RADZVILLA, Vocational Assistant Pringipal, Ext. 19128 SEAN G. CROWLEY, Academic Assistant Principal, Ext. 15119 DAWN K.CARON, Dean of Student Life, Ext. 13124 I write this letter to inform you that Norfolk County Agricultural High School is in the process of studying tuition funding models that will no doubt have an impact on our “in county” as well as our “out of county” sending communities. The likely impact on in-county communities will be an increase in tuition for FY23 from the current $2,200 rate to a rate no higher than $5,500. During the Norfolk County Advisory Board meeting held on Wednesday, December 15, 2021, County Director John Cronin outlined the primary reasons that NCAHS is engaged in this study: e To more thoroughly vet the recommendations found in the Abrahams Group report. e To seek solutions in addressing the structural deficit that exists in the NCAHS budget. e To examine how potential short and long term tuition rate increases will affect local budgets. The Board of Trustees and thé“adiministration at NCAHS take very seriously our obligation to develop and implement sound financial management systems and practices. The study is an important step toward fulfilling that obligation. It will be our goal to share as soon as possible, the findings of the study as we recognize these may have fiscal implications for your local budget. We realize the timing of developing FY23 budgets varies by community. That is why we have chosen to inform you of a potential increase now even though the study has not concluded and a final FY23 tuition number is not yet known. Throughout, Norfolk Aggie remains committed to delivering high quality academic and vocational programming in a safe and welcoming learning environment. In providing the best education for every student who attends our school we intend to maintain our well-earned reputation as the “Jewel” of Norfolk County. If you haven’t ever (or even if you haven’t in some time) I strongly encourage you to arrange a visit to our campus and tour the facilities. I would be happy to serve as your host and guide. We appreciate your cooperation and support as we work through this process. Thank you. Respe ly, ANNE John E. On the agenda for the meeting was the setting of tuition rates for the 2022-2023 school year. The tuition rate is subject to the approval by the Norfolk County Advisory Board. For FY23 the Board has approved a Base and a Capital rate for both in and out-of-county students. The new Capital charge is intended to enable the school to maintain the facilities needed to provide a quality agricultural education to all of our students. It is anticipated that a Capital rate will be charged annually. The Board of Trustees unanimously approved the rates as follows: In-County tuition rate - Base: $2,500 In-County tuition rate - Capital: $1,744 In-County tuition rate - Total $4,244 Currently, the town/city of Canton has the following number of students enrolled at the Norfolk County Agricultural High School: Grade 9: Grade 10: Grade I1: Grade 12: EHWNnNWwW As of February 8, 2022, there are 6 students who have applied for admission for the 2022 — 2023 school year. Please be aware that as the year unfolds, enrollment may change. Additional students may be offered admission and will move from the waitlist to active enrollment. Conversely, some students withdraw from enrollment. If you require additional details, please don’t hesitate to contact my office directly. Tuition Calculations for FY23Source page 5
FY23 Tuition Considerations • We want to address our structural deficit • We want to consider charging more for In County students as that rate has been stagnant and the law allows for higher values per the Abrahams Report • We would like to address our tight capital situation given our older building stock
Source page 6
Actions Taken • With County support, Lyons Consulting was hired to establish the maximum amount of tuition available from In County students • Notification was sent in December to In County towns and cities to inform them of a potential increase in tuition – has resulted in limited feedback • Tuition amounts and policies at Bristol County Agricultural High School were discussed with Bristol Aggie’s Business Manager • Internal discussions took place regarding historical tuition policies and reactions
Source page 7
Tuition Recommendation for Out Of County • Calculate tuition based on expected FY23 total operating expenses, converted into a per pupil cost using expected FY23 enrollment • Add a separate per student charge for our identified borrowing costs as allowed by law • Calculate a special education supplement for any SPED students consistent with methodology used last year
Source page 8
Tuition Recommendation for In County • Increase base tuition rate to $2,500 - a rate that would reflect about a 4% annual growth from our initial $1,500 In County tuition charge in FY11 • Add a separate per student charge for our identified borrowing costs as allowed by law
