Hi,
FYI
I have attached the actual FY12 cherry sheet assessments and the proposed FY13 assessments. I have
also attached an email from Dave Lawson explaining the formula. The NCMCP is proposing to hire a 6th
field technician, a truck and an ULV sprayer to support this position. We are proposing an 18.8%
increase. I would appreciate it if you can come to the budget meeting on November 15 at 8:30 AM at
the Walpole Town Hall. Let me know if you have any questions. Thanks Linda

Subject: Mosquito Control Budget
James,
I'll try in this e-mail to answer your question regarding the percents and also provide a little more background for our
large request.
Your EQV is actually lower than 7 other towns in the district (Braintree, Dedham, Franklin, Milton, Norwood, Quincy, and
Weymouth). But... the towns Mosquito Control assessments are derived by a formula that uses land area and Equalized
Valuations. It uses a 1/4 land, EQV assessment and a % land, and 1/4 EQV assessment and then takes the lowest of these
two assessments. This formula tends to minimize extremes of either land area or EQV. The notice was simply stating that
for this budget, the 2010 EQV's were the figures used.
This formula has been set legislatively since the mid 1970's. Originally the formula was simply based land area and it
created large inequities between the towns assessments especially for towns with large land area but low population.
We don't disagree that wetland acreage would be a decent figure to include in a formula. Nevertheless, in your case it
probably wouldn't help you that much, as you have very large wetland acreage as part of the Neponset River floodplain.
As an aside, Quincy's budget would go down significantly compared to yours using wetland acreage, but they still
represent one of our largest sources of requests for service. Small wetlands can produce a lot of mosquitoes, and since
they have a larger population this creates greater demand. The take home message; there is probably no perfect
formula that meet every towns unique characteristics.
As for the budget increase, we will of course discuss this at the meeting, but the short answer is that the State
Reclamation and Mosquito Control Board (SRMCB).has, whether right or wrong, tried to hold our budgets to level
funding over the last few years. Obviously, it is a prudent policy at one level, considering all the hardships that everyone
has endured. Over the last few years we have absorbed this low funding by becoming leaner, and utilizing rollover funds
that we have each year as a result of being a Trust Account. On the other hand, at this point we can no longer live within
our budget without cutting services to the towns. This is a result of the above mentioned fiscal constraint by the SRMCB,
and rising costs in many budget categories. We envision that the first service cut would be to reduce the acreage of the
Spring Aerial Larvicide. I know our commission would invite the towns input at this point. Our commission has asked that
we create a 'zero — based' budget, and that is what is published based on what we feel would maintain current services
to the towns. I'm confident that our commission will be sensitive to the towns situation and will respond appropriately
to the overall input they receive from all the towns.
Feel free to contact me with any further questions.

Fiscal Year 2013 Appropriation
The Norfolk County Retirement System has received several inquiries relative to the
amounts of the Fiscal Year 2013 member unit appropriations. We have received the
appropriation figures. The Retirement Board will decide at a future meeting whether
to again offer units the option of paying the appropriation in two equal payments,
one due on July 1, 2012 and the second due on January 1, 2013, or making a single
payment of the appropriation, reduced by approximately 2%, on July 1, 2012. The
amounts of each are set forth below. Please note that your Fiscal Year 2013
appropriation includes prior Early Retirement Incentives (ERis), where applicable.
Option 1: $3,102,059.00 payable in two equal payments of
$1,551,029.50, the first on July 1, 2012 and the second on
January 1, 2013.
Option 2: $ 3,041,784.00 due in full on July 1,2012.
Appropriation bills will be sent under separate cover at a later date.
We hope the above information is helpful. If you have any questions, please contact
Patrick LePage at 781-821-0664. Thank you.
