State Distribution In FY 21, the CPA Trust Fund distributed over $55 million
to communities; a record high amount made possible by
legislation that increased statewide recording fees for the
Community Preservation Trust Fund. Canton’s FY 21 match
was $181,402.
The State CPA Trust Fund collects fees from November
through October and distributes to CPA communities each
November. After only 3 months of collections towards the FY
22 match, the balance in the CPA trust Fund is nearly $14
million.
Based on fees collected to date and a thriving real estate
market, the distribution in FY 22 is also expected to be
generous.Source page 5

Hooper Bell Restoration Study
Applicant: Canton Historical Society & Revere Heritage Trust
Project Cost: $5,000
CPA Funding Requested: $5,000
Hooper Bell was cast by an apprentice of Paul Revere. The
bell was gifted to the Canton Historical Society by the U.S.
Naval History and Heritage Commission and represents both
the art of bell casting and the individuals who worked at the
forge on the Paul Revere Heritage Site.
Funds will be used to develop a plan to rehabilitate and
preserve Henry Hooper Bell in a manner that will allow for
its meaningful incorporation at the Heritage Site.

1829 Hunneman Hand Tub Restoration
Applicant: Canton Historical Society
Project Cost: $46,000
CPA Funding Requested: $46,000
Rare artifact manufactured by the Wm. Hunneman Co. of
Boston dates back to 1829 when it was purchased by the
volunteer fire company in Ponkapoag.
Hunneman apprenticed under Paul Revere and it is
extremely likely that the copper used in constructing the
hand tub (fire pumper) came from Revere’s Copper Rolling
Mill in Canton.
CPA funds will be used to preserve the artifact which will
be on long-term loan to the Town of Canton for public
display at the Revere Museum of Discovery and Innovation.

Memorial Hall Exterior Restoration
Applicant: Town of Canton - Facilities
Project Cost: $2,500,000
CPA Funding Requested: $283,506
Memorial Hall was constructed in 1878 as a memorial to
Canton’s Civil War dead. The building is the seat of Canton’s
town government. It has been in continual use for over 140
years and is on the National Register of Historic Places
In FY 21, CPA funds supported a study of the historic building
to document issues and develop cost estimates for
rehabilitating and preserving the building envelope in a manner
consistent with the Department of Interior Standards.
Based on the results of that study, the Town is seeking
$283,506 in CPA funding to undertake architectural design
work as part of the $2.5 million Memorial Hall exterior
preservation project.

Affordable Housing Trust Transfer
Applicant: Planning Board
Project Cost: $100,000
CPA Funding Requested: $100,000
Creation of a Municipal Affordable Housing Trust will need to be approved
by Annual Town Meeting (Article 32), thus funding of this request is
contingent upon the success of that effort.
Acknowledging the inherent uncertainties associated with this request while
simultaneously recognizing the benefits of having readily available resources
to support the proposed Housing Trust, the CCPC voted to recommend
funding this project at 50% of the requested amount.
The recommended funding would provide seed money for the Trust to hire a
dedicated subject matter expert update Canton’s 2015 Housing Action Plan.
Completion of an updated plan would guide a newly established Trust as
they develop goals and funding priorities.

Hagan Court Emergency Egress
Applicant: Canton Housing Authority
Project Cost: $150,000
CPA Funding Requested: $100,000
Constructed in 1964, Hagan Court provides 74 units of
affordable housing to local seniors and veterans.
Failing secondary egress staircases are original to the
buildings.
This Project will replace these external, steel staircases
across all nine buildings and will prevent second-story
units from being taken off-line.
Project is supported by the Canton Fire Department
and CPA funds will be supplemented by funds
requested from DHCD Capital Plan.
CCPC Vote: Recommend Funding Full CPA Request of $100,000Source page 13
Conservation Fund Transfer
Applicant: Conservation Commission
Project Cost: $25,000
CPA Funding Requested: $25,000
The Conservation Commission controls approximately 400 acres
of Town-owned land which is managed for conservation
purposes (habitat value, flood control, etc.). They would like to
be in a position to add parcels of high conservation value to that
portfolio.
Canton’s long-standing Conservation Fund can be used to
purchase open space when it comes on the market without
having to obtain Town Meeting approval. The Fund has a
current balance of $159K.
Any funds transferred from CPA to the Conservation Fund may
only be spent on CPA-eligible uses.
CCPC Vote: Recommend Funding Full CPA Request of $25,000Source page 14
Gibson Field Restoration
Applicant: Playground & Recreation Commission
Project Cost: $34,000
CPA Funding Requested: $34,000
Gibson Field is located at Canton High School and gets extensive
use by the High School Baseball teams and other organizations.
Heavy use has led drainage problems and lips around the infield
grass, which creates safety issues during play.
The project will allow for capital improvements that exceed the
capacity of the Town’s maintenance program, including laser
grading of the infield, rebuilding the pitcher’s mound and home
plate area, and re-centering base paths.
CCPC Vote: Recommend Funding Full CPA Request of $34,000Source page 15
Warner Trail Design Study
Applicant: Walk, Hike & Bike Committee
Project Cost: $100,000
CPA Funding Requested: $50,000
The Warner Trail is regional trail that extends from
Diamond Hill State Park in Cumberland, RI through
Sharon, MA.
The proposed study will delineate wetlands, identify
permitting requirements and develop design scenarios with
associated cost estimates to re-establish the Canton
portion of the historic Warner Trail.
Applicants intend to pursue grants from MA DCR
Partnership Matching and Mass Trails programs to
supplement the requested CPA Funding of $50K.

Luce School Playground Replacement
Applicant: School Department
Project Cost: $283,838
CPA Funding Requested: $270,322
The large (4,500 ft2) upper playground at the Luce School was
prioritized in the 2019 Outdoor Recreational Facilities Needs
Assessment & Master Plan.
This playground has several elements that have been closed or
removed for safety reasons; replacement parts for these
structures are not available due to their age.
The estimated cost of a new playground is approximately
$284K. Poured-in-place surfacing, which will allow for
improved accessibility, represents nearly 25% of the cost.
The School Department has committed to covering any
expenses that exceed the $270,322 requested from CPA.
