Chief of Department
wrobery@town.canton.ma.us

The Canton Fire Department currently operates two ladder trucks:

e Ladder 1: Stationed at Station 1, District 1
e Ladder 2: Stationed at Station 2, District 2

Ladder 1 is a 2001 E-One 100’ straight-tip aerial that has served the department reliably for 24
years. It currently has 33,000 miles, with 5282 engine hours which equates to 211,800 miles. By
the time a replacement is delivered—expected in late 2029 due to a 44-month lead time from
contract signing—Ladder 1 will be 28 years old, exceeding our department’s typical replacement
target of 25 years for aerial apparatus.

Replacement Recommendation:

We recommend replacing Ladder 1 with a tower ladder (platform aerial), which provides
enhanced functionality, safety, and operational capabilities compared to a straight-tip ladder.

Justification for Tower Ladder:
1. Enhanced Firefighter Safety

e Enclosed Platform: The tower ladder offers a secure, stable platform for firefighters to
operate from, minimizing the risk of falls, especially in adverse weather conditions.

e Reduced Physical Strain: Firefighters and equipment can be elevated into position in
the bucket, rather than climbing the aerial with tools, reducing fatigue and risk of injury.

2. Improved Operational Capabilities

e Precision Water Delivery: The platform allows for accurate targeting of water streams,
increasing efficiency in fire suppression efforts.

e Versatility in Rescue Situations: The bucket can be positioned precisely to facilitate the
removal of victims from roofs, upper floors, or elevated platforms—particularly
important when stair access is unavailable or compromised.

PLEDGED TO FIRE PREVENTION

Source page 49

3. Rescue & EMS Advantages

* Patient Immobilization & Extraction: The tower ladder serves as a critical rescue
platform for patients who require immobilization and cannot be moved via conventional
means, such as stairs or ground ladders.

4. Long-Term Value
e While the initial cost of a tower ladder is typically higher than a straight-stick aerial, the

increased capabilities, safety features, and potential for dual-purpose use (fire suppression
and technical rescue) provide long-term operational value and flexibility.

Conclusion:

Ladder 1 has served the department and the community well for over two decades but will have
surpassed its ideal service life by the time a replacement is delivered. Transitioning to a tower
ladder for its replacement aligns with our commitment to firefighter safety, operational
efficiency, and readiness for complex rescue scenarios,

Request for Feasibility Study Funding — Canton Fire Department

The Canton Fire Department is requesting $110,000.00 to conduct a feasibility study to evaluate
the current and future space needs of our facilities and determine the most cost-effective solution
to address them.

We currently operate out of two fire stations:

e Station 1 (Headquarters): 99 Revere Street — built in 1978 and renovated in 2004
e Station 2: 7 Sassamon Street

Due to significant growth in operations and staffing, Station 1 has exceeded its functional
capacity. To meet our current operational needs, we are incurring ongoing expenses to rent:

e An office trailer for the EMS Coordinator :
e 4,400 square feet of warehouse space for vehicle repair, emergency management trailer,
lighting plant, and ciitical storage

This space shortfall is not sustainable long-term and negatively impacts our operational
efficiency and readiness. In response, we propose a professional feasibility study to determine
whether:

It is economically viable to renovate or expand the current stations

A complete rebuild on the existing footprint would be more cost-effective
There is potential to acquire adjacent land to facilitate expansion-

e Cost estimates and comparative analysis for each option

The attached Request for Information (RFI) outlines the scope of work expected from the
feasibility study. The findings will provide the necessary data and recommendations to support
future planning, budgeting, and possible capital funding requests.

The requesting amount of $110,000.00 is based on the following feed back from the RFI and
some prices of towns requesting a similar study:

Town of Weston $92,000 — 2022

PLEDGED TO FIRE PREVENTION

Source page 53

Town of Rockland $165,000 -3 stations and land acquisition.
RGB Architects $137,000

Five Bugles Design $ 49,500

We appreciate your consideration of this request and look forward to your support in helping us
better serve the community through improved facilities.

