BOARD OF SELECTMEl~i MINUTES APRIL 1, 2003 MEMORIAL HALL Present: John J. Connolly, Chairman; Victor D. Del Vecchio, Vice-Chairman; Avril T. Elkort, Clerk; Christina A. Carlton, Executive Assistant; and Matthew A. Romero, Administrative Secretary. Chairman Connolly called the meeting to order at 7:08 P.M. MMA DPW Audit Report findings —Mark Morse, President Mr. Morse noted that the study, which MMA Consulting Group conducted of the DPW, was very different since it worked with a committee, but it was an overall a good process and presented many different points of view. He pointed out the positive aspects of the DPW's current setup: 1) a good fleet of well- maintained vehicles; 2) A plan for the new facilities of the DPW; 3) the staff is generally sufficient; 4} the DPW has accomplished many things other town Public Works Departments have not. He then listed some categories of recommendations for the DPW: 1) organizational recommendations, in particular reorganizing and redefining the roles of the Superintendent and the Assistant Superintendent; 2) to institute more detailed planning, for example a municipal inventory report and a reorganization of the method of execution of various functions of the department; 3) management issues, in particular fixing communication problems to keep employees well-informed and working cooperatively. Mr. Morse agreed with Ms. Elkort that an ongoing education/training process within the department is very important and should be a priority of management. He also opined that a lot of issues would hinge upon the redefinition of the chain of command, but that the most important points to implement would be enhancing communication and planning issues. Overall the Board felt the process was a productive one and they are committed to the greatest extent possible, to implementing as many of the study recommendations as possible. BMI agreement for $255.00. Approval and signatures, please. Ms. Carlton noted that this agreement should cover the town for almost all music not already covered by the current ASCAP agreement. This agreement is with the union representing artists creating the music. If in any town sponsored event Canton uses music covered by the agreement is used with the artist's permission.
