Dear Finance Committee:

I apologize in advance that I will be unable to attend the meeting this evening, as I have a work related meeting that I can not move, however
the Superintendent and the Business Manager will be in attendance to answer any questions and go over any specific details.

I am very pleased, as a result of recent updates and efforts by the Town Finance Director and others, that delta between the budget number
that the School Committee most recently voted and the "Town target" is $65,800.

As we have discussed in recent weeks, with the Finance Committee, Board of Selectman and the Capital Planning Committee, the School
Committee is striving to tackle two significant challenges in the budget this year, which we believe will have meaningful and immediate and
positive educational benefits to our students - adjusting the start time, particularly for high school students and reducing the number of
classes throughout the district that have class size above 24 per class, many of which have between 27-29 students per class. Through the
proposed School Committee budget, which requires increased operating and capital costs to change the start time (including purchasing
buses) and increasing the number of FTEs throughout the district by 12.8, we will be making great progress on both of these priorities,
although we'll still have a way to go to in the future to reduce class sizes and the number of "combined classes" at the high school.

Thank you for your ongoing efforts and commitment to the Town and the School District. I know that you will be going in to further detail on
the costs associated with the school buses and start time this evening. Recognizing that the School Committee has reduced the budget request
by more than $700k from what was originally voted on for the school budget and the two high priorities outlined above, I'm hoping that the
existing delta of $65,800 can be bridged as we approach town meeting.

Finally, after the Capital Planning Committee meeting, where they voted to support the School Committee's capital request to purchase the
school buses ($540K), I'm hoping that the Fincom can vote tonight to support this request also.

Please don't hesitate to contact me directly with any follow up questions or comments and again I apologize for my scheduleing conflict this
evening.

Regards, Bob

Good morning:

The cost to the operating budget to institute the start time change is $177,000. I have attached to this email a
breakdown of the line item costs.

The $297,000 (now $286,000) you referenced was the shortfall between the FINCOM and School Department budgets.

The cost to purchase the 6 buses using long term debt capital is $540,000.

If you have any further questions, please let me know.

Thanks.
                                                                                               APR 72015

the first nine months of fiscal 2015 amounted to $2.4 million as shown on this summary. Last year's first
nine months surplus amounted to $3.2 million.

In July we paid Norfolk County Retirement System $3.5 million to fund our fiscal 2015 pension
assessment. By making one annual payment, instead of two semi-annual payments, we saved over
$70,000. This payment is included in the Fixed Costs total expenditures for the nine months.

The revenue report (2 pages) shows revenue for the first nine months totaled $62.5 million. This amount
represents 79.2% of the budgeted revenue for fiscal 2015, which is more than expected after nine months
into the fiscal year. Revenue for the first half of fiscal 2015 is also 2.6% more than last year's first nine
       months total of $60.9 million.

Local Receipts as of March 31, 2015 totaled $6.2 million or 5.5% more than was budgeted for fiscal 2015.
Motor vehicle excise tax and Permits revenue have contributed to this favorable situation.

The expenditure report (4 pages) shows departmental operating expenditures for the first nine months of
the year, compared to a year ago. Including encumbrances these expenditures totaled $58.6 million or
75.1% of budget as of March 31, 2015. Actual expenditures for the first nine months amount to
$55.6 million, which is $1.2 million more than a year ago.

                              Employee Online Training Program

Importance: High

To All Municipal Employees:

Chapter 28 of the Acts of 2009 requires that each year municipalities distribute the State Ethics
Commission's "Summary of the Conflict of Interest Law for Municipal Employees". The Summary is
available on the State Ethics commissions website http://vvww.mass.gov/ethics/education-and-
training-resources/implementation-procedures/municipal-employee-summary.html Please review it
and make yourself aware of its requirements.

The law requires that each employee provide the municipality with a written acknowledgment of
receipt. Please fill out and submit the "Acknowledgement of Receipt", located at the end of the
Summary, to the Town Clerk's office within ten business days.

In addition to the annual distribution of the "Summary of the Conflict of Interest Law for Municipal
Employees", each municipal employee is required by law to complete a "Conflict of Interest Law
Online Training Program" every two years.

All Municipal employees must complete the online training program that is currently on the State
Ethics Commission's website www.muniprog.eth.state.ma.us/ by April 15, 2015. The training
program can be completed on any work, home or publicly available computer with internet
access. After completing the training program you will need to print out a completion certificate and
provide the certificate to the Town Clerk's office as evidence that you have complied with the online
training requirement.

The program includes audio and video components. If headphones are available to you, you may
wish to wear them while completing the training to minimize office noise and distraction. The program
should take about an hour to complete. If you have difficulty following the audio portions of the
program, you can click the "Script" menu tab, located next to the "Contents" tab, on the left column of
the program screen.

At the end of the program, there is a 10-question course assessment. You should choose the
appropriate course assessment depending on whether you are a:

               Commission or Board member, or

               Municipal Employee

After you complete the appropriate course assessment, follow the prompts on the screen for
instructions on printing your completion certificate. Be sure to submit the completion certificate to the
Town Clerk's office and keep a copy for your records.
                                                       1

If you have already filed an "Acknowledgement of Receipt" or an online training program completion
certificate with the Town Clerk's office in 2015 you do not need to resubmit the documentation.

