CAPITAL PROJECT / EQUIPMENT REQUEST
DEPARTMENT: SUBMITTED BY:
Fire Department Chief Charles E. Doody
PROJECT / EQUIPMENT TITLE: .
Thermal Imaging Cameras
TOTAL PROJECT / EQUIPMENT COST:
$48,000
DESCRIPTION:
Replace four Thermal Imaging Cameras. One camera for each engine and ladder. The thermal
imaging camera allows firefighters to see through smoke and darkness using infrared
PURPOSE AND JUSTIFICATION:
The Thermal Imaging Camera adds to the safety of the firefighter by allowing them to see and
size up the situationon on the fireground. In a fire it gives the firefighter the ability to find and
rescue people quicker. It also allows the firefighter to find the source of the fire quickly by
detecting heat patterns. It has become part of the standard equipment for firefighters to use
at every fire. Currently our cameras are 10 years old and older. The technology has improved
to make the pictures clearer and the size has decreased to make it more user friendly for the
firefighter. By funding this project it will increase the ability of the firefighter to save lives and
Property.

PURPOSE AND JUSTIFICATION:
Engine 6 is a 2003 E-One Typhoon class fire engine. It is housed at Station 1 and functions as
our front line fire engine on all calls in District 1. The life span of a fire engine is 20 years. It
has been the policy of the Town to refurbish our emergency apparatus at the half life to
ensure that the truck reaches it's full anticipated service life and maintains it's reliability. The
policy has worked well in maintaining our fleet and keeping the trucks on the road while
maximizing our investment.

RE: Engine 6 Refurbishment
Dear Chief Doody,
Thank you for the opportunity to provide you with a budget figure to refurbish your 2003 E-
One Custom Pumper. Refurbishing an apparatus can be a financially beneficial alternative to
apparatus replacement when done under the right circumstances.
New custom pumpers are approaching and in some cases even exceeding $500,000 making
refurbishment a worthwhile alternative. Apparatus refurbishment increases fire fighter safety,
can increase the ancillary capabilities, and extend the apparatus' operational life without
incurring the high cost of purchasing new!
Based on our discussion, my apparatus inspection, and a review of the related data, I have
itemized a list of recommended repairs, updates, and procedures for your project as follows:
Inspections/Services/Tests
• Pre-refurb inspections.
• Steam clean complete apparatus.
• Chassis Service.
• Transmission Service.
• Pump Service.
• Test and inspect the 12 VDC electrical system (includes the alternator, regulator, battery
conditioner, batteries, related wiring, and terminals).
• Pump Service Test.
Chassis
Media blast corroded areas of the chassis and related components.
New front and rear brakes (includes: front pads, rotors, rear shoes, drums, seals, and
hardware kits).
• New front and rear chassis springs, u-bolts, pins, and bushings.
• Replace On-Spots.
• Re-core radiator and replace upper and lower radiator hoses.
• Clean and evaluate oil leak at the I/side front of the motor.
• Remove and reinstall fuel tank to allow access for chassis repairs.
• New wheel hub & lug caps.
• New chassis air tanks and brackets (3).
• Recondition battery trays and compartments.

Paint/Finishing
• Refinish chassis and related components using POR15
• Remove corrosion and prepare cab/body exterior for refinishing
• Complete refinishing of cab and body exterior as original
• Apply ECK corrosion prevention treatment on cab and body mounted components
• Prepare and refinish cab door window frames
• Refinish/Undercoat front and rear wheelwells
• Prepare and refinish body compartment interiors.
• Detailed cleaning of entire apparatus.
• Lettering of the cab and body to match Dept's newest apparatus design.
• NFPA Striping.
• One year warranty on updates and repairs.
A base budget number to perform these procedures would be $158,000. However, we
strongly recommend an additional 10% be budgeted for possible issues/defects that may be
discovered during the refurbishment process that fall outside the scope of repairs described
above. We estimate that it will take 4-5 months to perform the repairs detailed above provided
reasonable OEM component lead times.
Once again, thank you for the opportunity to provide budget pricing for this project. If you
choose to proceed with this project we would happy to assist in generating a detailed
specification. Feel free to contact me if I can be of further assistance.

CAPITAL PROJECT / EQUIPMENT REQUEST
DEPARTMENT: SUBMITTED BY:

PROJECT / EQUIPMENT TITLE:
Staff Computers and Operating Systems Upgrade
TOTAL PROJECT / EQUIPMENT COST:
$10,000
DESCRIPTION:
Replace 8 staff workstations, and purchase 40 licenses for Windows 8.1 or 7 and MS Office to upgrade all
other workstations. Specifically: 8 stations@$924.86=$7,398.88, 32 Windows System upgrade
licenses@ $55.63=$1780.16, and 32 MS Office upgrades@ $24.00=$768. Total $9956.94
PURPOSE AND JUSTIFICATION:
Most of the computers in the library are at least four years old and still running Windows XP and Office
2003. XP will no longer be supported after April 8, 2014, and as such will become increasingly vulnerable
to malware that could create major downtime if it were to infiltrate our network. Many patrons come to
the library with files that they need to work with that were created with newer software than our
computers can run, undermining the effectiveness of our service. This request will provide upgrade to all
workstations in the building to Windows 7 or 8.1, and replace the oldest workstations that are
insufficiently configured to run Windows 7. When possible we will take advantage of using Techsoup.org

PROJECT / EQUIPMENT TITLE:
Interior Painting
TOTAL PROJECT / EQUIPMENT COST:
$10,000
DESCRIPTION:
Painting of walls in various areas of the Library.
PURPOSE AND JUSTIFICATION:
While the library has used in-house personnel for small paint jobs, the custodians' workload does
not provide sufficient time to keep up with the painting needs of the entire facility, especially
without disrupting a six-day, morning to evening public service schedule. Neither do we have the
equipment needed to access areas such as stairwells. Employing professional painters will best
allow the library to maintain its hours of service. It is anticipated that during FY15, the library
may need to be closed for at least a couple of days for the build-out of meeting rooms, during
which time painting in the most public areas could also be concurrently scheduled.

Hi Janet — Sorry, that F250 was a typo. The corrected quote is attached.
The 6.2 liter is a gasoline engine. The diesel engine will cost an additional $7,495.00
Thanks,
Larry

Hi Larry,
Thank you for the quick response. A couple of questions:
• At the top, it says F-350, but in the list of specs, it says F-250. Should the price be different?
• Is the 6.2L/V8 Engine — Diesel or Unleaded? My Maintenance Supervisor is checking with someone from DPW to
see which he would recommend.
As soon as I hear back from my Maint. Supervisor on the engine, I will confirm. Once I confirm, can you provide me an
updated quote with the necessary changes (i.e. F-350 & fuel)?
Thank you,
Janet
