Chairman Carroll opened the meeting at 7:04 pm and reads the agenda.
K. Doherty Construction Inc./Marcia Vespa — 0 Cedar Street—17-17-SPA-SP-V
Chairman Carroll reads the petition and opens the hearing. Attorney Paul Schneiders with
Mr. Kevin Doherty explains they are looking for Site Plan Approval and other zoning
relief so that a 4,500 square foot office building with outdoor storage can be constructed at
0 Cedar Street in a Limited Industrial district. Attorney Schneiders refers to exhibit A of
his packet and explains this is an odd shaped piece of property and exhibit B shows the
Zoning map to refer where this property is located. Attorney Schneiders explains there is a
small piece of the property that is located in Stoughton. Attorney Schneiders explains some
of the history of K. Doherty Construction. The company is located in Boston and they will
be operating out of Boston and Canton if they are granted the approval they need. Attorney
Schneiders states they would like to add Vespa Inc. as a co -petitioner. Attorney Schneiders
states they have a purchase and sale agreement but he was under the impression that papers
had already been passed. Attorney Schneiders explains the 1.74 acre site is located at the
Easterly tip of Canton and abuts Route 24. Attorney Schneiders states the office use is a
permitted use in a Limited Industrial district and the building will also be used for the
storage of equipment which is permitted as "an accessory use incidental to a permitted
main use." Chairman Carroll asks if that is for inside storage. Yes. Attorney Schneiders
explains they would like some outdoor storage and reads Section 6.5.1 (9) of the Zoning
By -Laws. The proposed building would consist of 4,500 square feet therefore outdoor
storage of 1,125 square feet (25%) is permitted as of right. He also mentions that because
of the site's relatively remote and isolated location this will not be detrimental to the
abutters and explains the office and yard will be open to employees from 7A.M. to SP.M.
Monday through Friday. Attorney Schneiders explains they meet almost all of the
dimensional requirements for Site Plan Approval according to Section 4.1.4 the following
dimensional requirements must be met in a Limited Industrial district. This site is almost
all surrounded by water and the lot is very wet. The minimum lot area is 1.5 acres and this
site consists of 1.74 acres. The building coverage cannot exceed 40% and this lot coverage
would be approximately 6%. The frontage requirement is 75 feet and this frontage would
be 847 feet. The lot width through the building must be at least 200 feet and this lot width
through this building would be 387 feet. The front setback must be at least 60 feet and this
front setback would only be 48 feet which would require a Variance. The Variance would
be necessitated by the substantial wetland on the property. The side yard setback must be
at least 25 feet and the minimum would be 39 feet. The rear yard setback must be at least
