Board of Selectmen
Minutes
February 14, 2017
Memorial Hall, 801 Washington Street, Canton, MA
Salah Meeting Room
7:00 p.m.
Board members present: Chairman Robert E. Burr, Jr., Vice Chairman Mark J. Porter, Clerk Kevin T.
Feeney, John J. Connolly, Victor D. Del Vecchio
Also present: Charles J. Aspinwall, Town Administrator and Jennifer Kemalian, Administrative Secretary
The meeting was called to order at 7:03 p.m.
It was noted that Mr. Del Vecchio was participating remotely in the meeting due to his geographical
location.
A moment of silence was held for Joe Flynn, the Town's Insurance Agent who was tragically killed. A
second moment of silence was held for Dan Flood, member of the Board of Assessors, who had passed
away recently.
Chief Charles Doody introduced Canton's newest Firefighter and EMS Coordinator. Firefighter Brian
Pendergast was a certified 1 and 2 paramedic and Firefighter Paramedic Kevin Hurley had been
promoted to EMS coordinator.
Town Planner, Laura Smead, was before the Board to present the Canton Complete Streets project. She
explained that a complete streets policy would provide safe streets for all users, including motorists,
cyclists and pedestrians. The policy would be used on new street construction as well as when streets
were being redone. There is a state program that encourages towns to adopt a complete streets policy
with an incentive for reimbursement of some funds used in the project.
She continued to describe the program and its three tiers. She noted that the first tier was training,
then passing a policy or submitting a letter of intent to the state for creating a policy. The second tier
was making a plan for streets, either in house with the use of the Town's Engineering department or the
use of a consultant for technical assistance. The third tier was to enter into a contract with Mass DOT
and be approved for a project. Ms. Smead noted that there were some deadlines coming up to submit a
letter of intent and she felt that the September 1S` deadline was the most realistic date. It would allow
for time for streets analysis, either in house or by a consultant and to develop a policy.
