2022 proved to be a bounce back year for Canton and many communities throughout the country. As we emerged from the COVID
pandemic and eased restrictions on our businesses and citizens, life began to return to normal and our children and teachers returned to
the classroom full time and unmasked. While some of the emotional and physical impacts of COVID remain, our community proved
to be resilient and has emerged stronger and financially stable.
In addition to moving forward from the pandemic, 2022 was a year of transition for our municipal leadership team. First, Charles
Aspinwall, Town Administrator since 2016, officially retired in December. We thank him for his dedicated and professional service to
Canton and wish him a happy, healthy and long retirement. The Board appointed our new Town Administrator, Charles Doody, on
October 1, 2022. Mr. Doody previously served as the Town’s Fire Chief for 14 years and was a member of the Canton Fire
Department since 1995. The Select Board appointed Captain E. Wendell Robery, a 32-year veteran of the Canton Fire Department, to
the position of Fire Chief.
After three decades of service to the town of Canton as a police officer and community leader, Police Chief Ken Berkowitz retired on
June 15, 2022. Deputy Chief Helena Rafferty took the oath of office on June 14, 2022, becoming 14th Chief of Police and first female
in the town’s history to be appointed to the position. Finally, Tyler Radicioni was hired as the Town’s new Parks and Recreation
Director, inheriting a burgeoning summer camp program, and management responsibilities for a new pool/splash pad complex and a
new hockey rink.
Also, the Town successfully negotiated new collective bargaining agreements with the following unions:
Canton Police Association
Canton Police Superior Officer’s Association
Canton Firefighters Association
AFSCME Council 93
The new contracts will provide the town with financial certainty for the next three years and ensure the continuity of excellent service
the community has come to expect.
The Town also opened the recently constructed Earl Newhouse Waterfront area on Reservoir Pond, providing residents with access to
trails, a new education area, picnic tables and canoe launch, in addition to a new parking area.
The newly formed Energy Advisory Committee worked diligently on a municipal energy aggregation program which will allow
residents to purchase electricity generated by “green” sources like wind, solar, and hydro. The program is anticipated to be approved
by the Department of Public Utilities in 2023.
Canton completed the acquisition of the 9.2-acre St. Gerard Majella property at 1860 Washington Street in April of 2022 at a cost of
$3,225,000.00. The Select Board created the “St. Gerard’s Reuse Committee” to gather public input and report back to the Board in
the fall of 2023 the top 3 to 5 potential uses of the property based on feedback from residents.
Top Golf officially got underway with the construction of the three-story venue on Dedham Street that will have 90 hitting bays, each
equipped with heaters, fans, and the company’s Toptracer technology. The Dallas based company announced an anticipated opening
in the fall 2023.
9Source page 13
An additional $4,485,127.00 of American Rescue Plan Act (ARPA) funds were awarded to Canton and are to be distributed through
Norfolk County. The funds are earmarked for a variety of water and sewer projects, improvements to infrastructure and public health
and safety needs.
I would like to thank my fellow Board members - Vice Chair Lisa Lopez, Clerk Thomas Theodore, Michael Loughran and
Christopher Connolly. Your steadfast commitment to serving the people of Canton has helped make our community a desirable place
to live and raise a family. It was honor to serve as your Chair and look forward to continuing our work in 2023 on behalf of our
residents, employees and visitors.
In addition, Canton is fortunate to have so many dedicated volunteers who serve on our boards, commissions and committees. Your
commitment to our community and the time you dedicate to your mission often goes unnoticed but without you, Canton would not be
the great town that it is today.
Finally, the strength of a community reflects the quality and commitment of its employees. In Canton we are fortunate to have so
many devoted and talented municipal employees who strive every day to provide the highest quality services to the people of Canton.
Respectfully Submitted,
John J. Connolly
Board Chair

Ms. Michelle Resendes, Business Manager
Mr. Geoffrey Zini, Principal
The Blue Hills Regional District School Committee is pleased to submit its Annual Report to the residents of the town of Canton. Blue
Hills Regional Technical School continues its steadfast commitment to providing the highest caliber academic and technical instruction
to students in grades nine through twelve, and to adults receiving postgraduate training. The nine towns comprising the District include
Avon, Braintree, Canton, Dedham, Holbrook, Milton, Norwood, Randolph, and Westwood.
