(ad KLEINFELDEFR Bright People. Right Solutions. a TO: Mike Trotta, Town of Canton DPW FROM: Jill Rossini, Courtney Eaton, Kleinfelder DATE: October 29, 2024 SUBJECT: Sewer Capital Improvement Plan (CIP) - 2024 Update eG Chris Sykes, Kelsey Quinlan, Town of Canton Kristen Ryan, Kleinfelder Starting with the recommended phased rehabilitation plan proposed in the 2023 Sewer Asset Management Plan (AMP), Kleinfelder revised and updated the 5-year Sewer Capital Improvement Plan (CIP) for the continuation of inspection and rehabilitation of the system. These efforts include continuing the sewer rehabilitation/replacement projects, CCTV inspections (Contractor conducted), routine CCTV audits, as needed, and Asset Management Planning updates. Additionally, The Town is underway with an SRF-Funded Asset Management Grant to inventory and evaluate the condition of the six (6) sewer pump stations that the Town owns and operates; an estimated cost for repair and rehabilitation is included as a line item to be carried forward in the Sewer CIP but will be verified upon findings of the sewer pump station evaluation effort. The CIP also include two permit driven efforts: development of an Operations & Maintenance (O&M) Plan and a Climate Resiliency Study for the system. Finally, Kleinfelder recommends including post-rehabilitation subarea flow metering as a way to monitor and measure the success of the rehabilitation efforts related to I/] removal as well as flow isolation to more accurately determine pipes with high infiltration in potential rehabilitation areas. The updated 5-year CIP for the Town’s Sewer System considers updated unit and engineering costs learned through the Phase 1 (Year 0) work that the Town just completed in Sub-Areas 27 and 7. The 2024 Update of the 5-Year Sewer CIP is shown in Table 1, which is a revised version of Table 9 of the 2023 AMP. Table 2 shows the proposed schedule for Phases II through VI. Depending upon construction and market conditions, the actual pace of rehabilitation work able to be completed each year can vary but it is generally expected that the work will follow this proposed schedule. TOWN OF CANTON FORM B - FISCAL 2026 CAPITAL PROJECT / EQUIPMENT REQUEST DEPARTMENT: Public Works SUBMITTED BY: Michael Trotta PROJECT / EQUIPMENT TITLE: Satellite Well at the Moran Water Treatment Facility (PWTP) - Phase I TOTAL PROJECT / EQUIPMENT COST (must be at least $5,000): $125,000 DESCRIPTION: Initial investigation and design to add a Satellite Water Well at PWTP. PURPOSE AND JUSTIFICATION: Wells 11, 12, 14 provide source water to the PWTP. Over the past 20 years the wells have yielded sufficient water amounts to ensure PWTP was operated at capacity. Well 11 has begun to see its capacity decline and in need of more frequent cleaning. Well 14 is plagued by plugging and at times needs to be shut off. As such it is appropriated to consider installing a satellite well at PWTP. The project will be completed in 2 phases; Phase I initial site investigation and design - $125,000, Phase 2 construction - estimated $350,000. BRISTOL ENGINEERING ADVISORS, INC. Infrastructure and Water Resources Engineering October 28, 2024 Mr. Michael Trotta Superintendent of Public Works, Town of Canton 801 Washington Street Canton, Massachusetts 02021 Re: New Well at Pecunit Site Dear Mr. Trotta: Bristol Engineering Advisors, Inc. (Bristol) is pleased to present you with this brief scope and estimated project cost to add a satellite well at the Pecunit station. Wells 11 and 12 were installed in 2004 to replace Well No. 4, which had failed due to corrosion of the well screen. Over the past 20 years, the wells have yielded sufficient water to ensure the Pecunit WTF was operated at capacity. In 2009, Well No. 14 was installed to provide redundant capacity, but has, however, been plagued by high levels of iron and frequent plugging. Well No. 11 has recently seen its capacity decline and cleanings have become more frequent. As such, it is appropriate to consider the installation of a satellite well to restore lost capacity. The process involves the advancement of three exploratory borings, followed by the design, permitting and construction of a public water supply well that will tie into the existing infrastructure at the site. The project can be completed in two phases, with initial investigation and design in Phase 1, and construction and construction administration in Phase 2. e Total estimated Phase 1 costs: $125,000.00 e Total estimated Phase 2 costs: $350,000.00 If you have any questions, please do not hesitate to contact me (508)758-8270 or at peter.newton@bristolea.com.
