 DESCRIPTION:
Comprehensive 3 year water meter placement program including meters, radio data
transmitters, truck mounted receivers, and communication software package.

 PURPOSE AND JUSTIFICATION:
The purpose of this program is to improve the efficiency of meter reading and billing, to eliminate the
need for estimated bills, and to increase customer service. The replacement of meters is required due
to their age and serviceability. Water meters lose accuracy as they age, they must be replaced every 10 -
15 year. The change out will include vehicle mounted reading technology, saving read time and
preventing recording errors. The new meter provides the ability to detect if a leak is occurring in your
plumbing.

  DESCRgIMON
MODEL: With no moving parts, the Sensus iPERL water
management system is based on innovative electromagnetic
flow measurement technology. The iPERL system family
 has an operating range of 0.03 gpm (0.007 m 3/hr) @ 95%
 minimum to 55 gpm (12.5 m3/hr) @ 100% ± 1.5% registration
 of actual throughput.

 CONFORMANCETO STANDARDS:The iPERL system far
exceeds the most recent revision of ANSI/AWWA Standard
C-700 and C-710 for accuracy and pressure loss requirements.
All iPERL systems are NSF Standard 61 Annex G compliant
 and tested to AWVVA standards.

PERFORMANCE: The patented measurement technology of
the iPERL system allows enhanced accuracy ranges at both
low and high flows and perpetual accuracy over the life of the
product as well as the full measurement range.

CONSTRUCTION:The iPERL system is an integrated unit that
incorporates an electronic register and measuring device
encased in an external housing. The measuring device is
comprised of a polyphenylene sulfide alloy flowtube with
externally-threaded spud ends. Embedded in the flowtube are
magnetic flow sensors and a replaceable strainer screen. The
all electronic programmable register is hermetically sealed
with a tempered glass cover. The iPERL system has,a 20 year
life cycle, along with a 20 year battery life guarantee. At the
end of this life cycle, you do not have to be concerned about
repairing the iPERL system since the design is not meant to
be repaired but is easily replaceable.

 ELECTRONIC REGISTER:The high resolution 9-digit
hermetically sealed electronic register with LCD display was
designed to eliminate dirt, lens fogging issues and moisture
contamination in pit settings with built in tamper protection.
The tempered glass register cover displays readings with
the AMR digits highlighted. Direction of flow and units of
measure are also easily readable on the register display. The
register is programmable using the UniPro programming Electronic Register LCD Display
package to display in either gallon, cubic feet or cubic meter
totalization. The large, easy to read display also includes
battery life and empty pipe indicators.

TAMPERPROOF FEATURES:The ingenious integrated
construction of an iPERL system prevents removal of the
register to obtain free water, The magnetic tamper and low
field alarms will both indicate any attempt to tamper with the
magnetic field of the iPERL system.

AMR/AMI SYTEMS: iPERL systems are compatible with
current Sensus AMR/AMI systems.
                                                                     Battery life Unit of measure

Application: The Sensus RadioRead° Vehicle Transceiver
Unit (VXU) is a portable radio-based meter reading
device which can be used in any vehicle providing 12-
volt DC power. The operator simply sets up the system
in the vehicle, loads the desired meter reading route
into the computer and drives along the meter reading
route in proximity to the meters to be read. The meter
reading data is collected while the vehicle traverses the
route. The complete VXU package includes everything
needed to read meters that are equipped with Sensus
Meter Transceiver Units.
RadioRead° Operation:The Sensus RadioRead system
uses two-way data communications between the
VXU and MeterTransceiver Units (MXU) connected
to compatible utility meters. When reading meters,
the VXU transmits an alert signal to the MXUs, with

RD 12A-90 Hydrostatic Vibratory Roller
Item Number: 0620058

       High performance rollers offer
       excellent compaction results

Wacker Neuson's RD 12 one ton roller
series features dual drum drive and articulated
steering for extremely accurate control. Front
drum vibration with static rear drum leaves a
quality asphalt finish. Outstanding overall roller
performance and a high exciter frequency
allows compaction at faster speeds while still
delivering even coverage and excellent results.

Additional Advantages
• Pressurized water system offers consistent water flow. An eight-position timer allows operator to adjust
  water flow and match conditions.
• Overall machine design eliminates overhang of unit. Easily manueverable units provide flush, right up to the
  edge asphalt compaction.
• Rear platform and front hood tilt up for easy access and improved machine serviceability.
• Rollers offer reduced sound levels; units run quieter than competitive machines in same class.
• ideally suited for compaction of level sublayers and finish layers on road repairs, driveways, parking lots
  and and any asphalt surface.

                         Comprehensive Water Resource Management Plan

  TOTAL PROJECT / EQUIPMENT COST:
                                                $153,000

  DESCRIPTION:
Assess current CWRMP under new reporting requirements, develop tools and information to
begin an Integrated Water Resource Management Plan to meet these US EPA and MA DEP
requirements.

 PURPOSE AND JUSTIFICATION:
Discharge of run off into rivers and streams is regulated under a Federal/State MS4 Discharge permit.
This permit is for five years renewable now. Canton also has continued reporting responsibilities for
water and sewer uses under MA Water Management Act. The overlap of the management of these
current needs and the need for sustainable use of these resources should be handled in an integrated
manner. The funding for this project is the first step in the development of the plan.

 Mike-

I have updated our Planning Budget Recommendation worksheet, provided as attached. The spreadsheet lists the
breakdown and minimum requirements for MS4, but also some recommended enhancements. We've also
recommended some additional budget for ongoing GIS and mapping updates.

At our last meeting we talked about undertaking activities not just for compliance sake- but because they are good for
planning and project prioritization.
We see a great potential for asset management to accomplish both goals. Some of the budget recommendations
attached include extra funding to support development of asset management tools. At our last meeting you expressed
an interest in utilizing the $17,000 SWMP update task funds towards a phased approach to an IWRMP.

We think asset management would be a perfect place to start on that. It can be broken into phases which can be
implemented sooner than an IWRMP, but scales up to support a future IWRMP.
I am envisioning a task in which we inventory all of the various technology /software tools you are currently using, find
out how you are using them (or not) and what areas you want to do more with, see where tools could be better
leveraged, and put together an action plan for developing an asset management system for you that would support
capital planning prioritization and 0+M activities. We're fortunate to have the fellow who essentially invented Vueworks
on our staff now (who is also a civil engineer), and he is excellent at assessing municipal clients' needs and coming up
with a phased approach to asset management; plus he's no longer beholden to Vueworks. Let me know if this type of
approach resonates with you and I will put something more detailed together for us to discuss.

Regards, Kirsten