Ms. Jill Rossetti serves as Superintendent, Mr. Geoff Zini serves as Principal, and Mr. Mark Driscoll is the Canton representative to the
District School Committee. The District School Committee met on the first and third Tuesday of each month at 7:00 PM. These meetings
take place in the William T. Buckly District Board Room at the school. Over this past summer, the Committee voted to meet once a
month instead of two with the caveat that a second meeting will be scheduled during those months that required additional time to meet
the needs of the District. December through June 22, the school committee met twice a month. July 22 through the present, the committee
has met once a month. Blue Hills and the District are pleased to be back to an in-person meeting format. As always, the public is
encouraged and welcome to attend. They are able to sign up to speak during the Public Comment portion of each meeting via a link
provided on every posted agenda.
Blue Hills started the year with full in-person learning and with an option to either wear a mask or not. The only room where masks
must be worn is in the School Nurses office. The Superintendent continues to follow the COVID dashboard and any recommendations
made by all state and regulatory entities with thought and care to everyone’s health and safety. The school complies with all safety
regulations and cleaning practices.
The Blue Hills Sports program is back. The students, staff and coaches are thrilled and it has been a successful and memorable year for
the Warriors. This past Spring, the Baseball team made it to the MIAA State Tournament, and the Ruby team did the same. This fall,
the BH Football team made it to the Mass Vocational State Tournament and won the Mayflower League Tournament.
The Girls Soccer team are Mayflower League Champions and made it to the MIAA State Tournament. Boys Soccer also made it to the
MIAA State Tournament. The BH Golf Team made it to the MIAA State Tournament as a Team, an accomplishment worth noting.
The academic and vocational programs proved to be successful as demonstrated by Blue Hills MCAS scores. (2021 and 2022). To this
end, many of the supports that were put in place during the pandemic to support our students, continue to be available. In addition, after
school and before school help are available to all students. Summer School was offered this past summer and all students completed and
passed their classes. (half of those participating were students with IEP’s.)
End-of-year awards, celebrations, accomplishments and honors were noted and celebrated in Spring 2023. They were attended with
record numbers. Graduation was held on the Athletic Field as in previous years. Other end of year activities include Prom, Field Day,
National Honor Society Induction Ceremony, Sports recognition events, and Awards Night. This past fall, we welcomed both returning
and new students who have hit the ground running in all areas, most participating in school clubs, activities, and sports. The annual
Open House and Showcase were held in November. Both events a success and very well attended by all District towns.
Senior Scholarship and Awards Night was celebrated on May 19, 2022. Dozens of students were honored for their achievements. A total
of 60 single and multi-recipient awards/scholarships were distributed to the student honorees. They were recognized or given
scholarships for their academic, athletic, and technical program success. Blue Hills Regional truly appreciates all the individuals and
civic and municipal organizations that generously recognized these deserving young men and women. Blue Hills has 28 John and
Abigale Adams Scholars in the Class of 2022.
11Source page 15
Commencement was held on June 7, 2022. On the BHTS Turf Field. There were 210 graduates, 15 from Canton. Canton graduates
include Damien Auguste, David Bosworth LLL, Aiyana Burrus, Benjamin canny, Matthew Derome, Nicholas DeSantis, Joseph
DiCalogero, Jalen Dickerson, Alijiah O’Connor-Dufresne, Isabella Leonard, Thomas Menino III, Abigael Myrthil, Jared Newcomb,
Ana Beatriz Serodio, and Sarah Stubbs.
Blue Hills Regional is proud to offer various services (Cosmetology, Early Education and Care, Construction Technology, Graphics,
Design & Visual Communications, our in-house, student-run restaurant, the Chateau de Bleu, Electrical, Metal Fabrication and
Automotive) to district residents – and in some cases, the general public – from a variety of technical programs. This practice allows
students to utilize their training in practical, hands-on situations that augment their classroom work. Furthermore, these professional-
quality services are available at well below commercial cost. Over the years, residents and civic or municipal groups in the District
towns have saved considerable money by having Blue Hills Regional students perform work for them.
