The March 19, 2025, minutes were approved as written. Discussion — Article 15, Motion 5 - $255,000 — Canton Affordable Housing Production Fund — Community Preservation Committee (CCPC) Motion At their meeting on March 19, 2025, the Finance Committee deferred voting on Article 15, Motion 5, because it was unclear to some Committee members exactly how the $255,000 of Community Preservation Funds was going to be spent on affordable housing. Several days prior to the Finance Committee meeting, Mr. Shea, the Housing Coordinator and sponsor of Article 15, Motion 5, presented several documents for the Finance Committee’s review prior to the April 2™4 meeting, which Mr. Scollins was prepared to share on the Zoom screen. (See meeting documents.) The $255,000 request to the CCPC is from the Town’s Affordable Housing Trust Fund. The purpose of the Fund is to preserve and create affordable housing throughout the Town. It is the priority of the Trust, however, to preserve what the Town currently has in place for affordable housing. Mr. Scollins shared on the screen a list of CH40B Subsidized Housing Inventory in Canton as of 12/12/24, which is at 12.12%. The 12.12% is calculated by taking the total number of affordable housing units of 1,197 divided into the total number of year round housing units of 9,875 as of the census in 2020. Mr. Shea explained that there are three affordable housing use projects in Canton set to expire: Canton Village on Pleasant Street — expiring 2030. e Lamplighter Village - 1 Stagecoach Road — expiring 2032. e Pequit Village - (Mr. Shea asked the state to correct the name to Canton Woods) — 1-3 Windsor Village (fka Turnpike Street) — expiring 2035. The priority of the Trust is to keep what the Town has and to use the Housing Trust Fund to create new units. If the Town loses the units right now, that would bring the Town down to less than 9%, which is below the 10% Ch. 43B requirement. Using the 2010 Census report in 2013, the Town was at 13.1% affordable housing units. The state started using the 2020 Census which brought the Town down to 11.9%. In that 10-year period, the Town produced 1,165 residential units (most of them at market rate value), which brought the percentage down. The Town’s percentage could go down with the new census coming out in 2030. Mr. Shea emphasized that the Trust’s overall goal is to preserve and to create new affordable units. There are many Housing Production Funds through the state which Mr. Shea researched. He plans on modeling Canton’s Requests for Proposal (RFP) similar to Westport’s RFP and Barnstable. Barnstable is a much larger town than Canton and it also has access to HUD funds. The RFP process would be a very open process. In addition to requesting funds through the CCPC process, the Housing Trust acquired funds (approximately $500,000) through the recent sale of a condominium at Copperworks The Trust is also committed to adding another $200,000 to the Housing Production Fund. This Trust would be able to leverage funds (which the Town is not able to do) through developers. Most of the developers are funded through debt equity, state grants, and tax credits. Mr. Shea has contacted two of the owners of the three expiring use properties (owned by local entities) and the management company of the third expiring use property (Canton Woods owned by an asset management company out of New York City) to let them know the Town’s priorities in trying to preserve the affordable housing units. Mr. Emhardt spoke in favor of using CPA funds for affordable housing. Pulte Homes will be applying for building units at 30 Coppersmith Way, which could yield another 7 affordable units for the SHI Report. Mr. Shea is also waiting to hear back from the state on four units at Washington Station. Mr. Comeau stated that CCPC will be making a motion in support of Article 15 Motion 5 at the Annual Town Meeting and that other communities are using CPA funds for housing production. He cannot predict that the Housing Trust will not come back in future years for additional funding. Mr. Leonetti thanked Mr. Shea for presenting information to the Committee. Mr. Leonetti sent questions prior to the meeting through the Finance Department to Mr. Shea. Mr. Leonetti’s primary concerns are as follows: e Does the Town have a projection of the cost to shift the three developments to Permanent affordable housing status? e Are the owners of these three properties interested in going along with the proposal of extending the affordability status to Permanent? e If the developers would rather have their units Permanent status expire so they can get market rents for the units, what exactly would the Town be funding with the $255,000 or how else can the situation be resolved? e Mr. Leonetti is struggling as to how the $255,000 will put a “dent” into the problem as it relates to the three properties with multiple units. e Mr. Leonetti spoke in support of a comprehensive study to help identify just how much funds will be needed to maintain the housing inventory or to add to the housing inventory. Ms. Mirliani spoke in support of Article 15, Motion 5, and thanked Mr. Shea and Mr. Comeau for their information that helped her have a better understanding of the situation. Mr. Clough commented that the Affordable Housing Trust Fund #803 has a balance of approximately $500,000 and inquired why the Housing Trust has not used those funds to help with implementing affordable housing units to advance the goals represented in Article 15, Motion 5. Vote — Article 15, Motion 5 - $255,000 — Canton Affordable Housing Production Fund — Community Preservation Committee (CCPC) Motion COMMUNITY PRESERVATION COMMITTEE MOTION - Moved that the sum of Two Hundred Fifty Five Thousand Dollars ($255,000) be appropriated from the Community Preservation Funds to be spent by the Canton Affordable Housing Trust for the purpose of continuing to support the preservation and creation of new affordable home ownership and