Chairman Carroll opened the meeting at 7:05 pm and reads the agenda.

Chairman Carroll reads the petition and opens the hearing. Attorney Schneiders,
representing Mr. Jeffrey Erickson who is the principal of 866 Washington Street, LLC.
Attorney Schneiders explains the petitioner is seeking a Special Permit for Use under the
Canton Center Economic Opportunity District, Revitalization Area `B' so that the property
can be used for a mix of residential, business, and professional use. 866 Washington Street,
LLC. is owned by Jeffrey and Beth Erickson, who live and work in Canton. They also own
the Canton Citizen newspaper located at 866 Washington Street and Sunrise Erectors,
located on Pine Street in Canton. Beth is the publisher and editor of the newspaper and
their son Connor is the General Manager who couldn't be here tonight. Petitioner is
seeking to replace one commercial use which was a transportation office with a residential
use which will be a one bedroom apartment. The 600 square foot unit will be on the first
floor. Currently the building has one residential unit and four office uses (Canton Citizen
office, accountant, transportation office, and a social work therapist). The commercial uses
are pursuant to several use variances granted in the Sixties and Seventies. Petitioner seeks
to replace the transportation office which is a commercial use with a second residential
unit. Only one residential unit is allowed by right. The abutter to the immediate rear has
argued that this building should be more residential than commercial in this Single
Residence district. The transportation office has been opposed for some time by that
abutter due to high volume of cars and larger vehicles that it generated. Following a review
by the Building Commissioner and Zoning Board of Appeals, petitioner greatly reduced
the commercial uses at the site by limiting the transportation business, account, and
newspaper business, and therapist to office use only. All of these uses are permitted in this
residential district pursuant to the Zoning By -Laws or prior Variances issued for this site.
This petitioner now seeks to further decrease the commercial use and increase the
residential use in this Single Residence `C' district. There will be no change to the site if
this petition is granted. The only structural change will be to replace the transportation
office with a residential unit with a single bedroom. The unit, which consists of 600 square
feet, will not be enlarged. Attorney Schneiders reviews the CCEOD standards in Section
9.8.26 and the open space requirements in Section 9.8.27. Attorney Schneiders explains
they meet the parking requirements. Attorney Schneiders states per Section 9.8.31 under
