SPECIAL TOWN MEETING NOVEMBER 18, 2024



PLANNING BOARD DISCUSSION:             The public hearing for Article 9 was held by the
Planning Board on October 11, 2024. The Town Planner introduced the article and explained
the proposed changes. This article, pertaining to carriage house conversions, becomes
obsolete with the new changes to accessory dwelling units. The Board had no questions and
took a vote to send a positive recommendation, which carried 4-0-0 (Kathy Gibbs McCormack
absent). Later in the meeting the Board voted 5-0-0 to close the public hearing on Article 9.

FINANCE COMMITTEE DISCUSSION:     The Finance Committee supports the Planning Board
motion to recommend Article 9 (Amend Zoning By-law Section 8.5) of the Special Town
Meeting No. 2.

This article would strike all of the existing language in this obsolete section of the Zoning By-
laws. That section allowed accessory buildings, such as barns or carriage houses, built before
1937 to be converted into separate dwelling units by special permit. This language is no longer
required in the Zoning By-laws and will be addressed by the accessory dwelling unit language
being added throughout these Fall 2024 Special Town Meeting No. 2 Planning Board articles
and other modern zoning. The deleted Section 8.5 language will be replaced by the term “Not
Used”.

This article helps align the Town’s accessory dwelling unit zoning with the new state law
regarding the matter while eliminating an outdated and no-longer-needed section of the
Zoning By-laws.

AMEND ZONING MAP
Article 10 To see if the Town will vote to amend the Zoning Map of the Town of Canton
Massachusetts dated September 2024 as follows, or take any other action related thereto:
By inserting an overlay to delineate the Canton Junction Overlay District, as described in
Section 9.10 of the Zoning By-law and voted approved in Article 32 of 2024 Annual Town
Meeting.

PLANNING BOARD MOTION:

MOVED:        That the Zoning Map of the Town of Canton Massachusetts dated September
2024, be amended as set forth in the Warrant.


                             PLANNING BOARD VOTE:       5-0-0



FINANCE COMMITTEE RECOMMENDATION:

The Finance Committee recommends that the motion presented by the Planning Board to Town
Meeting for Special Town Meeting No. 2 Article 10 be adopted as printed in the warrant.

PLANNING BOARD DISCUSSION:            The public hearing for Article 10 was held by the
Planning Board on October 11, 2024. The Town Planner introduced the article and explained
the proposed changes. This is a housekeeping article that updates the Zoning Map of the Town
of Canton in order to reflect the new Canton Junction Overlay District that was passed at
Annual Town Meeting 2024. The Board had no questions and took a vote to send a positive
recommendation, which carried 5-0-0. Later in the meeting the Board voted 5-0-0 to close the
public hearing on Article 10.


FINANCE COMMITTEE DISCUSSION:              The Finance Committee supports the Planning
Board motion to recommend Article 10 (Amend Zoning Map).

This article is a simple housekeeping amendment to the Town’s Zoning Map to include the
Canton Junction Overlay District created at the 2024 Annual Town Meeting (Article 32) in
compliance with the state’s MBTA Communities Law zoning mandate. This amendment only
adds this overlay district to the zoning map and will not change any zoning from what was
approved at the 2024 Annual Town Meeting.

Having accurate town zoning maps is required when related zoning regulations are changed
regarding the Town’s zoning districts.
