Board of Selectmen
Minutes
December 20, 2016
Memorial Hall, 801 Washington Street, Canton, MA
Salah Meeting Room
7:00 p.m.
Board members
Chairman Robert E. Burr, Jr. ~ Vice Chairman Mark J. Porter ~ Clerk Kevin T. Feeney ~ John J. Connolly ~
Victor D. Del Vecchio
The meeting was called to order at 7:00 p.m.
It was noted that Selectmen Connolly was not in attendance due to illness.
The Board asked for a moment of silence for Harold Drake who had recently passed away. Mr. Drake
had been a volunteer in the community for many years on several boards and committees. His
dedication to the Town will be missed.
Jim Murgia, Finance Director and Kathy Butters, Town Accountant, were before the Board for a
discussion on the Eversource Net Metering Credits.
Mr. Murgia described the land fill and solar facility. He noted that the solar facility was producing seven
million kwh per year which translates into net metering credits. He explained that Eversource buys the
net metering credits from Canton. He explained that the Town is purchasing the credits at a lower rate
from Southern Sky Renewable Energy (SSRE), who operates that Solar Farm, and then selling them at a
higher rate to Eversource. The Town benefits financially.
He noted that SSRE lease payments have increased over the years as well. The Town has benefited
about two million dollars over the years of the facility's operation.
Mr. Murgia noted that sixteen of the Town's electric accounts are being paid using net metering credits
but that the credits have exceeded the cost of the electricity. Eversource has now agreed to pay for the
extra credits that the Town can't use. It will be about two million dollars.
There was a discussion concerning creating a solar stabilization fund in the future. The Board thanked
Mr. Murgia and Ms. Butters for their presentation.