rental units in Canton. A motion made by Ms. Schutt that the Finance Committee recommends that the motion presented by the Community Preservation Committee to Town Meeting for Article 15, Motion 5, be adopted as printed in the warrant was seconded by Ms. Mirliani. Roll Call Vote: Reuki Schutt Aye Kristin Mirliani Aye Maureen Menconi Aye Dave Clough Nay John Leonetti Nay Emilio Mauro Aye Dan Cole Aye Vote: 5-2. Mr. Mauro suggested that if Mr. Leonetti and Mr. Clough would like to write a minority discussion that they work together on it. Mr. Mauro thanked the Affordable Housing Coordinator, Mr. Shea, for all the work that he and the Housing Trust are doing to make sure Canton has a diverse housing stock for the residents. Mr. Shea thanked the Finance Committee for their time and consideration. Vote — Article 15, Motion 10 - $123,000 - Ponkapoag Schoolhouse Bell Tower and Facade Preservation — Community Preservation Committee Mr. Comeau stated that he did a presentation to the Finance Committee regarding the Ponkapoag Schoolhouse a few weeks ago to discuss the request to purchase a preservation restriction in perpetuity, the preservation of the facade, and the funds only released upon the issuance of a building permit and under the strict standards of the Secretary of the Interior. COMMUNITY PRESERVATION COMMITTEE MOTION — Moved that the sum of One Hundred Twenty Three Thousand Dollars ($123,000) be appropriated from the Community Preservation Fund to be spent by the Chief Procurement Officer with the approval of the Christ’s Ambassador Ministries for the purpose of salvage, restoration and preservation of the Ponkapoag Schoolhouse Bell Tower and Fagade, provided that the following conditions are met: A. A preservation restriction in perpetuity be obtained for the preservation of the historic facade of the building; B. Funds may not be released until a Town of Canton Building Permit is issued for the full renovation/expansion project; and C. All work on the historic fagade of the building must be done in accordance with the Secretary of the Interior's Standards for the Treatment of Historic Properties. Mr. Leonetti stated that projects that seek CPA funds have always had to be “shovel-ready projects” and that this project is the only project that will be allocated funds subject to other occurrences, such as a building permit, and if not met the funds will need to be returned. He inquired as to what makes this project different for receiving funding unlike other projects that have had to been shovel ready to receive funding. Mr. Comeau stated that the CCPC does not have a requirement that projects be shovel-ready and that over the years many projects have been wholly dependent on the funds for the entire project. The Zoning Board sent the applicants to the CCPC along with their engineers and architects. Plans were reviewed by Town Counsel. The CCPC determined that they could have requirements and milestones in place, so that the funds are not provided until they have the building permit. Mr. Leonetti inquired as to why the building permit and preservation restriction were not required at the time of the application process. Mr. Comeau agreed that it was a timing issue. Mr. Comeau did not think the applicant would restrict their property unless they had the funding to preserve the property. A motion made by Ms. Schutt that the Finance Committee recommends that the motion presented by the Community Preservation Committee to Town Meeting for Article 15 Motion 10 be adopted as printed in the warrant was seconded by Ms. Menconi. Vote: 7-0. Mr. Mauro thanked Mr. Comeau and Ms. Neff for everything they do to make sure the CPA projects are carefully vetted and that resources and funds are available for projects. Mr. Comeau thanked Mr. Mauro. Mr. Emhardt, a member of the CCPC, thanked the Finance Committee for all the work they do on Article 15 and appreciate their recommendations to Town Meeting even though it is the Community Preservation Committee that makes the recommendations to the legislative body. Mr. Leonetti thanked Mr. Comeau. Discussion — Canton Public Library Interior Renovations $2,618,000 — Capital Funding Needs Mr. Mauro stated that the Finance Committee has already discussed capital planning requests but that he invited the Library Trustees to return to discuss the Library multi-phase project, since it will be requesting funding through Free Cash, which is under the purview of the Finance Committee. Mr. Mauro further stated that the Finance Committee may be seeing an additional request from the Library Trustees for Free Cash funding as part of a fall Special Town Meeting. He thought it would be ideal for the Finance Committee to follow the project through the various phases of funding. Ms. Mead thanked the Finance Committee for being given the opportunity to present many documents to the Committee for their review and for allowing her to present the project to them. In addition to CPA funding, the Library has been fundraising by selling bricks and a number of citizens and business have sponsored table and chairs for the Library Park. The leaking roof caused significant damage to the interior (walls, carpeting etc.) of the Library. The Library Trustees are not seeking to expand the footprint of the Library. The Library has changed dramatically over the past several years. More people are looking for meeting space and quiet study space. The Library is also providing accommodations, food, and special programs for 30-50 teenagers after school. Part of the plans are to create a separate area for the teens that is segregated from the rest of the library population to address noise concerns and other issues. If approved at Annual Town Meeting, the Library renovations will start in the Fall of 2025. The library will remain open during the renovations and the project should conclude by early 2027. Ms. Mead reported that financing for the Library Renovations Project are in three components as