Town of Canton, Massachusetts COMMUNITY PRESERVATION COMMITTEE Minutes of December 12, 2016 The meeting was called to order at 7:01 pm in the Community Room at the Canton Public Library. Committee members in attendance: George Comeau, Lisa Lopez, John McSweeney, Stacey Gorman, Deb Sundin, Michael Mitcheroney, Emilio Mauro Guests: Mark Roy, Debbie Stein Sharpe, Josh Cohen, Michael Rota, Janet Maguire Presentations by FY 2018 CPA Applicants Project: Rubin Court Applicant: Canton Housing Authority CPA Request: $80,000 Mark Roy presented the proposed project which is similar in scope to the project approved by Town Meeting in May of 2016 for the Hagan Court Senior Housing complex. The Department of Housing and Community De- velopment is providing $40,000 for new exhaust systems in 16 units and this funding would allow for the HVAC work in the remaining 32 units at Rubin Court. L. Lopez asked if this work was considered a high priori- ty on the Housing Authority's Capital Plan and what would happen if the CPA funding were not approved. M. Roy confirmed that this project was a top priority and that without CPA funds the work would have to be pushed out to future years. E. Mauro inquired about budget process and the need for a contingency. M. Roy ex- plained that the budget was developed in accordance with Commonwealth guidelines and that if the work came in significantly over budget, they would have to reduce the number of units getting upgrades. G. Comeau told the applicant that in the event that this project is recommended by the CCPC, Rubin Court resident support at Town Meeting would be beneficial. Project: Master Trails Plan Applicant: Canton Walk, Hike & Bike Committee CPA Request: $75,000 Canton Walk, Hike and Bike Committee member Debbie Stein Sharpe described the purpose, goals and outputs of the proposed comprehensive trails plan. She explained how this plan would differ from the Open Space and Recreation Plan update noting elements that would not be included in that document (detailed trail plans; exist- ing and proposed trail linkages; specifications for trail maintenance and construction, etc.). In response to CCPC inquiries, D. Stein Sharpe stated that the Forge Pond trail is one of the trails that would be assessed; that she would raise the prospect of an all -persons trail with her Committee and that the plan outputs would be available to the community both online and through printed trail plans. She agreed with the CCPC suggestion of combin- ing planning projects, noting that doing both plans simultaneously would allow for combined efforts to solicit community input and improve communication and coordination between boards and committees and with land owners. G. Comeau asked who would manage the bid and project management. D. Stein Sharpe has been work- ing with the Town Planner (who sits on the Walk, Hike & Bike Committee), but the group is open to other sug- gestions as to who should run the bid project and manage the resulting contract. CCPC members again dis- cussed the pros and cons of combining the proposed planning projects. D. Stein Sharpe stated that L. Smead had reached out to consultants to get estimates for combined plans. Project: Kennedy Field Restroom Facility Applicant: Canton Little League CPA Request: $ J. Cohen and M. Rota described Canton Little League's past contributions to the Town including major renova- tions and monetary donations for Sullivan Field and Waynes Field. Little League has a long history of coordi- nating with and supporting the Recreation Department on facility improvements. The application before the CCPC is for the construction of restrooms and a storage facility at the Kennedy School Field. Little League has fully approved plans (ZBA and Conservation Commission permits) and has received the support of both the School Committee and Recreation Commission. J. Cohen explained that the portable bathroom facilities are in- adequate for the 3,000 plus site users including athletes participating in baseball as well as softball, soccer, la- crosse, and football. All of these groups would have access to the restroom facilities. Discussion regarding the portions of the project eligible for CPA funding and who would be responsible for maintenance of the proposed building followed. J. Cohen stated that Little League would fundraise for the non -eligible portions of the pro- ject. They would also make arrangements for maintenance either by contracting for services or coordinating volunteers. J. Maguire expressed concerns about securing the building. The project proponents stated that they would work with the police chief and the long-term plan would be to install some sort of security. E. Mauro asked whether the schools could provide any funding given that the proposed facility would be on school prop- erty. G. Comeau noted that the application was submitted by a private non-profit for work on town -owned property. He questioned who would run the project and noted that town procurement rules would apply. He re- iterated that the CPA funding requests this year would require hard choices and requested that the applicant re- view the budget in conjunction with their fundraising projections and submit a number that would allow the project to move forward. The next CCPC meeting is scheduled for Tuesday, December 20, 2016 in the Library Community Room at which time the Committee will vote on recommendations. Motion to adjourn at 8:30 pm by D. Sundin, seconded by L. Lopez, approved 7-0-0. Respectfully submitted by Kristen Phelps A_JZ] la Page 2 of 2 CCPC Minutes of December 12, 2016