PART 3. SCOPE OF WORK

3.1 OVERVIEW AND PURPOSE
The Town of Canton is seeking to gather this Request for Information in support of Capital Planning
initiatives in funding a Feasibility Study. The information received will be to inform the Town of the
specific costs per the scope of work as noted below, supporting the capital request, which will lead to
the required funding supporting a potential RFP or RFQ to be issued.

3.2 BACKGROUND INFORMATION
Canton is a community located approximately 5 miles southwest of Boston, with a population of
24,370, according to Census 2020 figures’. Its population increased 10.3% over the previous 10 years,
which is a stronger rate of growth than projected in the Master Plan (2020)”. The town is an
established and maturing suburb, characterized by lower densities throughout the community with a
limited amount of vacant land that is developable*. Canton has a majority of single-family home
developments (60%) on moderately-sized lots, with a relatively affluent population’, It is home to major
employer and retail centers with connectivity to two commuter rail stations in the town center, access
to highways I-95 and I-93, and Route 716 Massachusetts Bay Transportation Authority (MBTA) bus
service’. The Town is governed by a five-member Select Board and Open Town Meeting. Daily
management is by the Town Administrator appointed by the Select Board.

3.3 SCOPE OF SERVICES
Background

Canton Central Fire Station - 99 Revere Street

Canton Central Fire Station (HQ) was built in 1974 and had a major renovation around
2006. Routine building maintenance and repairs projects have occurred since then. The
station sits on 1.65 acres. There is one structure that is 2-3 stories in height and

multiple curb cuts,

Canton Fire Station 2 — 7 Sassamon Street

Fire Station 2 was built in 1964. The site is approximately |.3 acres which abuts
residential properties.

Due to the constraints of the Headquarters site, the Town wishes to study the future
needs of the Fire Station Headquarters and Station 2 in order to identify possible shared
solutions to problems such as vehicle storage, parking and access, and to define the
future building footprint, should expansion/reconfiguring of the Fire Station
Headquarters/ Fire Station 2 be necessary. Alternative sites are not part of this study.

Phase |: Conditions Assessment and Development of Design Program
Upon notification to proceed, the Designer shall:

|, Review existing conditions, applicable documentation, physical investigation of the
existing Canton Fire Station buildings (HQ and Station 2), parking lots, and land.

2. Assume given the age of the buildings new MEP systems are required in the long-
term planning and the cost estimate needs to reflect this. A Net Zero building shall
be considered as one of the options.

3. Assess ceiling/acoustical tile, floor, wall and roof systems.

4. Determine compliance with applicable codes, accessibility, and adequacy of facilities
for both genders.

5. Schedule meetings with a working group including appropriate Canton Fire
Department staff members, at least | Building Committee member and other Town
employees, as required, to learn about the activities of the Fire Department, how
the Fire Stations are currently used, current space and parking deficiencies and
future programmatic and space needs.

6. Through the Canton Facilities Department, review with the Fire Chief /Town
Administrator, the fire department current staffing, and staffing and growth
projections for the Fire Department.

7. Provide a tabular (spreadsheet) detailing the space needs program that itemizes the
net area for all spaces required in the building(s) and any appurtenant structures.
This should include apparatus bay, living areas, business areas, mechanical spaces,
etc. Assemble program to indicate gross area by use within the building and overall
building gross square footage.

a. For all major spaces provide a space needs diagram to illustrate the size
and capability of the programmed areas. Space diagrams should be
provided for at least; Apparatus bays, equipment storage, washdown
areas, meeting or training rooms, kitchen/dining, sleeping quarters,
showers and toilet rooms for sleeping areas, and any other significant
area.

b. Provide a list of all rolling stock and including Ladder and pumper trucks
as well as other equipment requiring garage space such as boats, ATV's.

c. Identify equipment to be purchased outside the construction contract but
to be included in the Total Project Cost such as laundry equipment,
furniture, radio systems, etc.

d. With the space diagrams and with a program narrative, identify special
mechanical and electrical criteria for equipment or system design that
require significant space and/or construction cost; e.g. specialized
ventilation, lighting, plumbing, power supplies, etc.

8. Develop an overall Master Plan for the proposed renovation and/or an expansion of
the existing facilities and/or a new facility that meets public safety needs, staffing and
growth projections as defined by the Town Administrator/Fire Chief. When
evaluating the various construction options, all types of construction, public access,
abutter concerns and aesthetics shall be considered.

