kEl6viw_e - C le- y - TRAFFIC STUDY COMMITTEE MEETING September 17, 2008CANL vTVNJ O CLERK Present: DPW Supt. Michael Trotta, Frances Clines, Rossannaur Town Engineer Lisa Grega Secretary Dorothy Marshall Background: Since there were few members in attendance, Mr. Trotta gave an overview of the Traffic Committee's purpose, how it operates, when it meets and so forth. He explained that the Chairmanship of the Committee is presently open. He explained the Chairman could be voted to be on a rotating basis with the Chairman setting the agenda for each meeting. He said that the Committee presently meets during the day since it is made up of several people that work for the Town as well as residents but that could change. Many of the requests from private citizens ask for STOP signs and other traffic calming measures. His position is to not just put up a sign, etc. but to have I three pronged approach toward solving the problem. The first is Education of the public, the second is Enforcement (Police), and the third is Enhancement/Engineering or physically changing something. He gave instances of Reynolds Street, Trayer Road, York Street and the Cedarcrest/Maplecroft area. GENERAL DISCUSSION: Frances Clines mentioned the seemingly large increase in large truck traffic. She asked if any controls existed such as limiting the hours the roads could be traveled. Mr. Trotta said he didn't believe so. The subject of the East West Road was discussed. One avenue might be through the Board of Health to ascertain if decibel levels were too high. The Board of Selectmen would have to ask Town Counsel. He said that truck traffic has to be 7-10% of the total to prove "high" numbers. The Luce School Zone will be extended to Sawyer Avenue. Various members discussed the lights/no left turn at the intersection of Pleasant Street/Washington Street. Lisa Grega said that the no left turn (to Washington from Pleasant) restriction has been there about ten years. The lights have been there about three or four years. There was a consensus from the Committee that the removal of the restriction should be looked at. The Board of Selectmen has issued a Traffic Concern Form. This form will be a vehicle through which private citizens may register traffic concerns with the Town. The forms are available through the Board of Selectmen's office. The Committee decided to meet Wednesday, October 15, 2008 at 1:30 p.m. Respectfully submi ed, Dorothy Mar 11 Secretary