follows: Design Funding: $378,000 Vicky Chaisson Memorial Trust Fund $300,000 Select Board Mitigation Fund $500,000 Free Cash (to be requested at STM 11/25) $28,000 OPM Funding: $180,868 ARPA Funds $35,175 Loan from Vicky Chaisson Memorial Trust Fund $100,000 (to be repaid if project approved at STM 11/25)* Loan from Library’s State Aid $45,693 (to be repaid if project approved at STM 11/25)* *OPM costs are billed as used & are for entire project. Construction Funding: $4,138,882 CPA Funds $200,000 Must be approved at ATM 5/25. Turnback 5/25 Library Roof/HVAC project $450,000 Must be approved at ATM 5/25. Funding from grants and donations $250,000 Free Cash $2,168,000 Must be approved at ATM 5/25. Free Cash $1,244,575 Must be approved at STM 11/25. Mr. Clough inquired if the $450,000 turnback was unused bond authorization for the Library and could the bond be repurposed. Mr. Scollins stated that the exterior repairs for HVAC and Roof project were funded through a combination of cash and borrowing and that the funds can be repurposed for this project. The loan is for a 20-year asset and the building itself is a 20-year asset and can be repurposed for this project. The initial amount voted at the previous ATM for those funds are now surplus in that budget and were voted specifically for the repair and renovation of the exterior of the building. It is good practice to officially ask Annual Town Meeting to repurpose those funds for the upcoming interior project. Ms. Capone, Library Director, thanked the Finance Committee for taking the time at the meeting to understand the Library project. Ms. Schottenfeld stated the use for the Library has grown over the last 20 years and considers the Library a de facto community center for the Town. Mr. Mauro thanked them for their presentation and for their work at FINCOM 20250402 FINAL Minutes EM KM.docx Page 4 of 14 3/2925

Ms. Mirliani inquired if there had been any consideration given to addressing some of the Police Audit recommendations, especially the inexpensive items that had been recommended, that might be handled through Capital Requests. Her concern was if there were any liability issues that were to arise that perhaps they could be handled now instead of later. Mr. Emhardt stated that there were no Police Department capital request changes brought to his attention. Mr. Scollins further stated that the report had just been released within the past 48 hours and that there had been no Select Board meeting to discuss and deliberate on the recommendations. He further stated the Town will be able to address some of the smaller, less costly items through the Police Department budget. Vote - Article 13, Motion 3 —- School Cash Capital A motion made by Ms. Schutt that $1,094,490 be appropriated from the Fiscal Year 2026 tax levy and other general revenues of the Town, for the Canton School Committee to expend for the purpose of purchasing certain items of property set forth below for the School Department as follows was seconded by Ms. Menconi. The request had originally been for $15,510. The School Department has a baby grand piano in the pit area of the Canton High School Auditorium. The Fire Chief and the Building Commissioner identified the location of the baby grand pit piano as an egress code violation. The piano has since been moved to the stage. Mr. Folan stated that the School Department wanted to have a piano that had the quality and sound of a baby grand piano but was movable and collapsible and one that might be used at the Galvin Middle School. In their discussions with the Capital Planning Committee the CPC was concerned about the $15,510 cost of the item and felt that a similar sound and keyboard touch could be obtained for a cheaper cost and, therefore, approved $5,000 for the pit piano. Mr. Folan discussed with the CPC that they were requesting to put the $5,000 that was in abeyance towards the pit piano for a total cost of $10,510. While the CPC did not officially vote $10,510, Mr. Emhardt stated that it was the prerogative of the Finance Committee to change the amount different than the CPC. A motion made by Ms. Schutt to amend her prior motion by increasing the Pit Piano request by $5,510 from $5,000 to $10,510 for a new grand total of $1,100,000 for FY26 School Cash Capital requests was seconded by Ms. Menconi. Article 13 Motion 12 — $330,100 — Replacement of Street Sweeper for Storm Water Management Article 13 Motion 13 - $424,000 —- Replacement of a Dump Sander for Storm Water Management Mr. Emhardt reported that the CPC unanimously did not support the $330,000 request under Article 13, Motion 12, because the request was presented as part of a Storm Water Fee which had not yet been created or implemented at the time of their review. While there are funds available in Sewer Enterprise retained earnings, the CPC wanted to make sure the public is aware that in the future there will be a fee assessed on the water/sewer quarterly bills. Mr. Scollins stated that Mr. Trotta was indisposed and was unavailable for the meeting. Mr. Scollins further stated that under Ch. 83 of Massachusetts General Laws it is perfectly legal to use the Sewer Enterprise Fund for this capital purchase. He added that the Sewer Enterprise Fund is already being charged for salaries and expenses related to sewer costs. Mr. Scollins disagreed with the CPC vote and he noted that the equipment is aging and in need of replacement. There is over $3 million in Sewer Enterprise reserves, which is above the targeted reserves of 50%, and that there is another storm water request under Article 13, Motion 13, and that the rate projections are fully capable of handling both capital purchases. Mr. Emhardt agrees that the Sewer Enterprise could handle these purchases but is concerned about the lack of notice and education of the residents regarding Storm Water Management. Mr. Scollins stated that the conversation and education of the public could continue at Annual Town Meeting.
