Municipal By-law Modernization Committee
Minutes for April 13, 2026
Memorial Hall
Salah Meeting Room
801 Washington St
 7:00 pm

Members Present: George T. Comeau, Dr. Susan Harrington, Larry Overlan, Jen Kemalian,
William Quinn, Randy Scollins, and Louis Jutras

Absent: William Kring

The meeting was called to order by the Chair Mr. Comeau at 7:00 pm.

The first order of business was to discuss the draft minutes for the March 4 and March 24, 2026
meetings. A motion to approve the March 4 meeting minutes was offered by Dr. Harrington
and seconded by Mr. Scollins. A vote was taken and the minutes were unanimously approved
7-0.

A second motion to approve was offered for the March 24 meeting minutes by Dr. Harrington
and seconded by Ms. Kemalian. A vote was taken and the minutes were unanimously
approved 7-0.

Mr. Comeau then introduced the next agenda item which requested a wording change in the
committee’s recommended motion to Town Meeting on Article 28 - Reconsideration. The
requested changes are as follows: yellow highlight represents new wording and strikethrough
represents removed wording

If an article of the warrant has once been acted upon and disposed of, a motion to return to the article
may be made at any time, if the Moderator determines that the person offering the motion discloses
significant new factual information to the Town meeting concerning said article, which existed but had
not been disclosed or made available to the meeting when the motion under that article was debated,
and the Moderator thereupon explains why such information satisfies the foregoing criteria. If the
moderator deems a reconsideration request does not meet the requirements but the body feels
differently, then the proponent of the reconsideration request can ask for a vote of the town meeting
members and if this vote passed by a simple majority that the motion to reconsider will proceed
provided, however, that debate and action on said motion shall be deferred until all financial articles are
concluded and immediately prior to taking up the question of the Annual Budget budget ball is added to
the lottery system. A two-thirds vote shall be required for approval of a motion to reconsider an article

During the discussion with the Finance Committee a question was raised about needing the
financial wording which then related to the budget ball process at Town Meeting so this revised
wording removes that association but retains the process that any reconsidered article would
occur before the Annual Budget is acted on.

A motion to approve was offered by Dr. Harrington and seconded by Ms. Kemalian and the
revision was unanimously approved 7-0.

The committee then resumed the process of reviewing questions submitted by General Code at
7:20 pm. This review continued until 8:28 pm at which time the committee stopped at
question 163-004. Several questions were answered or assigned to specific users. 138
questions have been answered at this point, which equates to 49% of the total.

The committee then discussed the next meeting date and May 4, 2026 at 7 pm was selected.
Mr. Jutras will work on the location and notify the members.

Having completed all of the agenda items and seeing that there were no additional comments
from the committee, the chair entertained a motion to adjourn at 8:30pm which was seconded
by Mr. Scollins and the motion was unanimously approved 7-0.

Respectfully submitted,
