PROJECT / EQUIPMENT TITLE:
Shepard Pond Dam Repair
TOTAL PROJECT / EQUIPMENT COST:
$2,100,000
DESCRIPTION:
Repair the existing earth dam at Pond and Washington Sts. Extend the spillway about 30 feet,
lower the spillway and pond elevation one foot to pass design flood without overtopping.
Stabilize downstream walls and earth embankment with soil anchors and grout.
PURPOSE AND JUSTIFICATION:
Shepard Pond Dam is in overall poor condition. There is inadequate hydraulic capacity to pass
spillway design flood resulting in overtopping. A portion of the downstream wall is collapsed,
dam crest is eroded and over grown. Water over topping the dam crest floods Washington St.
Canton is under a DCR Office of Dam Safety (ODS) order to bring Shepard Pond Dam into ODS
compliance.

DEPARTMENT OF PUBLIC WORKS
INTER-OFFICE CORRESPONDENCE
From: Michael Trotta
Date: November 9, 2013
Re: Shepard Pond Dam
In response to Summer/Fall 2006 Phase I Dam Inspection, in August 2007 the DCR Office of Dam Safety
(ODS) issued a darn safety order directing the Town to perform Phase II Evaluation along with semi annual
inspections till an action plan was developed.
ODS considers Shepard Pond Dam as immediate size, significant hazard and as a result of the Phase I report
in poor condition. The dam is in poor condition, being structurally and hydraulically deficient. According to
ODS regulations Shepard Pond Spillway must be able to pass spillway design flood (SDF) for a 100-year
storm (Q100) which it can not. In addition the dam must meet factor of safety (FS) requirements for
embankment, walls, and spillway, which the existing structure does not.
The Phase II Evaluation is complete and has been submitted to ODS. ODS has up to 90 days to review the
Phase II report and issue directives to the Town. The directives will include a timetable to bring Shepard
Pond Dam into compliance with Dam Safety Regulations.
The Town in anticipation of ODS directive has completed 80% design and applied for grant funding. The
Grant will fund a portion of the work and will require a commitment for ATM to fund the balance of the
repair.
Enclosed is a section of the updated design report submitted to ODS and a conceptual design plan for the
Alternate B repairs. A copy of the entire report is available through Engineering either in hard copy or
electronically.Source page 5
effect" finding to the USACE. Review of the 401 Water Quality permit applications by MassDEP is
in progress. Application to MA DCR ODS for a Chapter 253 Dam Safety Permit will be prepared and
submitted once other permits are approved.
III. PROJECT SCHEDULE AND COST ESTIMATES
Project completion is anticipated in December 2014 for total cost of $2,000,000 for final design and
construction. The attached Project schedule in Table 3 outlines anticipated timeline for completion of
the Project, and Tables 4 and 5 show detailed Project costs. The Project schedule is controlled, in part,
by the timing of Town meeting in May 2014 to secure Project funding, the availability on July 1, 2014
of funds to be authorized during that Town meeting, and the strong preference to construct the Project
during low flows typically occurring in the Summer. Work will extend beyond June 30, 2014. The
various phases are summarized as follows:
Phase Timeline Cost
Design and Permitting Present through March 2014 $300,000 committed to date
Final Design and Testing July through September 2014 $500,000
Contract Preparation and March through July 2014 $10,000
Bidding Phase
Construction Phase September through December $1,500,000
2014
Final design consisting of dam and foundation testing and mitigation of internal erosion by grouting is
the highest priority and will occur prior to general construction. As described above, the
commencement of this task in July 2014 is largely controlled by the timing for funding approval. If
LEA awards funding by grant for final design and testing, however, this task could commence as soon
as March or April 2014, accelerating the Project schedule and the benefits achieved by the Project.
SA will provide engineering oversight and reporting during construction, including quarterly updated
and final project reports required by LEA, and construction observation and reporting required by DCR
ODS.
While the Town will secure borrowing authority though Town meeting in May of 2014, the Department
of Public Works, Town Manager, and Board of Selectmen are committed to repairing and maintaining
the Dam. As evidence of the commitment, the Town has invested over $300,000 in inspection,
evaluation, design, and permitting of repairs and upgrades and preparation this application requesting
EEA funding. The letter from the Town leadership attached in Appendix A affirms their commitment
to financing and constructing repairs.
Through submission of this application, the Town requests an award of $1,000,000 distributed in the
form of grant of $500,000 to fund final design and a loan of $500,000 for construction. While this
distribution of award is preferable, if such allocation is not possible, the Town requests distribution

