DESCRIPITION:
What is the request for? Example: 4 police cruisers. What are the funding sources (if more than one)?

The Vactor will replace the flush truck as the front line piece of sewer maintenance sewer line
cleaning equipment.

PURPOSE AND JUSTIFICATION:

Why the department needs this item. If additional space is needed for justification, please add a second page.

Does this further the Town’s Green Policy? Examples: We reviewed the ‘greener’ options; however, the internal combustion engines
remain a requirement for patrol vehicles that must run for longer periods without the ability to charge. We do have hybrid vehicles in
the fleet where the role is applicable.

This versatile piece of equipment will be critical for Public Works daily operations, including: cleaning basins and
oil-water separators in compliance with our MS4 permit, maintaining sewer lift stations, supporting hydro
excavation operations for the water department. The Vactor 2100i will serve as a key asset, enhancing efficiency,
safety, and operational capability across multiple municipal infrastructure tasks.

The Neponset Water Treatment Facility was designed with a membrane pressure filtration
treatment process. The membrane process has been determined to be costly to operate and
highly labor intensive. The facility has not been able to meet its design capacity for several years
due to failing or inoperative process components, while certain other process components have
reached the end of their useful lives. This includes numerous pipes and valves, and the
computer software and hardware critical to the operation of the facility. We have determined
that for these reasons, the existing membrane treatment process is no longer the appropriate
technology to treat the Towns water at this location.

We have been working with our consulting engineers to develop plans to restore the capacity
lost due to the failing and inoperative components. The recommended action is to remove the
membrane treatment process and replace it with granular media pressure filtration, which is the
process in use at the Pecunit WTF. The new process components will fit within the footprint of
the existing system and will not require expansion of the existing building. This will provide an
opportunity to simplify the treatment process, replace aging and failed components, and
provide a consistent treatment process across our system.

SCOPE OF LEAD AND COPPER RULE COMPLIANCE SUPPORT ~ PHASE 2

The next phase of compliance support for the Town is centered on proactive planning and early
execution with the goal to minimize future regulatory burdens and streamline compliance with the Lead
and Copper Rule Improvements (LCRI). We aim to significantly reduce the quantity of ongoing annual
notifications, reduce the risk of tap sampling exceedances, and avoid costly administrative requirements
by completing the tasks identified in Table 1 below to ensure that the Town’s only remaining obligations
under the LCRI will be limited to Lead Sampling at Schools and Childcare Facilities, Validation of Non-
Lead Services, and the targeted replacement of known Lead and Galvanized Requiring Replacement
(GRR) Service Lines beginning on November 1°, 2027. This forward-thinking plan positions the Town to
meet all federal and state requirements efficiently while protecting public health and maintaining
transparency with residents.

Asummary of the work being proposed as part of Phase 2 is presented in Table 1 below.

RE: Capital Request Fy25 — Lead Service Line Inventory & Replacement Planning / Lead & Copper
Rule Revisions Compliance Assistance
Canton, Massachusetts

Dear Mr. Trotta:

As we recently discussed, we have prepared this Scope and Fee in support of your FY25 Capital
Request for consulting services in support of Lead and Copper Rule Revision compliance for Canton.

BACKGROUND

In 1991 the United States Environmental Protection Agency promulgated regulations known as the
Lead and Copper Rule (LCR) under the authority of the 1974 Safe Drinking Water Act. The LCR helps
protect public health by regulating water suppliers on how to treat and control for lead. Lead and
Copper Rule revisions (LCRR), finalized in 2021, significantly increases the administrative and
compliance responsibilities for Public Water Systems (PWS), as described below. It should also be
noted that the EPA is additionally undertaking Lead and Copper Rule Improvements (LCRI) rulemaking,
expected to be announced in November 2023, which could further increase the compliance
requirements:

By no later than October 16, 2024:

e LSL Inventory - Complete, and submit to MassDEP, an inventory (material and verification
method) of service lines connected to its distribution system, whether or not they are owned or
controlled by the water system (public-side from main to corporation stop and private-side from
corp to meter).

o Note that the inventory may contain service lines classified as ‘Unknown’ material,
although these are treated as lead for compliance and notification.

e Public Notice - Make the Lead Service Line Inventory (LSLI) available to the public and notify
customers who have lead service lines , galvanized downstream of lead (‘galvanized requiring
replacement or GRR’) or lines of unknown material.

e LSL Replacement Plan - Submit a plan to MassDEP detailing how the PWS will prioritize, fund,
and fully remove any identified LSLs or GRRs connected to its distribution system.

e Modified Lead Tap Sampling Plan — Modify current Sampling Plan based on results of inventory.