The school pool is open to community schools and the public. Swim teams are back and the pool has community swim programs offered
to the public.
There were 920 students enrolled at Blue Hills as of October 1, 2022. Eighty (80) are from Canton.
Commencement Ceremony for the class of 2023 is scheduled for June 6, 2023 at 6 PM.
The Practical Nursing Program (Postsecondary Programs Division) is a full-time program of study provided to adults on a tuition and
fee basis. The Practical Nursing students are prepared upon graduation to take the NCLEX-PN (National Council Licensure Examination
for Practical Nursing) through the State Board of Registration in Nursing. The Practical Nursing program (Postsecondary Programs
Division) held its 33rd Annual Commencement this past June.
Blue Hills is back and proud to offer and provide our students and school community the very best academic and vocational education
and experience for their immediate and future success.
Respectfully submitted,
Mark Driscoll

Professional public health nursing staff members continued to provide Canton citizens the following services throughout 2022:
Health promotion,
Communicable disease surveillance,
Vitamin B-12 injections,
Office and home visits,
Blood Pressure Monitoring Clinics,
Flu Clinics
In 2022, Judith Raleigh retired from her role of Board of Health Nurse. Judith was a key member of the Health Department team
throughout its COVID response efforts. More recently Judie had been providing weekly blood pressure screenings and friendship to
many of Canton’s older population. She will be greatly missed.
After more than 25-years of service in the role of Board of Health physician, Doctor Robert L. D’Agostino retired from his role of Board
of Health Physician in 2022. We thank him for his service and wish him all the best in retirement.
The Board also thanks Dot Hennessey for her 16- years of volunteer service to the Health Department. Dot has been a tremendous asset
to our department. While we will miss seeing her in the office, we look forward to continuing our Medical Reserve Corps work with
Dot.
As always, the Board of Health is pleased and privileged to serve the Town of Canton and its citizens.

During the 2022 year the Building Renovation Committee (“BRC”) continued its management of the projects approved at earlier Town
Meetings. Due to effects of Covid 19 in 2021 and 2022 many voted projects were delayed or cancelled and the funds reallocated to
cover Covid 19 expenses. The Following is a list of some of the projects that were addressed by the Building Renovation Committee
in the past year:
1. Canton Public Schools: Memorial Field Bleachers and Press box Replacement. Nesra Engineering was the low bidder as
the designer/Engineer on this project and Low bidder as General Contractor was Green Acre Landscaping. This project
has been completed
2. The installation of two CHS Roof Top Units # 4 and # 8 were completed in September.
3. The low bid for the Luce Playground was received from Ulti Parks and Playground. Playground Equipment installation
and Rubber surface has been completed. Additional Site work will be completed in the Spring of 2023.
4. Galvin Middle School Feasibility Study Was voted by Town Meeting. The BRC appointed a subcommittee as required
by the state’s MSBA. The New Subcommittee will be The Canton School Building Committee. This committee has met
several times and are currently working on issuing an RFS for an Owners Project manager (OPM) as required by law on
all projects over $1.5 Million
5. Memorial Hall Exterior Repairs: Town meeting voted a total of $2,600,000 to fund this project. We hired an Owners
project management firm Anser Advisory and the Architectural firm of Spence Sullivan and Vogt. The General Contactor
is Folan Waterproofing & Construction. The project was substantially completed in December 2022.
I would like to thank all of the Town employees but especially Charles Aspinwall, Town Administrator and Police Chief Ken Berkowitz
who both retired this year. Charlie was helpful to the BRC with his time and advise and ken was always available for help whenever
we needed it. We are very thankful and wish them both long and happy retirements. We wish to also give thanks to Stephen Marshall,
Business Manager Canton Public Schools, Fire Chief Charles Doody, who is now the Town Administrator, Randy Scollins, Finance
Director. Steve Choiniere, Supervisor of Facilities. Mike Trotta, Superintendent of Canton Public Works. Bill Walsh, Operations
Manager, Canton Public Works. Regen Milani, Conservation Agent and all the other professional employee’s at Town Hall. As a
volunteer committee these people keep us informed and perform the day to day work necessary to allow these projects to be completed
on time, on budget.
