DATE: August 12, 2010
SUBJECT: General Fund’s Fiscal 2010 Operating Results

Having recently closed the books for fiscal 2010, the Finance Department prepared the attached
reports for your review.

The Summary of Revenues and Expenditures report compares actual revenue and expenditures
for fiscal 2010 against revised budgets. We budgeted revenues to be $66.8 million and
expenditures to be $68.2 million. The $1.4 million deficit was funded from use of free cash
reserve of $863,392 and $500,000 of overlay surplus.

Annual town meeting voted to use the following reserves in fiscal 2010:

Supplement Snow & Ice budget $ 400,000
Supplement School Special Education 363,392
Transfer to Stabilization Fund 100.000
Total Free Cash Reserve Used $ 863,392
Overly Surplus Used to Fund fiscal 2010 operating budget 500,000
Total Reserves Budgeted $1,363,392

For fiscal 2010 we actually experienced an operating deficit of $231,513 which was $1,131,880
better than expected. The reasons for the improved results are as follows:

Local receipts (mostly court settlement) $ 765,263
Tax title revenue (primarily 274 Mechanic Street) 193,859
Transfers from other funds (mostly school grants) 24,706
Property tax revenue shortfall (159,268)
State aid shortfall (307,754)
Total surplus-revenue 516,806
Unspent appropriations (primarily School Dept. & fixed costs) 615,074

Total 1,131,88'

A court settlement pertaining to the flooring problem at the renovated Police Station was included
in fiscal 2010 Local Receipts and amounted to $604,000. Property tax revenues were lower than
expected, primarily due to the delayed approval of our fiscal 2010 tax rates. As a result, the
mailing of the tax bills occurred six weeks later than normal.

The state aid shortfall of $307,000 was due to the Commonwealth’s need to reduce local aid in
order to deal with the state’s budget crisis. On the other hand, the School Department was
successful in receiving an additional $205,000 in special education extraordinary relief from the
state. Since 2010 annual town meeting had already voted to provide $363,000 from free cash for
school special education, the unexpected state aid resulted in the School Department turning back
$205,000 of its budget as an unspent appropriation.

The revenue report (2 pages) shows the general fund revenue in more detail. Included in fiscal
2009 state aid is a $7.2 million reimbursement from the Massachusetts School Building Authority
(MSBA) for Canton High School. Since this project was voted as a debt exclusion, we have
reserved this revenue to offset future debt service costs. Fiscal 2010's share of this $7.2 million
reimbursement amounted to $572,015. Fiscal 2010’s revenues were $2.0 million or 3.1% more
than last year’s, excluding the MSBA reimbursement, primarily due to property taxes.

The expenditure report (4 pages) shows departments’ operating expenses for fiscal 2010. These
expenditures (including encumbrances) totaled $67.3 million or $599,605 less than budget. The
expenditure most favorable to budget in fiscal 2010 was the School Department which was about
$206,000 less than the revised budget, as mentioned earlier. Other large favorable budgets
include Municipal Departments ($102,000), Reserve Fund ($92,000) and Town Insurance
($90,000).

The last report is a balance sheet as of June 30, 2010 showing the general fund along with totals
of other funds, which was prepared for the Department of Revenue to certify our free cash reserve
balance.

We estimate the general fund’s free cash reserve to be approximately $1.0 million as of June 30,
2010. Please know that further adjustments made by the Department of Revenue could
significantly change this amount.

L hope you will find this information to be useful. If you have any questions or comments, please
let me know.
