REGULATION DISCUSSIONS
E -Cigarette Shop: Present were Mr. Richard DeCotis and Mr. Nick DeCotis, brothers who would like to
open an e -cigarette shop in Canton. They wanted to speak with the Board about their plans to make sure
they are in compliance with the regulations.
They have two other stores already, and they have a retail environment, not a lounge. Their business
philosophy is to offer e -cigarettes as a healthier alternative to combustible cigarettes, leading to cessation.
The customers do not directly touch the products. The products displayed in retail cases, and staff waits
on them and advises them on the products and usage.
Per the current tobacco regulations in Canton, their store would be in compliance. The Board appreciated
having them come in to describe their business and planned retail shop.
Body Art: Mr. Ciccotelli provided history on the body art regulation in Canton that was approved in
2001 when the State first approved the practice and provided towns with a template on the new law. In
the ensuing years, Canton has kept this regulation as is, as no one has tried to be permitted until this year,
when in one week two people called to be permitted.
Mr. Ciccotelli has reviewed the regulation and recommended that some sections can be removed, and that
one area should be restricted and considered unlawful in Canton. He proposes that the Board consider
prohibiting deep muscle piercing, braiding, and branding, as these practices often result in infections with
the cutting of the skin. He will forward his proposals to the Board for them to review and comment on,
and then it will be discussed at the next month's meeting and posted, accordingly.
Mr. Renot Lopes was present to present his plans to open a studio in a space at his house with an outside,
separate entrance. Mr. Ciccotelli recommended that he present his floor plans to him, which can be
reviewed and commented upon before any renovations begin. This way, he can make changes on paper,
before he invests in the actual construction.
