Chairman Carroll opened the meeting at 7:03 pm and reads the agenda.
Nabil_ Elkhoury/Canton Car Center, Inc. — 391 Washington Street—10-17-ENCU-SP-
V
Chairman Carroll reads the petition and opens the hearing. Chairman Carroll asks if this
work is for the existing building. Yes. Chairman Carroll asks Mr. Nabil Elkhoury if he
currently owns the building. Yes. Chairman Carroll asks if most of his work is currently
auto repair. Yes and auto sales. Chairman Carroll asks if he has a license to sell cars. Yes.
Chairman Carroll asks if this location has always had auto sales. Yes for many years.
Chairman Carroll states it has been quiet for many years at this location and asks the
petitioner what they are looking to add. Mr. Elkhoury states he is looking for approval
from the Board to be able to have a portion of the building be dedicated for auto body
work. Chairman Carroll states this is a big request considering he is in a residential district
and wishes the petitioner sought out an attorney. Chairman Carroll explains his use now is
pre-existing non -conforming.
Richard Lane of 410 Washington Street explains he lives across the street from the
petitioner and about 14 years ago they ran into the same situation they are in right now.
Mr. Lane explains the traffic has doubled in the area and he is worried if this is approved
then traffic will be even worse. Mr. Lane states numerous times he has seen cars parked on
the sidewalks because the site is so busy and no one can get in and out so they just park on
the sidewalk and people walking need to go out onto the street to get around the cars. Mr.
Lane states this has always been a repair shop and there are no issues with that but adding
an auto body shop will be more dangerous with traffic.
Aubery Murray of 420 Washington Street explains his concerns are all environmental. He
would like to see what type of spray booths the petitioner will be using and what kind of
venting and exhausts are going to be used.
Chairman Carroll asks the petitioner if he has any plans with him. Mr. Elkhoury states all
of the new apray booths are environmentally friendly. Chairman Carroll explains he would
like to see the plans for the spray booth. Mr. Elkhoury states he submitted plans to show
where the spray booth is going to be located within the building. Chairman Carroll states
