RE: FY19 Operating Budget
January 2, 2018
Please accept the FY19 Operating Budget on behalf of The Board of Library Trustees. This year's budget
request responds to what we believe to be a strong desire of residents to be able to access the Library
on Sundays. We request funding to conduct cone-year trial to verify the level of demand. Based on
the information gathered and summarized below, we believe there will be a very positive response to
Sunday hours by many residents for whom Sunday represents their best opportunity to use the Library.
Sunday afternoons will also expand the availability of our meeting spaces for programs and events
sponsored by the Library or by local groups. It will provide a location for privacy, to work, to study, to
meet, orjust to share the Sunday news.
Last Spring, the Library ran a public survey at Town Meeting and sent to our database of registered
users. One question that was asked was: Would you support additional library funding for any of the
following? -More Parking,-More Staff, -Sunday Hours, -Other. Of the 821 responses received,445
(64% checked Sunday hours) with 24% choosing more parking and 32% more staff. To a later question.
" If the Library could do one thing to improve your library experience, what would it be?", another 54
people repeated that "Sunday hours" would top their list. And again, to the question: "What reasons
prevent you from using your public library more than you do?" "the hours" and most often specifically
"Sunday hours" was again mentioned 109 times.
The Mass. Board of Library Commissioners statistics for FY2016 indicates that of 370 libraries in the
state 89 (or 1 in 4) are open on Sunday. Of the contiguous communities, Norwood, Westwood, Milton,
Quincy, Braintree and Boston are open Sundays, Dedham, Randolph, Stoughton and Sharon are not.
By community size the following percentages of libraries are open on Sunday.
Smaller than 5,000 11%
5,000 —10,000 16%
10,000 —15,000 20%
15,000 — 25,000 27%
25,000 — 50,000 51%
Larger than 50,000 60%Source page 7
Of 28 communities selected as peers in our Strategic Plan, 14 of their libraries are open Sunday and 14 not. Of 20 communities selected as Canton's peer group by the Collins center for their personnel study, 10 have libraries open on Sunday and 10 do not. Survey of Libraries We issued a survey to library directors in the state and received responses from 28 libraries that are open on Sundays. The following summarizes those findings. Most libraries are open four hours from 12-4 or 1-5 PM. The average number of Sundays open per year is 34 and the typical Sunday schedule does not to include the summer months but there is a fair degree of variance in the seasonal schedule. Most libraries fund Sundays through their regular municipal budget, although most also had a specific budget line for Sunday hours. A couple of Libraries used State Aid to supplement municipal funding, and a couple others had used State Aid, Trust funds, or fundraising to introduce Sunday hours the first year. How are your Sunday hours staffed? Please select all statements that are true. Please select all statements that are true. We serve a greater number of library users on Sundays than the average weekday. 8 32% We serve many Sunday visitors to the Library that we seldom see at other times. 15 60% Families with young children represent the largest segment of Sunday visitors 3 12% A major portion of Sunday users are non-residents whose libraries are not open 6 24% "Other" Responses: We serve a greater number of library users PER HOUR OPEN on Sundays than the average weekday. Many people are here to study or read magazines and newspapers. Some families visit. Some visitors come to the library on Sundays because their library is not open; however the major portion is our regular customers.

Sunday visitors tend to stay a long time rather than just in and out to pick up items Also see young families who are busy with kids' activities on Saturdays We experience the same volume per hour as any other hour during the week. Based on circulation data, about 2/3 of Sunday visitors are residents Sundays are very busy - we tend to get lots of students What, if any, special programming does your library offer on Sundays? Concerts Winter lecture series -usually 6 Sundays. Various programs throughout the year. Sundays are the only day of the week that our meeting room is used exclusively for library programming. M usical Sundays programs (about nine a year from 2-4 pm.) Many of our music and author programs are held on Sundays. Sunday concert series - draws a largely senior population. Sunday Author Talks, MOTH, additional programming Monthly Sunday Author Series - 2 p.m. -organized by our Friends group Sunday Salons! -Twenty Sundays of primarily author talks, concerts, film, video presentations, and lectures. Recently, we added a number ofinter-generational events which have been extremely popular! M usic concerts, films, and an annual ice cream party (Sundae Sunday). Many of our concerts are on Sunday afternoons Various--author talks and events do well on Sundays Adult programs approximately once monthly Occasional programming, foreign film series. No special programming on Sundays We had some great programs - LEGO days for Kids, music performances, author visits. Sunday afternoon at 2:00 p.m. worked really well. Concerts, author talks, children's programs (usually 2 programs/month) Monthly Film, Monthly Book Talk We purposely do not offer programming or Meeting Room reservations on Sundays since we are very minimally staffed (1 in Ref, 2 at Circ, 1 in Children's and 1 page) for those hours Please add any important information not otherwise covered. "Until about 2010 we were open 12-5 but we found that the first hour was very slow so we changed to 1-5. We switched the hour to be open until 6 pm on Fridays which has proven to be very popular." "In October(Newton), our Sunday door counts were 317 per hour. Non-Sunday hours averaged 196 visits per hour. While we are the busiest library bldg in the state, I don't see any reason why your proportion would not be very similar. The only reason I did not check off families with children above was because of the word "largest" I do Know that Sunday hours are incredibly important to working families, but it is also important to our seniors, and to students." "I wish we were open on Sundays year round."

"We're struggling with overtime issues/funding on this front and will have to arrive at a solution in order
to continue Sunday services."
"Still fighting to get town to add Sunday expense to operating budget."
"A number of Sunday patrons come to read the Sunday NY Times, since it is getting pretty expensive to
buy. It's nice to see them in the reading area trading sections and chatting about the news."
"As our staffing has not recovered from the 2008-09 budget slashing, I anticipate having to use OT to
pay for Sunday hours for the near future. I have an FTE of 17 with 16 FT and 4 PT staff members. I'd like
to increase the PT staff again, but will still need FT staff to be the Librarians in Charge for those hours."
"Our patrons really appreciate Sunday hours."
Budget Proposal
It is understood that any plan to open Sundays will entail collective bargaining. Even if we were to
recruit new staff to work exclusively on Sundays, some experienced staff would be needed. For many
years, the Library staff was essentially unanimous in its opposition to working on Sunday. A recent
survey of our current staff has provided some cause for optimism that suitable staffing for Sundays can
be negotiated, as most agree that the community desires the service.
It would not be my recommendation to impose the requirement that all staff work Sunday hours.
believe such a management position would polarize negotiations and ultimately be more costly.
Since this proposal is intended to be a one-year trial, I will first look to current staff willing to work
a dditional hours. If this proves insufficient to cover the four hours, then I'd look to staff willing to work
those hours in lieu of other regular hours. A flexible alternating schedule, that combines both of these
scenarios might be necessary. The minimum total staffing for a Sunday would be 4 people x 4 hours.
Should the trial prove successful in terms of benefits to the community, and should staffing Sundays
require transferring more than a few hours from the regular schedule, we may need to address that
shortfall in the weekly schedule by adding apart-time position, or by recruiting help exclusively for
Sundays. The latter strategy is employed successfully by many libraries. I expect that the sufficiency of
any scenario will be contingent upon negotiating an adequate differential in compensation for Sundays.
Also, going forward, any recruitment should include a candidate's willingness to work Sundays.
The Board of Library Trustees and I thank you for your consideration of this proposal to increase the
value of the Library to the community by expanding access to its services and facilities.