9. Identify and prioritize the most urgent needs to be addressed with regard to both
physical plant and programmatic needs, highlighting any existing safety issues and non-
conformities.

10. The cost estimate shall include energy-efficient and cost-efficient configurations for
infrastructure building systems including but not limited to HVAC, plumbing, electrical,

goals.

II . Assess fire protection design and living quarters, including, but not limited to,
equipment and uniform maintenance and cleaning, equipment storage, air refilling
stations, and building access/egress.

12. Evaluate existing sites, including parking areas, driveways, walkways, common areas,
public access, etc. Identify site opportunities and constraints relevant to possible
expansion of the existing buildings.

13. Develop the most cost-effective phased plan for assessing renovations and/or for
providing additional space:

a. Analyze the practicality of phased infrastructure upgrades and the
integration with existing or new systems.

b. Propose an overall schedule and sequencing for a comprehensive plan at
both locations.

c. Consideration and cost estimate to keeping the station operational
during the construction projects.

14. Incorporate removal of suspect asbestos containing material (ACM) and/or any
other hazardous material in the phasing plan. (No Testing has been performed.)

15. Conduct a review of other recently renovated or new Fire Stations in communities
in Massachusetts that are comparable to Canton in size and program requirements to
determine "best practices" related to their design.

16. Estimate pricing of various options and/or components of a phasing plan.

Phase II: Development of Conceptual Schematic Drawings and Cost
Estimates

|. Provide the Building Renovation Committee with Conceptual Schematic Drawings
based upon agreed-upon programmatic elements. Such drawings must comply with
all legal requirements such as, but not limited to, applicable Building Codes and local
regulations.

Project Description

Deliver a cloud migration plan with a strategy that enables the Town of Canton to havea
smooth, cost-effective ability to migrate its current on-premises Microsoft Office licenses
and content to the Microsoft 365 environment.

Project Background & Rationale

The Town of Canton currently utilizes a portfolio of software applications for finance and
accounting, assessment and billing, licensing, content management and other systems.
Most applications currently are utilized on-premises,

The industry trend both in commercial and public sector organizations is to migrate core
applications and content to the Cloud. The driver for cloud migration includes:

e Increased security of applications, content and data

e Improved access to systems, data and content

e Scalable capacity to meet growth and peak cycles

e Lower on-premises resource requirements and staff labor costs

e Seamless feature enhancements within SaaS solutions

After an analysis of Canton’s current on-premises Microsoft Office license and usage, this
M365 Cloud Migration Plan lays out the steps to move the Office applications and content to
the Microsoft 365 environment.

_ Current Environment Assessment

Identity & Licensing

e¢ Tenant Type: Government (GCC)

e Authentication: Password hash synchronization (Police Department); MFA via Duo

e Conditional Access: Currently three global admins: Louis, David, and Susan

« Directory Sync: On-premises Active Directory sync used only for Police
Department; 82 users currently synced

¢ VPN: Not required for access (currently open)

e Licenses: 3 Microsoft 365 Apps for GCC licenses, 63 Microsoft Entra ID P1 for
government licenses; 3 Office 365 G1 GCC licenses, and 10 SharePoint (Plan 1) for
GCC licenses

retention policies for Sent and Deleted Items

On Premises to Microsoft 365 Migration
Identity Access Management & Licensing

A robust and secure identity framework is essential to the Town of Canton’s Microsoft 365
migration. Currently, the environment utilizes on-premises Active Directory
synchronization, while Microsoft Entra ID P1 licenses support identity and access
management across the broader workforce. To facilitate a seamless and secure transition,
our strategy will address four core areas:

1. Directory Synchronization Review & Configuration

We will validate the existing Active Directory synchronization process to ensure all
accounts are represented accurately and comprehensively. This includes identifying and
remediating any duplicate, inactive, or orphaned accounts, as well as establishing clear
procedures for ongoing synchronization administration.

Modern conditional access policies will be developed to safeguard global administrator
accounts, enforce location and device-based restrictions, and enable self-service
password reset (SSPR) capabilities for all users. Adopting least-privilege principles will
minimize risk while maintaining operational efficiency.