If you have any questions please call the Town Clerk's office at 781-821-5013.

Sincerely,

    Grzaw eev

Subject: Pre ATM Meeting Summary

Just wanted to update everyone on Wednesday's pre ATM meeting.

        The SHORT VERSION:

The STM will start as an informal session after the regular ATM's Article 2 Motion 4. They are allowing about 3 hours for
a totally informal, relaxed rules session; then proceed to the formal STM to end by 11 PM. The informal portion is for
presentations, questions etc to fully inform all the voters in a relaxed give and take way. If the STM is shorter than
expected, the moderator may resume the regular ATM depending on the time. The Consent agenda has Article
23 and 24 added and Article 8 removed. Bundled articles will be Articles 31,32,33 and Articles 22,25,26 and 29. The BOS
will make a substitute motion on Town Meeting floor for Article 7, putting salaries for the elected officials back in. They
will not be any paper copies of the amended motion. The next FINCOM meeting is April 27th with the School
Committee.

Read on for the LONG - DETAILED VERSION

The meeting started late, about 3:15 or a little later.
Just before 4PM we were still talking about the Special Town Meeting; then we jumped quickly to the regular town
meeting, consent agenda and bundled articles. Jeremy Comeau, Victor and Alan Hines were still discussing things when
everyone was leaving about 4:20. There were about 15 people present.

Several asked if I was the new chair of FINCOM, and I politely said no. At which point Mark Porter informed everyone
that Barbara, as vice chair, was now the Chair, and would attend most of the Town Meeting, but was unable to attend
the May 11th, first session. According to Mark, Diane or Sepp will be acting chair that day.

The warrant is going to the printer today, Thursday April 16th. The STM warrant material will be on white paper bound
into the middle of the ATM warrant material, at about page 46. The ATM warrant will be on newsprint paper as in the
past.

Any overflow crowd will be in the cafeteria with the registered voter check-in desks before the entrance to the cafeteria.
They are working on getting separate rooms for the various board meetings the day of Town meeting. If there is an
overflow, Dick Staiti will be sworn in as deputy Moderator. Any in the overflow crowd will have to make their way to the
auditorium to ask questions, but all in the overflow will be able to watch on the TV's in the cafeteria.

That first day, will be almost all STM. All STM "experts"
will be asked to sit in front. ATM starts out with the election of the moderator - Article 1. Article 2 will be next, with the
rules to govern Town Meeting. Article 2 motion 4 adjourns ATM and goes to the STM. No one offered what would
happen if motion 4 doesn't pass.

Much of the information in this paragraph was determined at some previous undefined pre ATM/STM meeting. (I didn't
know there even was one!) The STM will first go into informal session for presentations by the developer and the BOS.

                                                               1

Source page 21

This ,informal session relaxes all the rules, allowing for unlimited questions and answers in as much of a relaxed
atmosphere as possible. The BOS acts as traffic cop, picking out the "experts" to best answer the question. This
informal session has no limits to time or even status of the voter registration status of those asking questions. In fact, an
11 year old is reportedly asking to speak at the STM, and will be allowed to do so. Since the informal session is not for
the record, questions may be asked again, for the record, at the formal session of the STM. The moderator wanted the
presentations included in the formal record. Since the presentations etc are what has been available for the last several
months, Victor preferred only concessions from questions that result in improvements to the project should be included
in the record.

Since the formal STM session should only take a half hour or so, Town Counsel suggested that the informal session end
around 10:30PM, allowing the half hour or so for the formal session before adjourning until Wednesday. If the informal
session ends earlier, and the STM finishes early, then the ATM may resume with Article 3 - Committee Reports. A
convenient "break" point is at Article 4 - Consent Agenda.
The actual time will determine how the rest of ATM proceeds; but in any case, at the appropriate time the BOS will make
the motion to dissolve the STM so the ATM can proceed.

There is no lottery in the STM. The plan is to allow everyone plenty of time to be satisfied with the information in that
informal session on the 7 STM articles and then proceed quickly in a formal STM. Town Counsel felt it is best to get
positive votes on all all 7 articles together.
Something like 5 articles passing and 2 failing is not the objective to this STM production.

Jeremy was the only one suggesting any bundled articles. The two groups of articles bundled will be:
                Articles 31,32,33
                Articles 22,25,26 and 29
Jeremy suggested adding two articles # 23 and 24 to the Consent agenda as those two are duplicates from the STM and
the Town will not get two bites at that apple. Jim Murgia deleted one from the consent agenda - Article 8 - Unpaid bills.
Apparently there is one. No info was provided.

There will be maps added to Article 30 and 33.

There will be an amended motion on the screen with no paper copies for Article 7 - Salaries for elected officials. Town
Counsel said that since only the numbers will be changed, and not the motion wording, it will be less than a 30 word
change, so no copies needed. By the way, there were kudos, but for whom I'm not sure. The actual money for those
elected officials was left in the budgets in spite of the FINCOM motion to zero them out in the article. Thus the rule of
finding funding does not apply.

One last point, the School Committee has a meeting with the CPC on adding the 6 buses to article 12 on Thursday April
16th. Jim Murgia told the School Committee to meet with FINCOM on Mon., April 27th????
