Chair McDermott said Good Evening and welcomed everyone to the Planning Board meeting.
A motion was made Chair McDermott and seconded by Mr. Quigley to open Item #1,
Mitigation Fee Discussion. All in favor, Motion Approved 4-0.
First Item on the Agenda 0) MITIGATION FEE DISCUSSION — (Charlie Doody,
Town Administrator, and Gene Manning, Interim Town Planner
Mr. Manning introduced himself and explained that he is here tonight to present to the Board
a Plan brought forward by the Town Administrator, Select Board, Building Commissioner, and
Zoning Board of Appeals. They have faced challenges when building residential properties
with more than five (5) units. New residential properties and taxes didn't match with what
was recorded at the Registry. At his joint meeting with Zoning and the Select Board, they
discussed that since 1o% of building coats are held in escrow, there should be a mitigation tax
which should be held until ninety (go) days after the completion of a project. He had meetings
with the Director of Assessors and the Finance Director. The first tax billing cycle for certain
projects, did not match the Assessor's Records and what was filed at the Registry of Deeds. He
was looldng for the Board's support in rectifying this problem, with the addition of a
mitigation fee, which would be controlled by the Zoning and Planning Boards.