I would like to thank my fellow committee members. Their knowledge and expertise is what makes this committee functions so well.

CPA IN CANTON
The Canton Community Preservation Committee (CCPC) is the town board that implements the Community Preservation Act (CPA)
which was adopted by Canton voters in 2012. Through the CPA, state and local funds are collected to fund open space, affordable
housing, historic preservation, and recreation projects. Local funds are raised through a 1% surcharge on all real estate property tax
bills with three exemptions: (1) residential property owned and occupied by any person who qualifies for low-income housing, or low-
or moderate-income senior housing; (2) the first $100,000 of taxable value of all residential real property; and (3) the first $100,000 of
taxable value of all commercial and industrial property.
FUNCTION & COMPOSITION
The CCPC administers the community preservation fund, writes and adopts a Community Preservation Plan based on community input,
receives proposals from the community for expenditures from the fund, recommends projects to Town Meeting to be considered for
funding, and monitors the progress of approved projects. The Committee is comprised of nine volunteer members: one citizen-at-large
and one member each from the Conservation Commission, Historical Commission, Housing Authority, Planning Board, Playground &
Recreation Commission, Select Board, Capital Planning Committee, and School Committee. Given this composition, the CCPC
typically experiences turnover in one or more of the seats in any given year. In 2022 the CCPC welcomed a new member from the
Planning Board: Kathy McCormack. The CCPC extends it appreciation to the former Planning Board representative to the CCPC: David
McCarthy.
2022 ACTIVITY & APPROVED PROJECTS
The CCPC typically meets on the first Monday of each month; however, additional meetings are often required in December and January
of each year when the Committee is reviewing CPA applications. A total of 10 public meetings were held by the Committee during
2022. In May of 2022, the CCPC presented its funding recommendations for Fiscal Year 2023 to Town Meeting. The Committee
recommended a total of eight projects across all three funding categories. CPA-funding recommendations for FY23 totaled $911,519.
The CCPC is pleased to report that all eight projects recommended for funding were approved by the Town Meeting Body. A table
summarizing the projects funded in 2022 follows. Additional information about each of the projects mentioned below can be found on
the CCPC website: https://www.town.canton.ma.us/414/Community-Preservation-Committee-Website.

Mutch Skating Rink Design $50,000
Funding for a design study to identify project needs and create cost estimated for repairing and improving
the skating rink, and making it ADA accessible.
In April of 2022 the CCPC hired JM Goldson to perform community outreach regarding community goals for the CPA. JM Goldson
developed a survey which more than 1,000 citizens filled out, along with hosting focus groups and a community forum. The aggregate
results of the survey are posted on the CPA website, and all information collected from this community engagement initiative will be
used in developing an updated Community Preservation Plan which will be released in 2023.
In the Summer of 2022, due to the resignation of our long-term Administrator, the CCPC made the decision to pause accepting
applications for funding in FY24 and resume the following year. The fall of 2022 was focused on the onboarding and training of our
new administrator. In November of 2022 the CCPC decided to open pre-applications for FY25 funding starting December 12th, 2022.
FINANCIALS

The Commission manages the Canton Community Garden located at Pequitside. There are 27 plots that are rented each year by
individual residents to allow them to grow their own personal produce from May to October. Renewals for plots are on-going for the
2023 season. It looks like at least two people on our waitlist will be able to get a plot in the upcoming year.
We would like to thank the Canton DPW, in particular William Walsh, Highway Supervisor, Steve Choiniere, Canton Facilities and
Grounds Supervisor, Building and Grounds Technicians: Ed Butler, Kevin Brophy, Rob Martin, and Peter Ferry, and Dan Ouzounian
and his team in Forestry, all without whose assistance we would not be able to maintain and repair our buildings and grounds. We also
would very much like to thank our Tax Work-Off Program participants, Carol Cycelia and Maureen Hariman, for their valuable
contributions to our office work, especially covering the phones between when Casey left and when Robin transitioned over.
A reminder, if you happen to find a rare animal, plant, or insect in Canton, please take photos (don’t disturb), and document the date,
time, and location with GPS if possible, and call the Agent right away. This important data will help us to protect the Town’s natural
history.
