APPROPRIATION TO SUPPLEMENT THE COMMONWEALTH'S CHAPTER 90 PROGRAM
Article 14 To see if the town will vote to raise and appropriate, transfer from available funds, transfer from water
enterprise surplus (retained earnings), or borrow pursuant to any applicable statute, a sum of money to be spent
by the Select Board acting as the Board of Public Works to supplement the amount received from the Chapter 90
Roads Program with improvements done in accordance with improvement specifications as determined by and
subject to, the approval of the Board of Public Works and consistent with locations identified in the Town's
Pavement Management System, or to take any other action related thereto.
Select Board
MOVED: That Six Hundred Thousand Dollars ($600,000) be appropriated to be spent
by the Board of Public Works to supplement the amount received from the Chapter 90 Roads
Program with improvements done in accordance with improvement specifications as determined by and
subject to the approval of the Board of Public Works and consistent with locations identified in the
Town’s Pavement Management System and to meet said appropriation Six Hundred Thousand Dollars
($600,000) be transferred from Free Cash (Undesignated Fund Balance) in the Treasury of the Town with
the intent that said funds shall be available in FY26.
FINANCE COMMITTEE VOTE: -
Draft Discussion based on last year’s discussion.
DISCUSSION: The Finance Committee unanimously supports the motion to transfer $600,000 from Free Cash
(Undesignated Fund Balance) to supplement funds received from the Commonwealth of Massachusetts under the
Chapter 90 roads program. The funds will be allocated to the Town DPW to be spent on the repair and upkeep of
public ways. The Finance Committee supports the Town DPW Director’s strategic plan to monitor and maintain the
quality of the Town's roads. In addition to providing extra funds to address the significant needs that exist, by
making the funds available in FY26 (instead of having to wait until FY27), this article allows the town to begin the
bidding process for some of the work earlier in the season, rather than waiting until the passage of the state budget.
The amount of Free Cash supplemental funds being proposed at this year's Annual Town Meeting is less than has
been presented in some other recent years to allow Free Cash to be used for other priorities as well as the roads.
The efforts to repair and improve the Town's roadways are a priority for the Town and there is a need to address
road conditions to ensure road quality and safety. While more funding for road repairs and improvements would be
helpful in the long-run, these funds will be helpful toward that goal.
