CANTON PUBLIC SCHOOLS PROPOSED BUDGET FY26
A MESSAGE FROM THE SUPERINTENDENT
On behalf of the School Committee and the entire school community, we are proud to present the proposed Fiscal Year
2026 budget. The Town of Canton has long supported the financial needs of the Canton Public Schools to serve the
students, families and staff at the highest level.
As a District, we are deeply grateful and appreciative. We believe the Canton school budget is a foundational statement of
our core values, our areas of improvement, and our student needs for learning, growth and well-being.
We are incredibly thankful for the Town of Canton’s support as we experienced extraordinary budgetary challenges to
close out the FY24 budget. Due to soaring out-of-district tuition and transportation costs, and the volatility of state
reimbursements and student out-of-district enrollment, we faced a multi-million dollar shortfall.
The Town and the Schools worked together to balance the budget through special education reserve funds and
emergency funds. Nearly every school district in Massachusetts experienced a similar budgetary shortfall due to rising
costs and a tighter state budget.
The path forward required a hard look at our budget for FY25. The School Committee prioritized class size and student
supports, while the CPS administration instituted new practices to monitor, encumber and reduce spending. We also
paused on the hiring of an Assistant Superintendent of Schools and the Assistant Director of Student Services to help
stabilize the budget. Thanks to additional state aid over the summer, CPS added two teaching positions -- a Luce special
education teacher and a Luce kindergarten teacher -- to meet the needs of students and maintain smaller class sizes.
For FY26, CPS took a different approach to building the budget, acknowledging the financial challenges at the state and
local level. Our CPS business office did a three-year look back on expenditures and right sized our budget lines to reflect
the average spending in these areas. Our team also waited for the Finance Committee target (4.93%) and then built a
level-service budget based on that number.
We identified our existing contracts with vendors, conducted a line-by-line analysis of employee costs, maintained solid
class sizes and student supports, and set supply lines. CPS will be hiring an Assistant Superintendent of Schools, but we
are not bringing back the second Assistant Director of Student Services position.

CANTON PUBLIC SCHOOLS PROPOSED BUDGET FY26
A MESSAGE FROM THE SUPERINTENDENT
Even in tough budget times, we prioritized areas that aligned with our District goals and our Strategic Plan. Our District is
also planning for the Grade 5-8 transition for the new Galvin Middle School.
We are committed to educational equity in our District, and we are working strategically and passionately to ensure
successful outcomes for each one of our students. And we are committed to high-quality teaching, learning, and leading in
a safe and welcoming school culture.
Our work is always centered around our students, and our budget reflects that approach and vision as well. Since student
needs are evolving and elevating, and we are promoting innovative and dynamic learning experiences, our school
community benefits from strong financial support and standing. And, in turn, we commit to being responsible and
accountable with these funds. We love the opportunity to be better and bring the Canton Public Schools to a higher level,
always striving to be Champions of Excellence.
Sincerely,
Derek Folan
Superintendent

CANTON PUBLIC SCHOOLS PROPOSED BUDGET FY26
SUMMARY OF FY26
SUPERINTENDENT APPROVED BUDGET RECCOMENDATIONS
District Contractual Salary Obligations - Increase by $1,985,869
Within the Canton Public Schools, there are five unions, including Unit A (e.g., teachers) and Unit E (e.g.,
education assistants), and three AFSCME Unions - Food Service, Administrative Assistants and Custodians. All
forms of financial compensation are negotiated with the School Committee and the unions, and outlined in each
contract. This amount reflects anticipated salary increases for all school personnel funded by the Operating
Budget, including stipend positions, lane changes, step increases, and longevity.
District Yellow Bus Contract - Increase by $56,405
Additional funds are required to meet the contractual obligations of our student transportation agreement.
Out-of-District Tuition - Increase by $565,582
This figure represents the required increase to the Operating Budget to fulfill our out of district tuition
obligations. Circuit Breaker and IDEA will support the remaining obligations for tuitions and transportation.
Custodial and Maintenance Supplies and Materials - Increase by $162,506
This increase reflects an effort to bring maintenance costs back to the Operating Budget. Historically, these costs
have been supported by Building Rental revenues to support the needs of the District. The District has realized
fewer opportunities for rentable space, creating potential for challenges in maintaining our buildings should
revenues decline significantly.

