ANNUAL REPORT OF THE TOWN OF CANTON
was placed at the upper well to force water down grade to Spring-
dale.
When the middle well in 1926, adjacent to
was constructed
the old
eight inch
pipe eight
line, a inch pipe line
second
was considered, but the expense of putting in this line, in the al-
most inaccessible wet meadows, was prohibitive, and therefore
this work was not performed.
Although the elevation of the wakeI' in the middle well aver-
ages forty- two feet above the water in the collecting well at
Springdale an electric pump was also placed at the middle well to
force the added walter down the old eight inch pipe line.
Electric power, used at the upper well is purchased from the
Brockton Edison Company an-a at the middle well from the Boston
Edison Company, to pump the water down hill because of an in-
adequate pirpe line.
Last year your Commissioners advocated e:xctending a twelve
inch pressure line up Pleasant Street and along the right of way to
the middle well, where the pumping would be done directly into
the ' pressure mains. This would eliminate the power now used in
lumping water down grade, an additional saving of twenty per
cent power now used would result from pumping at the
of the
higher elevation of the middle well where the dynamic head would
only be one hundred and six: y feet as compared with two hundred
feet at Springdale.
The , present eight inch line in thirty-four years has accumu-
lated an inside coat of corrosion and spongy vegetable matter
nearly an inch thick, thus reducing its effective diameter to hardly
more than six inches.
The line cannO' t be interrupted for cleaning because nearly all
of the town' s supply through
comes this one pipe.
The lower end pipe line is twelve inches in diameter,
of the
and because of the steeper grade below Pleasant Street it has been
found that the portion in the meadow just above Pleasant Street
operates at a vacuum. Should leaks exist at this point, the leak-
age would be into the pipe from the muddy meadow.
The Commissioners recommend that the voters give this matter
very careful consideration, as it is of the utmost importance to
the water sUlpply of the town.

JOSEPH W. WATTLES, 3rd,

Minority Report of
Sewer Commissioner
Not being notified of a meeting for the past month and not
even given a chancE' to see the printed yearly report of the Sewer
Dept. until it was submitted to the printer although somebody had
the nerve to sign my name to it without au~hority I take this
means of presenting my report which differs in some respects to
my other esteemed members. They recommend spending $ 25, 250. 00
for malin sewer extenRion on Sherman St. To this Iam decidedly
for the following I firmly believe under the
opposed reasons.
present condition , the tax payers are fed up plenty on sewer con-
struction. They have in the past two years Slpent about $ 100,000
on sewer construction which was no doubt all right but the parts
of the town which required it has been amply taken care of and
if I am any judge it is about time to call a halt. It will be neces-
sary to make all house connections as fast as the abuttors apply
for them and of course it would be using good judgment to appro-
sufficient of money to carryon this work and gEt
priate a sum
some income as soon as possible.
I make this report with no ill feeling other than to inform the
voters and tax payers just where I stand on this maUer. I believe
that not the Sewer Dept. but Dept. should do their
only every
very best under the present crisis
to practice strict economy and
relieve the tax Ipayer as much as possible.

ANNUAL REPORT OF THE TOWN OF CANTON
State Auditors Report
THE COMMONWEALTH OF MASSACHUSETTS
Department or Corporations and Taxation
Division oof Accounts
State House, Boston
February 23, 1933.
To the Board of Selectmen,
Mr. Joseph W. Wattles, Chairman
Canton, Massachusetts
Gentlemen :-
I submit herewith my report of an audit of the books and
accounts of the town of Canton fool' the fiscal year ending Decem-
ber 31, 1932, made in accordance with the provisions of Chapter
44, General Laws. This is in the form of a report made to me
by Mr. Edward H. Fenton, Chief Accountant of this Division.
Very truly yours,
THEODORE N. WADDELL,
Director of Accounts.
Mr. Theodore N. Waddell
Director of Accounts
Department of Corporations and Taxation
State House, Boston
Sir:-
As directed by you, I have made an audit of the books and
accounts of the town of Canton for the fiscal year ending Decem-
ber 31, 1932, the following report being submitted thereon:
The financial transactions of the town, as recorded on the
books of the several departments receiving or disbursing money
for the town or committing bills for collection, were examined
and checked for the period of the audit.
The books and accounts of the Town accountant were exam-
ined. The receipts, as recorded on the ledger, were compared
188Source page 189
ANNUAL REPORT OF THE TOWN OF CANTON
with the treasurer' s records, while the recorded disbursements
were checi<ed with the selectmen' s warrants authorizing payments
and with the treasurer' s books. The appropriations and transfers
as entered on the ledger were checked with the town clerk' s rec-
ords of town meeting proce din; gs and with those of the finance
committee. The necessary adjusting entries were made, a trial
balance was taken off, and a balance sheet, showing the financial
condition of the town on December 31, 1932, was prepared and is
appended to this report.
An examination of the balance sheet indicates that while the
surplus revenue of the town is substantial, it is, nevertheless, not.
available for appropriation until a sufficient amount is collected
on taxes of 1931 and 1932 to meet the temporary revenue loans
of $ 75, 0';)0 which are due on March 31, 1933.
The balance sheet also shows that a number of appropria-
tions were overdrawn on December 31, 1932, to the extent of
1'7, 000. The overdrafts in the public welfare, mothers' aid, and
soldiers' appropriations were authorized by the selectmen
benefit
under Section Chapter 44, General Laws, which provides that
31,
no liabilities may be incurred in excess of appropriations voted
by the town for specific purposes except in cases of extreme emerg-
ency involving the health or safety of persons or property.
Wh2ther such emergency existed as to warrant the first authoriza-
tion of an overdraft of $ 5, 000 in the public welfare appropriation
asearly as August 31, 1932, is questioned, since it was found that
theappropriation of $ 15, 000 for public welfare purposes of 19'32
was exhausted by the end of August and prior to the declaration
of the 1932 tax rate, when, it appears, there was sufficient op-
portunity to call a special town meeting for the purpose of warn-
ing of the taxpayers of the need of additional funds, which, if
voted, should have been included in the tax rate of 1932.
The computation of the tax rate by the assessors was checked
and it was noted that appropriations from available funds were
not considered in the determination of the tax rate. In this con-
nection, attention is called to section 23, Chapter 59, General
Laws, requires that the assessors raise all sums appropri-
which
ated since last preceding annual tax assessment, and which
the
also provides that deductions on account of appropriations voted
from available funds in the treasury may be made by ,the assess-
ors only upon the approval of the Commissioner of Corporations
and Taxation. All appropriations voted by the town, whether they
are to be raised by taxa;tion or transferred from availablp. funds
in the treasury, should therefore be certified by the 1I. clerk
to",'
