
The attached CAPITAL CAPACITY PLANNED USE sheet outlines the Town's projected
capital capacity for fiscal years 2016 through 2020 assuming we fully fund our capital
plan. While the Town's policy has been to set its capital budget at approximately 6% of
revenues, the capital plan has historically been reduced to avoid budget deficits.
Please let me know if you have any questions concerning these matters.

MEMORANDUM
TO: James R. Murgia, Finance Director
FROM: Ed Walsh, Building Commissioner
DATE: November 10, 2014
SUBJECT: Capital Budget Requests
PURPOSE & JUSTIFICATION:
My current vehicle, a 2008 Ford Ranger with more than 60,000 miles is beginning to show wear.
The pick-up bed and it's supports are rotting in several locations, including pick-up bed
mounting locations. The rear bumper is also rusting. The pick-up bed will need to be replaced to
ensure the integrity of the vehicle. Because Ford no longer builds the Ford Ranger, the parts to
replace the bed must be ordered separately, then assembled by the Town. The parts for the
bumper and pick-up bed will cost slightly below $4,000. This cost does not include painting,
undercoating, or installation.
OTHER COMMENTS OR INFORMATION:
The costs to repair the pick-up bed and rear bumper of the Ford Ranger do not appear to justify
maintaining an eight year old vehicle. The cost of a 2016 Ford Explorer is approximately
$28000. The trade-in value of the Ford Ranger is $4,700 and the Kelly Blue Book value is
approximately $9,000. After deducting the trade-in for the Ranger, the cost for the Explorer will
be $23,300, approximately $1,300 more than what the Ranger cost to purchase 8 years ago.Source page 11

DATE: November 7, 2014
RE: Pequitside Farm Survey & Engineering Design Cost Estimate
WOODARD
&CURRAN
As requested, Woodard and Curran has prepared the following cost estimate for engineering and
survey services to support future site improvements for a 4.7 acre portion of Pequitside Farm (Farm). It
our understanding that the Town of Canton, through administration from the Conservation Commission,
desires to make the initial improvements to the Farm in the area identified as Phase 3 on the attached
Phasing Plan dated February 1999. These initial improvements may include:
• Modifications to vehicular access points,
• Additional parking,
• Parking and pedestrian walkway lighting,
• Enhanced landscaping,
• Demolition of the existing tennis court;
• Low Impact Development planning and Stormwater management features;
• Utility upgrades' to service the existing barn; and
• Accessibility upgrades that will enhance pedestrian mobility.
We understand that an ongoing Master Planning effort for the Farm will provide a conceptual plan
for further development defining the extents of these initial improvements. However, we have
outlined the following three Tasks that would be the next steps after completion of the Master
Planning effort:
1. Partial Survey - Prepare a detailed survey of the northern end of the property, approximately
4.7 acres, and adjacent roadways. This survey will include property line information and will
identify missing site features from existing condition information previously prepared for the
Town.
2. Full Survey - Prepare a topography and boundary survey for the entire property utilizing
existing condition information previously prepared for the Town.
3. Design & Permitting Documents — Prepare permitting and construction documents that
depict the elements of the above mentioned site improvements. The task would include:
• Preparation of local permits,
• Subsurface site investigation for stormwater design,
• Meetings/hearings,
• Lighting and landscape design,
• Stormwater report,
• Technical specifications,
• Contract documents and
• Bidding Services
We anticipate that the design plans would include a cover sheet & notes, grading & drainage plan,
site layout plan, erosion & sedimentation control plan, utility plan, and details.Source page 19
The following table outlines each task listed above and range of budgetary cost for planning purposes.
Task Budgetary Cost
1. Partial Survey $5,000 - $7,500
WOODARD 2, Full Survey $20,000 - $25,000
&CURRAN
3. Design & Permitting Documents $70,000 - $90,000
Thank you for the opportunity to be part of this planning effort and working with the Town to develop
this project. If you have questions, please feel free to contact anyone of our Woodard and Curran team
members at (800) 985-7897,

Great. Here they are. Please note that only one of the two types of survey work shown in the attached estimate would
occur, depending on the level of funding for the project. The Commission would prefer to have a full survey done for
the property, as it could be used as the basis of any future project, but this specific project (parking, utilities and
stormwater management for the northern end of the parcel) could be accomplished with the partial survey. Please let
me know if you have any questions, Thanks.

CAPITAL PROJECT / EQUIPMENT REQUEST
DEPARTMENT: SUBMITTED BY:
Recreation Department Janet Maguire
PROJECT / EQUIPMENT TITLE:
Tilden Field - Irrigation and Sod Project
TOTAL PROJECT / EQUIPMENT COST:
$17,000
DESCRIPTION:
Install complete irrigation system to cover infield and outfield areas. Layout sod over 35,000 square
feet. Irrigation Installation: $5,000 + Sod: $12,000
PURPOSE AND JUSTIFICATION:
As one of two primary locations for girls fastpitch softball, the lack of irrigation at this location creates a
significant safety hazard. The lack of irrigation leads to a layer of dust that sits on top of the infield.
This layer of dust can cause infielders to slip and creates blinding dust clouds whenever the wind kicks
up.
Nearly all of our playing fields have irrigation systems. So, this project would bring this field in line with
the quality of the other fields.
The current condition of the outfield grass can be described as crabgrass. The surface is extremely
uneven with numerous holes/divots that are hazardous. Unpredictible bad hops and potential injuries
resulting from stepping in these holes/divots are dangerous to those playing on this field. Sod rollout
will help to improve this outfield surface for quality and safety.
