MEMORANDUM
To: Elected Officials, Department Heads, Boards and Commissions
From: Randy Scollins, Finance Director
Date: November 30, 2021
RE: Fiscal 2023 Operating Budget
Town by-law requires departments to provide the Finance Committee with budget
estimates by the third Monday in January. To comply with this by-law departments
are requested to complete the attached budget worksheet and return to my office by
Monday, January 3, 2022.
The fiscal 2023 Base Budget column represents the fiscal 2022 budget voted by
town meeting except for municipal departments’ regular salary and longevity
accounts, which have been based on the attached salary reports.
Please insert an amount in the “FY 2023 Dept. Request” column, only when it is
different from the FY 2023 Base Budget amount along with an explanation for the
change. Actual expenditures for the last three fiscal years, and the current year
budget, appear on these worksheets to facilitate budgeting for FY 2023. Total your
department’s budget requested for fiscal 2023. The budget worksheets are available
on the “S” drive under the Excel workbook named “Budget Worksheets FY23”.
Salary projections (including longevity) have been provided for municipal
departments’ regularly scheduled employees and include step increases and cost of
living adjustments for settled contracts. 261 work days are included in these salary
projections, which is the same as fiscal 2022.
Please review these salary projections very carefully. While we included known
vacant positions, if another vacancy exists in your department please provide
information on this position on the salary projection worksheet. You should note any
other changes or discrepancies and return with your budget worksheet.
Also attached is an updated budget timeline for the capital, operating and CPA
budget processes.
Please contact me with any questions or comments concerning these matters.
