Provide engineering, installation, and programming to replace existing problematic Metasys
BAS with A Niagara BAS system.

PURPOSE AND JUSTIFICATION:
Unlike the Metasys system the Niagara is an "open"system because any third party contractor
can purchase components and service the system. The Johnson controls Metasysy system
costs about $35,000.00 per year for maintenance and upgrades. The Niagara system is about
$7500.00 per year. The current Metasys is very outdated and we have only minimal control
from out computers. We will also be replacing / repairing know mechanical issues such as
economzer dampers and cotro! motorsthat are currently only working intermittently When we
notice an issue we have to go out and manually adjust them.

Building Automation System Upgrade

Energy Conservation Measure Details

The existing building automation system at the Police Station is a JCI Metasys system
utilizing an NCE supervisory controller with N2 field controllers. Energy Source, in partnership
with FMC, proposes to replace the JCI NCE with a new supervisory controller using a JCI FX Jace
which is a Niagara-based platform. We will load the existing program from the NCE into the Jace.
FMC will create graphics and enable alarming. An internet connection will need to be provided by
the town of Canton for remote access to the system.

The proposed scope of work includes all materials and labor to install a JC] FX based
system, programming, graphics, startup, and training. This is a turnkey scope for this project. Also
included is a checkout of the functionality of the system. However, repair, replacement or

additional work beyond this scope is not included in this price.

Proposed Scope of Work:

e Head end
o Web enabled JCI FX8025 supervisory controller
® Requires Canton-provided internet connection

o Checkout of the field controllers functionality on the AHUs
o Optimized start/stop strategy
o Economizer control
o Programming, graphics, startup, and training

Project Benefits:

e The JCI FX is a Niagara-based platform and is considered “open” because programming,
service and components can be provided by third party contractors

e Future additions and replacement controllers can be BACnet which is a non-proprietary

protocol

Pricing

Energy Source’s price to provide the scope described above is $20,800. The project is eligible for
an estimated utility incentive of $4,500 resulting in an estimated net cost of $16,300.

Clarifications

e Installation is based on prevailing wage labor rates, performed during normal business hours
e Repair or replacement of existing equipment outside this scope is excluded

e Sales tax not included

e Permit not included

e Pricing valid for 30 days

Installation and Warranty Information

If you decide to proceed with this proposal, Energy Source will be responsible for the following
tasks:

e Develop final equipment specifications and equipment layout
Processing and filing application for utility incentives
Material ordering and receiving

Dismantling and removing existing systems from premises
Construction

Final walk-through with you

Warranty

Included with your project is a one-year warranty on all labor and materials provided by Energy
Source. At the end of the first year materials remain covered by standard warranties provided by
their manufacturers. Warranty periods begin when the installation is completed. The owner has a
one-month period following the completion of the installation to accept or reject work performed
by Energy Source, after which time we will assume that the work has been accepted.

Due to the fluctuation in commodities this proposal is valid for a period of 30 days from the date
shown at the top of this proposal, after which time we will be happy to provide an adjusted quote if
necessary.