Michael Trotta

Director of Public Works
Town of Canton
November 1, 2023

Beginning in 2025, the LCRR further requires the following compliance activities:
e Updating the Lead Service Line Inventory annually, so that services of unknown material are
classified
o Based a preliminary review of Canton’s records, we anticipate that it probably will not be
possible to fully classify all unknowns by October 2024.
¢ Publishing the LSLI annually to customers
e Water Testing at K-8 and Licensed Childcare Facilities
o Ataminimum, test (or document good faith effort of attempting to test) 20% of facilities
per year starting in 2025

The Town of Canton water system currently has approximately 8,800 accounts and 7,300 service
connections and dates back to the 1890’s. The Town has replaced lead pipe when encountered during
the course of operations, and Water Division personnel are not currently aware of the presence of any
LSLs. However, lead goosenecks connecting to older steel pipe are suspected to remain. A very
preliminary review of the 7,298 water service tie cards provided by Canton indicate a wide variation in
the quality and availability of service line material information. The LCRR-required inventory will need
to document the material of both the Town-owned and customer-side service lines, as well as the
presence of goosenecks and any galvanized pipe that may have been installed downstream, as the
LCRR will require a plan to remove any LSLs or galvanized downstream.

In June 2022, the Massachusetts Clean Water Trust and MassDEP announced a new financial
assistance program for funding the preparation of LSL Inventories and Replacement Plans. The
program will consist of a 100% grant (no matching required). Applications began being accepted on a
first-come first-served basis beginning July 1, 2022. To date, Kleinfelder has prepared successful
applications for 8 Massachusetts communities totaling over $1.8M. Our LCR Program team is working
for small towns like Ayer and Millis, MA and for larger cities like Somerville, Cambridge, and San Diego
(CA). Kleinfelder will assist Canton with preparing a SRF Grant Application to fund the Scope of
Services for the Inventory and Replacement Plan. A proposed Draft 2024 Inventory Scope of Services
is provided in Appendix A.. We expect that the Town will be able to receive the full grant funding for the
initial Inventory which is anticipated to cost on the order of $200,000. The grant funding would likely
become available as early as end of December.

PROPOSED FY25 CAPITAL REQUEST

This section presents the anticipated LCRR compliance tasks which must be undertaken beginning in
FY25, and order of magnitude budget for planning purposes. The scope and budget will be refined in
Fall 2024 after the Lead Service Inventory work (Appendix A) is completed:

APPENDIX A — DRAFT 2024 Scope of Services, Lead Service Line Inventory & Replacement Plan

Kleinfelder proposes to perform the following tasks to help Canton Water Department meet the
compliance requirements of the October 2024 deadline of the LCRR:

Task 0: Grant Application
Prepare an DWSRF Planning Grant Application for obtaining funding for the Lead Service Line (LSL)
Inventory.

Task 1: Data & Records Preliminary Screening

Kleinfelder will perform data compilation and screening to determine the availability, type, and quality of
information for LSL inventory development and to confirm the appropriate method(s) for completing an
LSL inventory and replacement plan. Task 14 will include approximately 80 hours labor for a desktop
review of available data relating to service line material which may include review of these types and
sources of information, as available:

e Water system records such as: GIS database (water main diameter, material; fire hydrant data),
historic maps, tie card database, meter install / replacement records, historical CIP or master
plans, and SOPs, construction specifications

« Water billing information (meter size, service line size, material)

e Existing historical or verified public and private service material records (if available)

e Information used to develop pool of existing LCR sampling sites.

e« Documentation of service line materials including construction & plumbing codes and permits.

e Assessor's Database /Parcel or Structure data

« Parcel ID, Address, Year Built

e Acreage or Lot Size

e Property Class or Zoning

e Recent surveys

« Construction records (especially service line replacements, plumbing work, renovations,
or new construction)

e« School and Childcare facilities

e Inspections and records of the distribution system.

Interviews with system personnel.

Paper records will be scanned to PDF format. A preliminary excel database will be prepared, which will
be consistent with the template provided by MassDEP. A summary of data gaps will be developed, and
an approach for filling in inventory gaps (classifying unknowns) within the budget limits will be
presented in a technical memorandum.

Deliverable — Preliminary Excel database and Technical Memo describing status of data sources,
identifying data gaps and presenting a recommended approach for inventory development in Task 2.

Task 2: Inventory Development & GIS Map

APPENDIX A — DRAFT 2024 Scope of Services, Lead Service Line Inventory & Replacement Plan

Based on the information and approach developed in Task 1, inventory development will be performed,
and a GIS map developed. Inventory will likely include several of the following types of activities, as
recommended and appropriate to the findings of Task 1:

e Population of material data from PDF scans using optical character recognition (OCR).

e Visual scanning of written records (e.g tie cards, meter installation records, record plans,
property records) and population of material data using manual transcription.

e Predictive analytic statistical modeling using available data and methodologies consistent with
Association of State Drinking Water Administrators (ASDWA) framework guidance’ to assign a
material likelihood to parcels with Unknown SL materials. It is anticipated that if recommended,
modeling will be performed by BlueConduit (https://blueconduit.com) under subagreement to
Kleinfelder.

e Implementation of a customer-driven survey similar to EPA’s “Protect Your Tap” scratch/magnet
test. This would utilize either ESRI Lead Service Line Inventory App or Mass-DEP provided
application.

e On-site visual inspections, which are expected to include a combination of basement inspection
and vacuum excavation in street at a limited number of targeted properties. These properties
would be representative but random to avoid data bias and enable the creation of a
statistical/predictive model.