CANTON PUBLIC SCHOOLS PROPOSED BUDGET FY26
Teaching, Learning, Leading for All
The FY26 budget intentionally moves funding that has historically lived within the individual school
budgets to the Curriculum Office to implement structure and oversight of curriculum material
purchases. This allows for parity across our elementary schools, and stronger coordination between the
Curriculum office and subject specific departments at the secondary level.
Management and Operations
The goal of the FY26 budget book is to continue to right-size Canton Public School’s overall operating budget. Included in the
supplement is a line by line analysis of the three prior year actual expenditures, current year budget, current year
expenditures through January 2025, and the recommended FY26 budget amount. Many of the FY26 recommendations
include notations of rationale for the adjustment. Each line was reviewed for past common cost activity, compliance with
DESE reporting requirements, and past years one-time budget enhancements. This resulted in FY26 recommendations
correcting payroll charges, increases in lines typically supported by non-operating revenue sources that are unstable or no
longer available, and decreases to lines carrying prior year enhancements.
Communication and Community Connection
Structural improvements through the Curriculum office and school based budgets, as well as deeper coordination with
department leadership provides greater opportunities for communication across the district.
The FY26 budget and budget book seek to improve overall communication of Canton Public School’s financial position
with the community as a whole. We will continue to build upon the model presented today in future budget books.
Safe, Inclusive, and Equitable Environments
The District continues to foster safe environments for our students, staff, and communities through the FY26
budget. Investments in Professional Development are maintained in FY26 to continue to support our staff.
Increased investment in our Maintenance and Operations budget category is required to keep our facilities
running appropriately and safely.

ENROLLMENT SUMMARY
The current five-year enrollment projections through 2028-29 show overall district enrollment declines in four
years. Overall declines are small, with a projected change of 73 total students over five years.
Canton Public Schools will work closely with the Town departments to ensure student generation ratios take
into consideration new residential housing and real estate sales that may impact school enrollment.

CANTON PUBLIC SCHOOLS PROPOSED BUDGET FY26
FINANCIAL SUMMARY
The following sections will summarize the recommended budget allocations by Department of Elementary and
Secondary Education (DESE) codes for the entire District, each school, and two District operational areas. Each will
compare the previous three year actuals, current year budget, and current year year to date expenditures through
January 2025. Included as an appendix is the entire line item budget recommendation for FY26.
The District is currently in negotiations with the Canton Educators Association (Unit A and Unit E), therefore salary
assumptions are made for next year budgeting purposes. Similarly, non-represented personnel are currently
negotiating mid-contract and new contract renewals with the Superintendent. Salary information included for these
categories of employees are assumed based on historical data and with the overall available FY26 budget considered.
To support certain programs, the District intends to utilize revolving accounts which are required to be expended on
these relevant programs. Specifically, the District is planning for full utilization of the Circuit Breaker reimbursement
program and IDEA Grant to support Student Services, Out of District Tuition, and Out of District Transportation costs.
We also intend to use the anticipated revenues collected for athletics, GMS clubs and activities, gate receipts, and
rental revenues to support the Middle and High School athletic programs. Finally, the District intends to utilize tuition
revenue from the Rodman Early Education program to fund the purchase of supplies, materials, and professional
development costs associated with that program.
There are certain potential risks in planning for supplemental, non-operating funding to support programs. Mainly,
revenues are projected and projections may not materialize in full. Depending on any severity of shortfall in revenue,
we may need to alter offerings or utilize other funding sources to fill those gaps.
The federal government may alter funding sources and allocations that support our overall programming. While the
current administration has yet to provide clear guidance, we intend to rely on the guidance of our state leaders, local
leaders, and broader public education community to navigate potential impacts should they be realized. Overall, the
actions of the federal government will not be targeted to Canton Public Schools, so we believe our community supports
will assist in managing any turmoil.Source page 12

CANTON PUBLIC SCHOOLS PROPOSED BUDGET FY26
SPECIAL EDUCATION
CIRCUIT BREAKER REIMBURSEMENT
The state special education reimbursement program, commonly known as the circuit breaker program, was
started in FY04 to provide additional state funding to districts for high-cost special education students.
The threshold for eligibility is tied to four times the state average foundation budget per pupil as calculated
under the chapter 70 program, with the state paying 75 percent of the costs above that threshold.
For children placed in a school district outside their home town by the Department of Transitional Assistance or
the Department of Children and Families, and for children who have no parents or guardians in the
commonwealth, the reimbursement is 100 percent above the threshold rather than 75 percent.
Circuit breaker reimbursements are for the district's prior year's expenses. Each summer, districts submit claim
forms to DESE listing the types and amounts of special education instructional services provided to each
student during the previous fiscal year. Administrative and overhead costs are not reimbursable. Standard rates
for each type of service are established annually by DESE based on statewide surveys and are used to calculate
the reimbursable cost for each student; this simplifies the claim process and minimizes the documentation
which needs to be submitted. For students attending private 766 schools, the eligible cost for reimbursement is
based on the approved tuition rate set by the state's Operational Services Division.
Payments are made to districts on a quarterly basis. Because the program is subject to appropriation, the first
quarter's payments are usually calculated using an interim reimbursement rate of less than 75 percent. After all
the claim forms have been received and reviewed, and DESE verifies that there are sufficient appropriations to
pay all claims, the reimbursements are recalculated using the full 75 percent rate. The program has been fully
funded every year since FY05, its second year of operation.
In addition to the regular circuit breaker reimbursements, the "extraordinary relief" program helps districts
experiencing a significant increase in their special education costs. Under this program, districts may file an
additional claim form in February for the current year's estimated expenses. If the expenses have increased by
25 percent or more over the prior fiscal year, then the district will be eligible for an additional extraordinary
relief payment to help fund the increase.
