TOWN CLERK and ELECTIONS BUDGET TOWN CLERK SALARIES The Senior Clerk position is covered under the AFSCME contract. The contract calls for a 3% COLA in fiscal year 25, which has already been incorporated into the proposed base budget. The Assistant Town Clerk is covered under the Personnel Board and | am told that a 3% COLA is being recommended. | am requesting the same compensation. lam also requesting that the Town Clerk and Assistant Town Clerk positions be increased from a 35-hour work week to a 40-hour work week. Due to an increased workload, | am already working 40 hours per week. The implementation of early voting, vote by mail and the volume of public record requests received by this office has greatly increased the workload making it imperative that staff hours must increase in order to complete tasks and meet deadlines. Currently, twenty-one employees in Town Hall work and are paid for a 40-hour week. These employees represent every department in Town Hall with the exception of the Town Clerk’ Office. A recent survey of Massachusetts City and Town Clerks indicates that at least 108 Massachusetts Clerks currently work and are paid for a work week consisting of more than 35 hours, with 63 of those municipal Clerks working for 40 hours or more per week. Attached is a listing of communities with a work week of 40 hours or more. OVERTIME SALARY lam requesting that the overtime line item be increased to $5,000. This would cover the cost for the Assistant Town Clerk and the Senior Clerk to work beyond their regularly schedule hours. As | stated, the increased workload makes it imperative that the staff work beyond their normal schedule to complete even general office tasks. We have fallen behind in duties such as filing and record purging as other work has taken precedence. TOWN CLERK LONGEVITY As a 36-year employee of the Town of Canton, | request that | receive longevity compensation in the amount of $1,750 annually. Prior to being elected as Town Clerk | did receive longevity compensation. When | was elected Town Clerk 21 years ago | stopped receiving longevity compensation. | am aware that at least 22 elected Massachusetts Clerks are receiving longevity payments, See attached list. | request that my longevity compensation be reinstated. RECEIVED ELECTIONS & REGISTRAR’S BOARD OF REGISTRARS SALARIES Per MGL Chapter 41, Section 19G (copy attached), | am requesting that annual compensation for each member of the Board be increased from $850 to $900 annually based on the current number of registered voters in Canton. Section 19G states that a Clerk may “receive the sum of fifty dollars, and, if the number of registered voters exceeds one thousand, an additional fifty dollars for each additional thousand of

registered voters or major fraction thereof...”. Attached is a “Voter Total Sheet” indicating the total number of registered voters as 18,123, POLICE DETAIL SALARIES | requesting an additional $3,000 to cover the anticipated cost of police details for elections to be held in fiscal year 2025. There are three elections, including a Presidential election scheduled in FY25. Police detail salaries in each of the last two Presidential election years totaled approximately $13,500. OVERTIME SALARY 1am requesting that the overtime line item be increased to $6,000. This would cover the cost for the Assistant Town Clerk and the Senior Clerk to work beyond their regularly schedule hours, which will be necessary on election days, for town meeting, during early voting, to process vote by mail and absentee ballot applications and process completed ballots returned by voters. PURCHASE OF SERVICES In 2023 we purchased 7 additional Poll Pads. The Poll Pad is a tablet containing Canton’s voter list and is used for voter check-in on election day, at town meeting, and for early voting. There is a $300 annual maintenance fee for each Poll Pad totaling $2,100. 1 am requesting $2,100 be added to the budget. See attached email. The state is paying for our lease of one high speed scanner to be used for advance processing early voted ballots for the upcoming Presidential Primary, State Primary in September and Presidential Election in November. The high speed scanner retails for $25,000, however, we have the option to buy out the lease for $3,500. See attached email. | am, therefore, requesting $3,500 for the purchase of the scanner. Please note, beginning in fiscal year 2026 we will be required to pay $2,500 to cover the cost of an annual software application fee. We have been informed by our vendor that there will be an increase of $50 per Imagecast voting tabulator to cover the cost of annual maintenance. See attached letter. We have eight tabulators. | am requesting an additional $400 to cover this expense. In an effort to modernize and improve the Town Meeting process, | am requesting that $10,000 be added to the budget for a one-time rental of 1,000 voting clickers, This would include staff to operate it. The clickers would expedite the voting process at Town Meeting by providing instantaneous results. If proven successful, | would request funding to purchase the clickers in the next fiscal year. In total, |am requesting that an additional $16,000 be added to the purchase of services line item. PRINTING AND BINDING lam requesting an additional $1,000 to purchase signage. Plans have made to relocate voting from the John F. Kennedy Elementary School to the former St. Gerard’s Church, beginning with the State Primary in September. Asa result, we will need to purchase signage for the JFK, and we will need a great deal of signage, both outside and inside, at St. Gerard, lam requesting an additional $1,000 for printing notices to inform the approximately 5,200 voters who currently vote at the J. F. Kennedy Elementary School that voting will be relocated to St. Gerard’s. By law, voters must be informed in writing when a change of voting location occurs.
Source page 83
In total, | am requesting that an additional $2,000 be added to the printing and binding line item. POSTAGE _ lam requesting an additional $1716 to cover the cost of postage for the change of precinct notices. | estimate 5,200 notices will have to be mailed at a cost of 33 cents apiece. During the 2020 Presidential Election and preceding State Primary a total of 11,461 ballots were mailed to voters at their request. Using these figures as a guide, at an estimated cost of 90 cents per mailing, we expect the cost of postage to mail ballots for the Presidential Election, State Primary and Town Election to be approximately $10,315, The cost of postage to mail the 2024 Annual Town Census was $5,807. We expect similar in 2025. It total, | am request that an additional $5,338 be added to the Postage line item for a total of $17,838. RECEIVED
