There still well over a hundred other properties on these
are
same streets that have not yet made applications to be connected.
We anticipate that many of these will come in this year and we
recommend that an appropriation of $ 7, 000, the same as last year,
be made for the continuation of this necessary work. Practically
local
all of this money is spent in Canton for the employment of

the past year the Town appropriated $ 2500 for mate-

rials supervision for building the sewer in Sherman Street
and
from the Hospital School outlet towards the TOWn Hall and also
voted to employ men who were from the welfare list. After this

appropriation was used up the work was continued as a W.

for several weeks more, employing local men.
Your commissioners have recommended each year for
sewer
several years that the main sewer be continued in Sherman Street

to connect with the existing sewer in Pleasant Street.
We have
applied to the Government for assistance in this undertaking and
have recently received an offer from the W. P.A.
by which the Fed-
eral Government will donate and
give to the Town the cost of all
labor if the TOWn will furnish only the materials. We will insert
the necessary and proper articles in the
coming town meeting
warrant to further this matter and
urge that the voters accept the
government' s offer. If this sewer is built the Town will receive
the permanent advantage of its use; local labor will be
employed
for many months; more than one- half the cost will be borne by
the Federal
Government; the cost to the Town will be
practically
nothing as the abutters will pay for it over a period of years; the
existing sewer in Pleasant Street will become available.
The Town of Canton in 1932 voted to
adopt a system of rental
for the maintenance of its sewers
by which every person who used
the sewers would pay an annual
charge equal to two- thirds of his
water bill, but in no case to be less than $ 4. 00
per year. At the
present time the total amount that would be received for main-
tenance on this basis would be about $ 700 annually. It would be
necessary to establish a system for
collecting these amounts and
to hire some one to act as collector. Due to the small amount in-
volved and
the high relative cost of collecting the same we feel
that it would be advisable for the Town to assume
this charge out
of the general tax
levy and to rescind its action of March 7, 1932 as
far as relates to rental. We find that out of 80 Towns and
it
Cities in Massachusetts that have sewerage systems only 16 pay
for maintenance by means of annual rental
We will insertcharges.
the necessary article in the
coming town warrant to allow the voters
the opportunity to decide this
question.
The maintenance work of the Department has remained
about
the same as previous years except that the system has been
increased
largely
by the extension to the Massachusetts
Hospital School.
The sewers have been cleaned out and all
necessary work done to
insure a proper operating system.
