PRELIMINARY FY27 ASSESSMENT INFORMATION FOR BLUE HILLS REGIONAL
                       TECHNICAL SCHOOL
Good Afternoon:

As part of our commitment to transparency and early communication, I am sharing preliminary FY27
assessment information for Blue Hills Regional Technical School to support member communities as
you begin your local budget planning processes. The Budget Hearing is scheduled for March 17,
2026, at 7 PM.

The FY27 proposed operating budget reflects continued fiscal discipline amid sustained inflation,
rising fixed costs, and enrollment uncertainty. While the district has avoided program expansion and
managed staffing conservatively through attrition, non-discretionary obligations, particularly employee
benefits, transportation, special education, and MSBA-related debt service, continue to place upward
pressure on assessments across all nine member communities.

The table below summarizes preliminary enrollment projections, assessment components, and year-
over-year changes by member community.

As you review the FY27 proposed budget, Canton’s preliminary assessment projection reflects an
increase of $121,145 (5.60%), associated with projected enrollment increasing slightly from 90 to 91
students. Based on current projections, Canton’s total FY27 assessment is $2,285,927, compared to
$2,164,782 in FY26, and includes $273,561 in operating costs, $222,755 in MSBA-related renovation
debt, and $27,970 in STC charges.

Although enrollment has remained relatively stable, increases in district-wide contractual obligations,
benefits, transportation, and debt service contribute to upward pressure on assessments. All figures
remain preliminary pending admissions lottery movement, waitlist adjustments, and October 1
enrollment certification.

Thank you for your continued partnership and thoughtful consideration. This information is provided to
support local planning and discussion. We welcome any questions and are happy to meet with you or
provide additional detail as your review progresses.

Sincerely,
Jill