This Task has budgeted approximately 160 hours of Kleinfelder labor, along with DBE subconsultant
time for records review, data science, and for vacuum excavation (assume one round of approximately
30 test pits).

Deliverable —GIS Map and excel database with public and private service line material classified into
known and unknown materials. Database will be in digital format specified by MassDEP.

Task 3: Lead Service Line Replacement Plan Development and Sampling Plan Update

A -LSL Replacement Plan:

Based on the results of Tasks 1 and 2, and upon discussions with water system stakeholders, a
Service Line Replacement Plan will be prepared. The Plan framework will be designed to be consistent
with LCRR anticipated final requirements, by including the following sections:
1) Inventory:
o A strategy for determining unknown service line material for remaining unknowns unable
to be classified within the budget for Tasks 1 and 2.
o Procedures for updating the LSL Inventory annually and for providing public notice
annually of the full inventory and individual homes with LSL or ‘unknown’ status.
2) Replacement Goal and Procedures:
o LSL replacement goal rate if the trigger level is exceeded.
o Flushing procedures and standard operating procedures for disturbances.
o Procedures for conducting LSL replacements.

APPENDIX A — DRAFT 2024 Scope of Services, Lead Service Line Inventory & Replacement Plan

3) Funding: Strategies for program funding including ways to accommodate customers that are
unable to pay for private-side LSL replacement. Recommended updates to the Town’s capital
improvement plan, as appropriate.

4) Communication: Strategies and procedure for meeting LCRR requirements.

B - Sampling Plan Update:

The number of sampling sites under the LCRR has not changed, but the locations and sampling
techniques will change under the LCRR requirements and based on the LSL Inventory. The existing
Plan will be updated to be consistent with new LCRR sampling site and collection procedure
requirements.

Task 3 will include up to two (2) meetings with water system managers and other stakeholders to
discuss and document consensus on the Plan policies and procedures. This Task assumes up to about
190 hours of labor. The detailed development of policies and ordinances are outside the scope of this
Phase 1 effort. Recommendations will be made for further Plan development in Phase 2, if warranted.

Deliverable — Draft and Final Preliminary LSL Replacement Plan; Updated Sampling Plan

Task 4: Public Outreach Assistance

This task will include the development of a Public Outreach Plan Framework and include preparation of
initial messaging educating homeowners about lead in drinking water and the utility’s plans for lead
service inventory activities. Kleinfelder will meet with the DPW Director, Water Superintendent and
Town Administrator, Public Health Director to review the Public Outreach Plan Framework, which is
proposed to include:
1) Beginning of the project: Prepare an electronic Frequently Asked Questions flyer (assume up to
2 pages) for Town to mail to water customers, add to website and promote on social media.
2) Develop a Flyer that describes the on-site inspections for the Town to distribute by mail to the
property owners and tenants targeted for inspection and to post on their website.
3) At completion of Inventory and Draft Replacement Plan: One public meeting presentation to the
Select Board.

This Task has been budgeted to include up to 100 hours of support. Additional activities may be
recommended to be funded separately, depending on the outcome of Tasks 1- 3 and the stakeholder
meetings.

Deliverables: Public Outreach Framework, electronic materials for items 4.1 through 4.3.

Satellite Well at Moran Water Treatment Facility
(PWTP) - Phase II Construction

$ 450,000.00

DESCRIPITION:

What is the request for? Example: 4 police cruisers. What are the funding sources (if more than one)?

Installation and construction administration for the replacement of failing Well 14 at PWTP.

Boring done under Phase | confirmed the suitability of the soils for the Satellite Well. Water quality
testing found water consistent with that of Well 11 and Well 12. Phase | investigation confirms the
viability of the installation of a satellite well.

Pecunit Well No. 14 was installed in 2009 during the construction of the Pecunit greensand iron
and manganese removal facility. The intention of the additional well at this location was to
supplement supply to ensure the water treatment facility had adequate process water.
Unfortunately, the well was sited close to wetlands and suffers from extremely high iron. The
well has been cleaned and redeveloped numerous times over the past 15 years and its capacity
has steadily declined to the point that it is no longer cost-effective to operate. We are
proposing to replace Well No. 14 at a location more distant from the wetlands, in the same
general area as the existing Well Nos. 11 and 12, which continue to provide excellent yields. A
preliminary boring was installed in the spring of 2025 and confirmed the suitability of the soils,
and preliminary water quality testing demonstrates that the water is consistent with that from
Well Nos. 11 and 12.

Our estimate for construction cost is $375,000 for construction and $75,000 for engineering
services
