Actual Revenues and Expenditures
Fiscal 2025 was a positive year for the Town, financially speaking, with revenues coming in
less than expenditures by $1,124,969. Compared to the budgeted deficit of $6.32 million the
total FY 2025 operating surplus was $5.195 million better than plan.

The revenue and expenditure variances to plan are as follows:

Local Receipts (e.g., excise taxes, interest earnings, bldg. permits, PILOT pmts.) $4,180,147
Property Tax Revenue (98.62% collection rate w/in year of tax) 266,367
   Tax Title Revenue 217,557
   State Aid 58,824
Transfers from Other funds (entire variance from Solar facility) -32,415
      Total Revenue Surplus $4,690,480

Unspent appropriations (municipal budgets, fixed costs & State assessments) 504,718

   Total Variance to Plan $5,195,198

FYE 2025 revenue performance was improved by a variety of factors impacting three of the
four primary revenue categories, Property Taxes, Local Receipts, Transfers and State Aid.

Local Receipts continued their strong performance in FY ’25, beating budget by $4.18MM
and prior year by $484K. The expectation is that at least $1.5MM in excess local receipts
are collected, consistent with prior financial plans, in order to “recharge” Free Cash.

Local Receipts variances to plan are as follows:

Earnings on Investments $1,563,420
(18.3% reduction vs. prior year – The Town’s Treasury division continued to actively manage
its cash investments to take advantage of current, yet declining, interest rate environment.)
Motor Vehicle Excise (9.5% improvement over prior year.) 1,305,270
Building and Related Permits 283,795
Meals Excise 237,037
($637K - Highest on Record by 13%, reflecting full year addition of Top Golf)
School Medicaid Reimbursements (Highly variable) 225,534
Payments In Lieu of Taxes 151,307
Hotel Excise ($639K reflects a 7.8% reduction from prior year) 138,617
Penalties & Interest 130,092
Miscellaneous Receipts (Entire variance associated with 111F reimbursement) 94,002
All Other 6 Local Receipts Categories 51,073

Total Local Receipts Variance to Plan $4,180,147

Property Tax revenue collections for FY 2025 were $266K more than budget. The
collection rate of 98.62% on FY ‘25 net property taxes in FY ’25 was 0.04% higher than FY
’24. The collection rate is typically over 99%. As of this writing the FY ’25 collection rate is
98.88%

“New Property Tax Growth” came in higher than plan. Real Estate and Personal Property
New Growth taxes were $390K and $232K more than plan, respectively, or $622,221 better
than plan combined.

State Aid came in $58.8K higher than budget, with $55.4K associated with net increases in
General Government accounts, and $3.4K associated with increases in Education accounts.

As noted above, funding from Transfers were less than plan by $32,415 due to multiple
negative trends related to the Town’s solar fields. First, the weighted average rate received
for Net Metering Credits (NMC) was down from prior year by 2.55 cents per kilowatt. The
NMC rates do vary as they are impacted by market prices, which are reset twice per year by
the DPU. Second, total kilowatts generated by the solar fields was down by 105,240 Kwh’s,
or 1.66%. Third, the rate paid to the solar company for the Kwh’s increased by 0.99 cents, or
4.17% as per the contractual agreement.

On the Expenditure side, it was another positive year with $504,718 in appropriation turn
backs for FY ’25 with the top 12 returning the following:

       Library $82,526

Status of Cash Reserves

The attached balance sheet report prepared as of June 30, 2025 will be submitted to the
Department of Revenue for free cash reserve certification.

We estimate the general fund’s free cash reserve to be approximately $8.9 million as of June
30, 2025. Please know that the final determination as to the Town’s free cash reserve is
made by the Department of Revenue in the Fall.

As an outcome of the operating results from fiscal 2025, the Town’s estimated cash reserves
have decreased by ~$957 thousand to $25.2 million as follows:

Stabilization Fund $ 11,223,440
        Free Cash Reserve (estimated) 8,900,000
Surplus Overlay Reserve (net of pending ATB cases) 5,076,665
               Total $ 25,200,105

These reserves amount to 18.64% of the fiscal 2026 budget. In efforts to maintain the
Town’s AAA bond rating we target the reserves to be 15% of budget and we have achieved
that goal again in fiscal 2025.

I hope you will find this information to be useful. If you have any questions or comments,
