FY16 Library Budget
January 5, 2014
On behalf of the Board of Library Trustees, I am pleased to submit the FY16 Library Budget.
The Board of Library Trustees and I wish to express our thanks for your continued support of the
Library.
We are requesting two 10-hour/week Page positions at a cost of $12,511. These are non-union
non-benefit positions. They are needed to assist in all public service departments and in
particular to help monitor the growing number of programs that cannot be managed by regular
staff alone. After-school programs, such as films, gaming, crafts, and the like require
professional staff organization, but once initiated, can require monitoring only. These positions
free up and back up professional staff to enable more such programming to be offered, The rate
for these positions is $12.03 per hour for the first three years. This salary request is mitigated by
staff turnover in FY15 that will result in a net change in salaries to $5,117 over the base budget.
Last year, we requested an increase in our Books and Materials lines in order to attain full
compliance with State Certification Standards that would earn a 100% award level under the
State Aid for Libraries program. This request was in optimistic anticipation of a 45% increase in
available funding under that program, I am pleased to report that the State Library Board of
Commissioners' request received full funding. (The increase was slightly affected by the 1.5%
drawback that was applied across most of the state budget). This increase combined with our
full municipal compliance, will result in a 63% increase in FY16 over recent years (an estimated
$25,000 in FY16 compared to $15,337 in FY14). The full support in our municipal budget in
these qualifying expense lines have also decreased our reliance on the Friends of the Library to
underwrite this core service and instead provide funding in areas that enhance services as is
appropriate to their mission. An increase of $10,000 for print, digital, and audio-visual materials
will allow us to maintain this full compliance level, (Since the compliance formula is based on
a percentage of the overall budget, we would need an additional $1200 in Books for eveiy 1%
negotiated salaly increase to maintain full compliance.)

We are requesting a combined increase of $12,000 for utilities. Fuel costs are based on the past
year's actual. Electrical costs are rising. Although supplier costs, which represent half of the
total are locked in for FY16, a 29% overall increase has been requested by at least one major
utility in the state. Our request represents 10% over our projected cost for FY15.
Our Network Assessment includes a modest increase, but only equal to what it was in FY13.
We are requesting $1,500 for a new line for Computer Supplies/Software. We have relied
primarily on the Capital Budget for computer upgrades, and thanks to the MIS Department, as
of FY15, we are fairly up to date both in equipment and software so no Capital funds are
scheduled until FY18. This amount will be used to update some specialized software and
address any minor issues that will surely arise.
Thank you for your time and consideration; and once again for your continued support.
Respectfully submitted,
Mark Lague, Library Director