such that the total award remains $1,000,000. As described above, the cost of final design and
construction will be about $2,000,000 and the Town will therefore provide funds equal to the award.
IV. ONGOING OPERATIONS AND MAINTENANCE PLAN
The Town is committed to ongoing care and maintenance of Shepard Pond Dam, as it is to its other
dams and infrastructure, demonstrated by its recent record of improvements to those facilities described
above. Further, the Town will continue to perform semi-annual interim inspections until the Dam is
repaired. As part of design of repairs, SA prepared an Operation and Maintenance (O&M) Plan,
attached in Appendix B. The O&M Plan guides the Town in operating the low-level outlet to dewater
the Dam for inspection, maintenance, repair or during fair-weather emergencies and to refill the Pond
while maintaining downstream flows. The O&M Plan also guides the Town in routine monitoring, to
be performed between inspections by a Registered Professional Dam Engineer, and to complete routine
maintenance.

Your Inquiry: Fuelmaster AIM2.4 Modules
Gentlemen:
We are pleased to submit quotation on our interpretation of your requirements, subject to terms and conditions
printed on reverse side of this proposal.
Thank you for this opportunity to quote you on a FuelMaster AIM2.4 modules. The AIM2.4
system uses AIM modules that are connected to your vehicles on board computer. The module
identifies the vehicle, captures the odometer reading, and many engine codes. It is automatic and
theft proof. It does not require operator interaction, although an operator ID number can be
entered on the key pad of the reader pedestal if operator tracking is desired. The AIM2.4 system
will also work with keys. The keys can be replaced with AIM2.4 modules when they are
installed into the vehicles. The AIM modules will only work on vehicles that are 1998 or newer.
We will need a complete vehicle list with year, make and model number of each vehicle that an
AIM2.4 module will be installed on to.
The cost for the AIM 2.4 modules for single tank vehicles are $250.00 each. The cost for two
tank vehicles is $325.00 each. Please determine how many vehicles will be outfitted with AIM
2.4 modules.
Fuelmaster will send a factory representative to train your mechanic on installing AIM modules
on ten vehicles of your choice. The cost for the training will be $2995.00.
Thank you for this opportunity to be of service. I look forward to meeting your needs.

Leading the Way in Automated Fuel Management Technology
FUELMASTER's AIM2.4" technology is without a doubt the leader in automated fuel management. AllVi2.4 is a passive
system that eliminates inaccurate driver-entered data from the fueling and data collection process. Our AIM module
connects directly to a vehicle's OBD port in order to collect vital information that a fleet manager requires. Using this
patented technology prohibits fuel going into unauthorized vehicles or containers. In response to demand for a module
that can operate in a rugged environment, Syn-Tech's engineers developed the AIM2.4FID". It is designed specifically for
extreme conditions such as those found at hydraulic fracturing sites and in mining operations. There are more AIM modules
installed on equipment in North America than any other competitor's passive system. Tens of thousands of AIM units
have been installed on U.S. military equipment, as well as on public and private sector fleets. There are two major reasons
organizations select FUEL MASTER; it works and our nationwide support network helps the customer keep it working.
The AIM reports the following extended OBD data, but availability varies between light and heavy duty vehicles:
G Odometer (i Max Vehicle/Engine Speed O Min Engine Oil Pressure
Engine Run /Idle/PTO Engage Time 0 Min/Max Battery Voltage O Max Engine Oil Temperature
o Current Fuel/Coolant/Washer Fluid Level O Min Transmission Oil Pressure
ci Diagnostic Trouble Codes
0 Check Engine Light Status ci Current Transmission/Engine Oil Level O Max Coolant Temperature
Our patented AN mode takes the drever out of the data colfection process.
AMMAN__,P.41,/-E
1. The driver inserts the fuel nozzle 2. The module transmits the tag ID and vehicle 3. The RAU receives the data and records
and the AIM module reads the data to the Fuel Management Unit (HOU). the transaction. The transaction ends
RFID tag on the nozzle. The mu activates the dispenser. when the nozzle is removed.

The replacement of meters is required due to their age and serviceability. Water meters lose accuracy as
they age, they must be replaced every 10 -15 years.
