New Business: Discussion of Annual Town Meeting Articles Article 12 — Supplement Ch. 90 Program - $168,000 Article 19 — Pickleball Courts - $650,000 Mr. Mauro explained that Articles 12 and 19 would be clustered together and that the Finance Committee could have a contingency vote in case Article 19-did not pass at 2025 Annual Town Meeting. The clustering of these two articles would be based on the decision of the Moderator to do so. If Article 19 is defeated, then the $650,000 earmarked for pickleball courts would be added to the $168,000 being proposed under Article 12 for a total Ch. 90 supplement of $818,000 for road repair. Mr. Scollins reported that after checking with the Town Clerk the change would be less than 30 words and would not require copies to be made for the Town Meeting voters. Mr. Leonetti inquired about deferring the proposed contingency vote for Article 12. Mr. Leonetti reported that he had heard the Department of Public Works had all the funds necessary to pave the roads this year. Mr. Leonetti inquired if the Ch. 90 funds could be held for the next fiscal year. Mr. Scollins explained that any Ch. 90 Supplement from the state to the Town would not be determined until the Governor put forth her budget, which he predicts would not be until the end of July. He further stated that any additional free cash funds the Town could put towards Ch. 90 now would be helpful with getting projects started early before the new fiscal year. Mr. Clough spoke in support of clustering Article 12 and Article 19. Mr. Mauro explained that Article 19 (Pickleball Courts) would be voted on first and then Article 12 (Ch. 90) would be voted second, so that the outcome of Article 19 is known before voting on Article 12.
